Reporter it was all mixed up together, just a wild weekend here in the city of oakland. Side shows, an officerinvolved shooting. Now the city of oakland is going to ask the state and will get more help from the chp in putting this lawlessness to an end. In a weekend that saw wild side shows take over the streets, Oakland Police were confronted with what looked like another life and death situation. This is pointed at you, it would be reasonable to assume that it was a real firearm. Reporter but it wasnt. It happened at 90th and bancroft sunday afternoon while impounding a bunch of motorcycles from a sideshow in that area, police say a 39year old man walked up to officers and pulled this replica pistol from his waistband and pointed it at them. Police say four officers drew their own weapons and shot the man who died at the scene. We dont believe that any communication occurred whatsoever. He walked up, the person didnt say anything, and the officers then just reacted to what they saw pointing at them. Reporter the victim, who has not been identified, had a previous oakland address and had been arrested by police six months ago on a parole violation. I think the officers were shocked when they found out it was not in fact a real firearm. Reporter the lawlessness began saturday night into sunday morning when as many as 700 cars took over east oakland intersection and even portions of 880. At one point an Oakland Police officer had to retreat on foot when confronted by a large group of young people blocking the street. They jumped on the police car and practically destroyed it. Oakland is now asking for more help from the chp to not only break up side shows but find ways to deter them from starting up. These cars arent just coming from oakland but all over the state. That is why it really is appropriate for the state to assist a city like oakland that for some reason has been selected as a playground for irresponsible people from throughout the state. Reporter and there has been a lot of talk on social media about a lot of people coming from Southern California up here to oakland to participate in those side shows. As for the officerinvolved shooting, there were four officers involved, including a sergeant who had about seven years with the department and three other officers who ranged from about six months to 18 months with the oakland p. The moment a tour bus starts to go out of control in San Francisco. First, you can see the double decker bus speeding down post street. Look closely at the top right corner of your screen. A bicyclist slowly merges into traffic. Just as he gets out into the street, the bus sideswipes him. The bus later hit several cars, then a construction scaffolding. Kpix 5 has been digging into the Safety Record and joe, we now know there are issues. Reporter yeah, state regulators say the company that owns the tour bus that crashed here in union square on friday has had a number of problems following the rules through the years. Chief among the problems right now, the bus that crashed, not only was never inspected by the state, but wasnt even known by the state, because the company apparently never reported it. It is basically a ghost bus. Three days after the union square bus crash, police are conducting physical inspections of the bus that crashed, as well as other buses from city sightseeing, the company that owns the tour bus. A Police Official tells me that its early in the investigation, but police are leaning toward the possibility of a mechanical problem on the bus that crashed and injured 20 people. It was going so fast, and then i saw people were terrified in the middle of the road. By the time he got down the street, he had to stop the bus somehow, so he hit the construction. Reporter witnesses i talked to today said it appeared the bus driver was trying his best to crash into something to stop the bus. I basically believe that he was trying to save lives, because i dont think he was out to kill or hurt anybody. What do you mean . I think it wouldnt stop or wouldnt slow down. Reporter the company has had problems in the past, according to the state Public Utilities commission. They had a series of violations beginning in 2007. The state fined them but the Company Never paid the fine. The state eventually suspended their license in 2013. The Company Opened back up in an employees name. And perhaps the most unusual problem cited, cpuc says the license plate of the bus involved in fridays crash does not match the list of vehicles on file with the state. In other words, city sightseeing did not notify the cpuc that this bus was in its fleet. Which it is legally required to do. It is a ghost bus. Its extremely troubling. Reporter Assembly Member says hes looking into whether new legislation is needed to keep better track of tour buses. We need to make sure that our rules are followed. We need to make sure that the regulating agencies have done everything they can to make sure that ghost buses are not traveling on the streets of San Francisco and around the state of california. The question right now, could there be sanctions toward the bus company . The cupc says its not clear yet, but theyre going to be looking into the possibility of that very thing. Just recently the faa changed flight patterns all around Northern California that kind of made them over certain neighborhoods that werent getting them before. They were specialized. Those neighbors complained. And as you said, the fbi im sorry, the faa listened. Complaints about jet noise over new neighborhoods have been heard the past year. I really cant bear to live this way, and its something has to change. Reporter amy lives in palo alto and has been among the loudest of those who dont like the new flight plans. They have been generated by whats called nextgen, the next generation of approach route planning centered on gps technology. It has changed the standard approach. Its really distracting. Its even gotten worse in the last two years. Its just like repeated stab wounds. Reporter there have been so many complaints local members of congress have taken up the issue, and now the faa has responded. It has agreed to look into the changes the new program has caused. What the faa is committing to is to study a series of approach and departure patterns around the bay area to assess what type of adverse effect they may have in terms of Community Noise. Reporter its the start of a long process, but the federal government has at the very least agreed to look into the problem, and thats just fine with San Francisco international. I think what youre going to see moving forward is their analysis of what type of adjustments can be made that can be responsive to Community Noise concerns without compromising safety, which is really everybodys first priority. Reporter the new patterns have affected all three bay area major airports along with san carlos, putting planes over different neighborhoods from santa cruz to solano counties.
