Video a cushion, a giant thick cushion that San Francisco police rolled out a few hours ago. Once this was rolled out that somewhat eased a little bit of the tension here as far as what this mans fate would be if he were to jump. Keep in mind this is the second story of this soma building but he does have that cushion below him in case the worst did happen. As far as traffic here, this is truly a mess. Here we are rush hour traffic in soma. 10th street between harrison and folsom completely blocked off. Its been that way for 2. 5 hours now. Its going to remain that way until this suspect finally comes down. And at this point a lot of people have been stopping to check out to see what happens to see what this mans fate will be. Len ramirez is in san jose, where a handcuffed suspect gave a bail bondsman the slip. Len . Reporter thats right. He was apparently being transported to jail when he got away here in this north side neighborhood. Im on north 2nd street here in the downtown area. I can show you that theres a s. W. A. T. Team here as well as some Uniformed Police officers. And they are looking for the suspect. They are going door to door yard to yard searching peoples cars, driveways, even trash cans looking for the suspect who might be hiding out. This situation has been going on for about an hour now. This area the perimeter is several blocks wide and long. So many people are just coming home from work and finding out about this situation. People are being told though shelter in place in their homes but several neighbors are out as you can see a woman there and it looks like a younger person just right behind the Police Department and the s. W. A. T. Team. Looks like they are just kind of in a hold mode at this point but they have been going door to door with dogs trying to sniff this suspect out. They are also looking for him because he apparently has a violent past, criminal past. So they are taking no chances with them. Thats what we know at this point. Live in san jose, len ramirez, kpix 5. Three people are under arrest for the killing of a wellknown north bay therapist. The man was found dead on a hiking trail in fairfax monday. The trio was caught today in portland, oregon. Kpix 5s joe vazquez has new details on the victim and the clues that led police to the suspects. Reporter the Sheriffs Department says they used the gps tracking device in the car in order to find these three suspects and they busted them about 4 hours ago up in portland. Not much consolation for the family and friends of the victim mourning his loss. Steves widow is battling cancer. Thats her there in the white hat paying her respects to her husband this morning with a small spontaneous memorial along the trail where he was shot. He was in fairfax picking up items for an irrigation system and was going to fix an irrigation system for somebodys home that he was suggested he come up here and take a walk. Lots of people do these trails. Unfortunately, he ran into the wrong people. All three suspects were arrested without incident outside a Community Dining hall in portland, oregon. Reporter marin county sheriff Officials Say it was pictures like these that helped catch the murder suspect. This surveillance photo shot outside a point reyes gas station shows two men and a woman filling a car up with gas. Whats crucial to point out is that the vehicle that you see in that photograph is our victims vehicle. So this puts them in possession of the victims vehicle. Reporter the three are now behind bars arrested at 2 15 this afternoon. Lieutenant doug pittman says this photo of one of the suspects comes from a woman with a dash camera. She remembered seeing the man acting strangely outside a fairfax elementary school. A 7 11 surveillance camera captured other images of the other two. Sheriffs Officials Say the trio murdered steve carter on the trail in west fairfax monday evening, shot him, shot his dog and stole his car. This is a very cruel blow to a woman who just found out she has cancer and who has a wonderful husband. Its a grief for all of us in marin who have had such a sanctuary in these hills and hike here freely and feel so safe and at home in the beauty of marin, that a murder would happen at all and then that it would happen to someone that we know and love. Reporter the Sheriffs Department has not yet publicly identified the three suspects. Thats because they say they are having trouble actually figuring out who they are. Police have identified the suspect in the murder of a local ice cream vendor. Look at this photo. This is the 23yearold man, 57, 160 pounds. He is accused of shooting 45 yearold jarvis singh to death on peach street saturday afternoon. The motive is unclear. The governor signed a landmark Climate Change legislation today and we are betting big on the sun and the wind in this. This is not just some environmental nice thing that were talking about. This is basic health or not. The new law requires the state to get 50 of its power from renewable sources and Double Energy efficiency in existing buildings. All of that in the next 15 years . Yeah. Reporter jim sweeney director at stanfords Energy Efficiency institute says the Biggest Challenges are basic, the sun doesnt shine at night and the wind doesnt blow all the time meaning we have to generate exactly as much energy as we use at any time or else the whole grid goes down. Reporter jim says this new law is a gamble. Its betting that technologies will get better fast enough so that were not going to face very high costs increases. Reporter the risks . If theyre, right the costs wont go up a lot. If theyre wrong, the costs will go up more significantly. Reporter costs will go up but not by much according to the a study we would have paid 20 more for utilities by 2030 regardless. With this new law the study found well pay 26 more. That means the average california household will see about an 8 to 14 increase every month. So your bill may not be as high but there is another issue. The law also requires doubling Energy Efficiency in buildings by 2030. Jim says, you know, for newer buildings thats no problem but for these old San Francisco victorians, the cost of changing windows insulation all of that will add up. Peskins outlandish harassment of city employees. Threatening their jobs. Reporter for years former supervisor aaron peskin was a thorn in the side of willie brown and gavin newsom. Now he turned to mayor lee. Its about having independent leadership at city hall not just a rubber stamp. Reporter his no wall on the waterfront campaign killed one of the mayors pet high Rise Projects and ultimately led to the warriors moving their planned arena away from the water, as well. He also worked to save vendors at the historic flower mart from being evicted. And he has taken on the tech world by backing tougher airbnb rules. A win by peskin could change the balance of power at city hall. It makes a huge difference. Theres a lot of issues that by one vote could go a different way. I need someone that i believe is collaborative, has a spirit of going across the aisle. Reporter this week lees allies in the tech and labor world launched a barrage of attacks on peskin hitting his personality as much as his politics. The man investigated by the City Attorney an obstructionist blocking Affordable Housing against everything that represents progress in the city. Aaron peskin, we cant go back. Theres no question that in my 15 years in public life there are a few instances of behavior that i regret but what hasnt changed is my passion for San Francisco. Reporter you have to hand it to him. You put aaron peskin back at city hall and he going to be supervisor for a very short time. His first goal would be to be elected president of the board of supervisors. As he was for eight years prior. So he is no stranger to that. Theres even fear that if he gets back in he could be a candidate for mayor down the line. And its a situation thats helping to fuel the housing boom in the city. You wouldnt know it from this block of divisadero where there are three. How long you been working here . I have been on this spot for 55 years. Reporter 75yearold roy started pumping gas in 1960 and has really cleaned up. He bought the shell station at davisadero and oak and added the touchless car wash. He had to borrow to pay the 4,000 price and thats not easy when youre making less than 100 a week. But he and his wife patty did well. The future is no longer in fuel. Gas stations in San Francisco are no longer the highest and best use. Reporter what is . Well, housing. See this construction site . Not long ago it was the neighborhood gas station at the corner of ocean and miramar. It will soon be condos. As will this spot currently the oldest surviving gas station in San Francisco. The land is become so valuable that it no longer is viable. Reporter the past five years, 25 city gas stations have been torn down most have become condos. There are now roughly only 30 places to find fuel. You need a certain amount of them. We have have gas. The governor signed a law today prohibiting sidewalk tolls on the iconic landmark as well as all stateowned toll bridges. Official with the Golden Gate Bridge district were exploring a fee in an effort to keep the agency in the black. Most lawmakers are against the idea. There are 6 toll bridges in the San Francisco bay area. An effort is under way to raise californias cigarette tax by 2. Three groups including the American Lung Association Submitted a new Ballot Initiative today. A similar measure stalled in the legislature this year amid opposition from tobacco companies. Voters have rejected two other cigarette tax hikes in the last decade. Californias current per pack tax is the 15th lowest in the nation at 87 cents. The bay lights are coming back. Work will begin tonight an reinstalling the 1. 8milelong light sculpture on the bay bridge. The display with 25,000 temporary lights was removed back in march. It was taken down so that maintenance could be done on the cables on the bridge there and the display can be made into a permanent part of the bridge. We told you yesterday about a bay area farmer trucking in larger pumpkins from oregon this year because of the drought and now, there can be a shortage of canned pumpkin for pies this thanksgiving.
