Bill gates is another billionaire who likes to donate. He has given almost 30 billion to his charitable foundation. We got a look today at the big changes coming to San Francisco in the week before the super bowl when the city is turning into party central. Reporter even on a routine tuesday evening commute, you might be thinking, theres no way that traffic in San Francisco could get any worse. Well, just wait until the super bowl comes to town. Its going to be a madhouse. Reporter not just on super bowl 50 sunday. From january 23 through february 12 much of downtown San Francisco will be blocked off for super bowl festivities. A long stretch of Market Street will be closed to traffic as well as part of mission street. The embarcadero will be packed as a Million People are expected to come in for the festivities. We have a handful of minor changes to a few routes that go downtown. Most of the routes arent changed. Reporter peter albert of the mta gave an overview of the plan to the mta board today. Its convoluted. 11 bus lines will be rerouted. The e train wont run. The f rain will be a bus line. Extra buses and trains will be bought in during the middle of the days. On a good day muni struggles to move all these people around. How can we be sure this is under control . A fair question. And the answer to that is muni isnt doing this by itself. You can come in from all nine counties and not have to transfer. You might not have muni as part of your trip. We are working with drivers to to be sure theyre ready and there are people on all shifts and the vehicles are in excellent repair because well be using them more than usual. Reporter muni says they have it under control. Uhm [ pause ] great. Id like to see that. [ laughter ] i havent seen this demonstrated in the past that muni has much of anything under control so i would be hesitant to accept that. But, um, the super bowl is very important and, um, it will help a lot of people with jobs and the economy so, you know, some sacrifices have to be made. Its too bad they have to pick this location. Reporter so thats the city transportation plan. There will be a regional plan that will talk about increasing ferry service. There will be a game day plan to get people into santa clara. That will involve adding charter buses to it the equation. Note that there is no plan that talks about driving your car into San Francisco or otherwise they are definitely discouraging that. Live in San Francisco, joe vazquez, kpix 5. Speaking of plans, san jose is mulling over an idea to use a hotel to house the homeless. City leaders are considering turning part of the santa clara inn on alameda into a shelter. Its the latest attempt by the city to house some 4,000 people who live on the streets every night. Under this plan, 30 hotel rooms would be set aside to house the homeless. Well be able to provide transitional housing for homeless for many, many months while they are able to get back on their feet. If the city approves the avenue the santa clara inn would be the second hotel in san jose to help the homeless. Is it a new jail needed in San Francisco . Supervisors are set to vote on a proposal to build a new multi Million Dollar jail at a budget meeting tomorrow. Researchers with the jsa institute say a new 240 million detention facility is not needed. It says jails in San Francisco are half empty. They credit programs that focus on alternatives to incarceration. A dramatic anding to a chase in san jose. This started with reports of a stolen suv near thornwood way and winfield boulevard and ended with a suspect getting arested inside a toys r us store at the Almaden Square shopping center. Reporter it was the middle of the afternoon and the middle of this then crowded parking lot here at toys r us that the suspect ditched that bullet retireeled suv and ran inside the store. He rammed a couple of cars and started driving towards me. He rammed cars and drove towards you. Reporter San Jose Police say they shot at the suspect and stolen suv as it barreled through this intersection ramming several cars as the driver desperately tried to escape. As it continued forward it instructed a marked San Jose Police officers vehicle, as well. Shots were fired in the direction of the suspect vehicle. Toys r us he is going through the parking lot. Reporter the bulletriddled suv didnt make it very far. The suspect ditched the stolen car in front of a toys r us about a block away as officers with the Police Department s. W. A. T. Team and k9 units flooded the area. The suspect exited the vehicle and ran into the toys r us store. Officers entered the store shortly thereafter and subsequently arrested the suspect. Reporter according to the Police Department, this all started with a report of a stolen car. Credit the cars owners with a bit of quick thinking. When they realized there was an ipad still inside the car, they used the locator app to track down the stolen suv calling police from another car as they followed behind the suspect. He ended up chasing the guy not chasing him but following him on the freeway once they knew it was the car. And he called the police and then the police took chase and told him to back off. Someone needs to get to the rear of toys r us. He is running through the back entrance. Reporter police found the suspect inside the toys r us. Witnesses captured his arrest on their cell phones before he was taken to the hospital to be checked out for his injuries. Witnesses say it does not appear the suspect was shot by police. The police say they are investigating that fact although it is clear that the officers struck that stolen car. In san jose, devin fehely, kpix 5. Were following some breaking news out of Sonoma County tonight. Two inmates escaping from jail in santa rosa. We have just confirmed that both those inmates are now back in custody. Authorities say the pair bolted while being transferred from a sheriffs van and there were reports the Kaiser Hospital in santa rosa had to be put on a brief lockdown for a time. But again, authorities telling us that two escaped inmates are now back in custody. We now know that the San Francisco Police Officer charged with hitandrun did not take drug and alcohol tests until well after the incident. Collision occurred sometime after 2 in the morning. Chief suhr talked about Christopher Kohrs the hot cop of the castro. Kohrs is accused of leaving the scene after hitting two pedestrians in north beach. When any one of my officers, officer kohrs included, doesnt, um, abide by the law, remain at the scene, render aid and chooses to flee the scene, um, theres going to be consequences. Chief suhr says any internal investigation of the case would follow the criminal investigation. Kohrs has been charged with two felonies. He is due in court on thursday. A man suspected of stabbing his girlfriend to death in her san mateo home is heading to court tomorrow. It took a s. W. A. T. Raid last night in redwood city to get 22yearold Anthony Kirincic behind bars. Investigators say that they spent two days searching for him after his girlfriend was found suffering from fatal stab wounds saturday afternoon. Kirincic was arrested at the home of a relative. A mess on a bay area freeway. A truck on its side a car into a house and it is all connected. Well put together the pieces for you coming up. And they are meant to help Police Investigate crimes but tonight some are worried that officer body cameras could do more harm than good. Day today. You can blame a runaway dump truck. The trouble started in this normally quiet neighborhood near 280 and 101. The interchange there. The dump truck rammed a car at silver avenue and somerset, then went careening down silver eventually losing its load on the highway 101 overpass. Kpix 5s Juliette Goodrich on the big mess that the truck left behind. Juliette. Reporter hi, ken. We havent seen this in a while. Traffic actually moving along san bruno avenue because its been reopened. Its moving along silver avenue. And highway 101 southbound finally opened after quite a terrifying morning. Its a miracle that, you know, not more serious injuries happened and were thankful that people are not more injured. Reporter hard to imagine the driver of this dump truck walked away as it dangled over highway 101. Just minutes before, the truck was heading eastbound on silver avenue when it lost control and collided with the car forcing the car into the ho familys home. I hear big bang noise. Loud, very loud. I was in the kitchen. Reporter as we piece this together, the truck came down silver avenue knocked out a tree, hit a truck, and the family had their Surveillance Video on the entire time. 8 50 a. M. On the familys Surveillance Video you can see the green dump truck. A few seconds later, debris and dust go flying everywhere. And people in the neighborhood gathered around to see what all the commotion was about. When you looked outside, what did you see . Thank god nobody was hurt. He was driving his truck unconscious. Reporter he hit a lamp pole and slipped on the side breaking a guardrail and fencing sending construction debris on to southbound 101. The mechanic working on a car nearby heard and saw the accident. Lost the brakes. Big trucks with air brake system when you hear that loud noise pop usually the air brakes are failing. I heard that noise. Reporter investigators are looking into what kind of mechanical failure might have happened. And so some sort of mechanical failure happened but exactly what, was it the brakes or what else might it have been, we dont know. Investigators are talking to the driver and fortunately he was able to walk away and be able to talk with them just after this incident. In San Francisco, Juliette Goodrich, kpix 5. San francisco Police Officers are about to get body cameras. But there are concerns about their use. The cameras would help officers in investigations. But legal organizations including the Bar Association say they are worried they could actually taint them. They are against officers being allowed to review footage especially incidents involving the use of force. You would never think under any circumstances of showing you an accused or showing a, um, witness video of a crime or from, um, a a body camera before they made a statement. Why . Because you would not want to infect their statement. The San Francisco Police Commission is set to address bodyworn cameras at its next meeting. San mateo county Sheriffs Department needs your help tonight tracking down three burglars. The suspects were caught on Surveillance Video breaking into a home in the 600 block of palomar. Investigators say the burglars parked their car in front of the house and then broke in through the garage. They stole several pieces of mail and took off in their 2015 toyota yaris. If you know anything about this crime or these guys, you can call the Sheriffs Department. Other bay area headlines tonight San Jose Police releasing new video that could help catch a burglary suspect. This man forced haddist way through the sliding glass door of this home near lake almaden september 14. He carried a plastic bag of items and tried to hide his face in the living room. A 7eleven employee is in Critical Condition after being shot during a robbery before midnight on lone tree way in antioch. A witness followed two suspects trying to get away. Police located them a short time later. The cleanup is under way in lafayette tonight following that massive water main break. A pipe ruptured in the 800 block of relief station road last friday sending water gushing down the street. Homes and yards were flooded and people were without Running Water for more than 24 hours. Crews are working overtime to get the neighborhood back to normal. Heres a look at the scene today. Theres still some detours in the area as workers continue to clean up the mess. Crews have been busy patching up the street. Neighbors say the repair work has been a huge inconvenience. Its a continued pain. Yes. We live close together but im up the hill and she is down the hill so in order for us to walk, i had to go all the way through downtown lafayette. So it took me about 15, 20 minutes to get here which is normally about a threeminute drive. Theres been Traffic Congestion because of detours. No word on when the repairs will be complete. The water pipe was installed in 1949. Sfmta gave muni riders a chance to vent and the survey shows people are happier with muni than they have been in 10 years. [ laughter ] yeah. The sfmta conducted this Telephone Survey about riders experiences from june to august. 66 of the respondents said muni was excellent or good a percentage point higher than the results from 2005. California fell short of its Water Conservation goal for october. The state dropped usage by 22. 5 . But cities and towns did not meet the governors 25 conservation target. It is the first time thats happened since reductions became mandatory in june. In july, august and september, california exceeded its water saving goals. Most bay area communities continue to reduce water consumption. Five of the six largest water suppliers hit their conservation targets. The exception, the marin municipal water district, which fell just short of its goal. You know, its interesting, nobody should be watering at all outside anymore. That should be turned off for the rest of the year into the springtime. Maybe thats why its harder to meet the goals because in november you cant just say ill turn everything off and that reduces it by half maybe. You know what would solve this . Rain. Its raining in Crescent City and will probably rain in eureka but not here. A different area of low pressure will move along that front for us on thursday. Thursday we could have rain and heavy wind gusts up to 35 miles an hour. Bursts of heavy rainfall throughout the day.
