All told she was in the water for an hour and a half. She was showing signs of a mild case of hypothermia. She was in Good Condition at the hospital. A scary scene but good work buy rescuers. Sharon chin, kpix 5. After backtoback el nino storms brought heavy rain to the bay area now comes the good news. Our reservoirs are starting to fill up. Kpix 5s len ramirez is at lexington reservoir and how are things looking . Reporter things are starting to fill up. What was a trickle last month has become a tonight into the reservoirs in some places thanks to this very powerful and very wet series of storms. From whiteout to washout these storms are putting water everywhere including the places where its needed most finally. The good news is that the water sheds are beginning to be saturated so that we are starting to see more runoff into our reservoirs. Reporter creeks are running like rapids to begin the process of refilling reservoirs left nearly empty by four years of drought. Uvas reservoir near morgan hill is typical still only 31 of capacity. But lexington reservoir in the Santa Cruz Mountains gained about a foot of water in just 24 hours. It needs to drink up several more storms just to get to half. Its the right direction, but obviously got a long, long, long ways to go. Reporter randy sousa of saratoga says the pattern of stomps, one after the other, noticeably different and keeping him mostly indoors. Its great. Its worth it for sure. You know, the inconvenience is one thing. But the rain is really more important. Reporter its only a start. What still worries water officials is whats happening in the high mountains and below the surface. Ground water recharge ponds are still empty and aquifers are low waiting on refills that come all the way from the sierra mountains. Even if say its normal rain and snow year, our ground water levels are still going to be well below normal. And were still going to need to have conservation. Reporter we talk about the reservoirs because thats what we can see but underground theres so much more storage. If you took all the ten reservoirs in the Santa Clara Valley and multiplied them by two that would only equal the amount of Storage Capacity that is underground so until that ground water comes up, dont expect any easing of water restrictions. All told the water content of the sierra snow is running 113 of normal for this time of the year. State needs it obviously. The fact that we havent gotten snow here in a while like this i think its awesome. Caltrans crews have been busy keeping those roads clear. They are reminding drivers, just take it slow. Nearly as much at sfo and also in oakland. San jose you have received 1. 5 of rainfall. Santa rosa more than 3 of rain. San rafael close to 4. Kentfield you got there, and napa running at more than 2 of rainfall. And the official snowpack numbers, we are down for the week because we didnt see much rain or snow earlier in the week. But we are looking good. Compared to last year, the snowpack is 60 bigger, 43 last year, currently sitting at 103 . And there are three more storms to talk about. In tree in fremont came crashing down on the hood of a parked truck in fremont. You can see it actually smashed right through the trucks windshield under there. In San Francisco, the soil saturated by this weeks storms gave way causing this tree to fall on at least two cars. The entire tree toppled over pulling the roots out of the grounds. In oakland steady rain came down early this morning making roads very slick during the morning commute. Once winds kicked in, they cracked the base of this power pole and forced it to tilt. Oakland wasnt the only place with power problems. The weather also wreaked havoc on about 260 pg e customers near an intersection in richmond. They were without power for several hours. Kpix 5s da lin shows us the pastor in action a pastor for whom cleanliness apparently isnt next to godliness. Reporter its sad to say Illegal Dumping is nothing new in oakland. But what he youre looking at but what youre looking at is not what, its who thats disturbing. A surveillance camera caught this pastor illegally dumping trash in west oakland his own enabled if you want look closely own neighborhood. A person in that position is supposed to be a commute leader and contributor and that person is supposed to guide others. Reporter after he tossed out a small desk, a large black bag and other items he stopped to let two cars drive by. He looked around, and apparently when he saw no one, he unloaded the shelving unit. It happened in front of dorothy len hans business and her surveillance camera. Its infuriating but if you are going to be here you just to take action. Reporter this is the red Station Wagon seen in the video. I talked to the pastor over the phone. Pastor Nathaniel Jones admits did he it but says they are not trash. He says he intentionally left them out so Homeless People can pick them up. He says he was simply trying they want poor. No one buys it, not even the City Attorney. Its important for people who are doing this to be held accountable both for the citations and both with being exposed. Reporter the City Attorney has the video and plans to cite the pastor. In fact, further digging shows the pastor is a registered sex offender. He was convicted of Sexual Assault and lewd acts with a child under 14 years old. Jones Church Closed down years ago. He lives only two blocks away from where this happened. Neighbors say he owes his community an apology. I think anybody who does this is ought to be ashamed. Reporter in oakland, im da lin, kpix 5. The same set of cameras that caught him also caught a man and woman in the act of Illegal Dumping. You can see him pull them pull up in their volvo and unload a couch, a trash bag and boxes before they take off. The largest taxi company in San Francisco plans to go bankrupt. Yellow cab faces several economic challenges. Of course the rise of Ridesharing Services such as uber and lyft have put a significant dent in their business. Also, there have been some legal problems. A yellow cab driver got into a crash. A passenger sued the company and won. The manager of one of yellows competitors isnt surprised. The business is imploding. Massive lawsuits and your regulations requirements are so high. And insurance costs are so high. They have to retool their operations. Yellow cab did not return our calls for comment. San francisco thought it was a wise idea to install parking meters at that take credit cards but tonight, were learning some drivers are going to end up paying the price for this decision. Kpix 5s phil matier on how the move backfired. Phil. Reporter thats right. They are called smartmeters. But it didnt look like the city looked very smart when they entered into the deal on these. Heres the story. Its costing us all. It sounded like a good idea at the time, as they say. These smartmeters allow people to pay with credit cards, debit cards and pay by phone. Reporter so the city installed 29,000 smartmeters at a cost of 18 million. Its something that our customers feel is very beneficial. Reporter the plan, to charge credit card users a 27 cent fee every time they use it. The problem is, the bank of america which handling the citys credit card or account said the charge violated their agreement with the city so we had to find a way to make up a 6 million budget hole. Reporter thats 6 million a year, folks. The solution, raise parking rates for everyone whether you use credit cards or not. If we dont we cant provide the convenience or well have a gap in the budget. Reporter this transit advocate was at the single meeting where the hike was approved. Not fair. People use the credit card get the convenience should pay that difference. Reporter so we put the question to tom nolan, president of the commission that okayed the hike. Is it fair for the people who dont use credit cards to be subsidizing those people who do . Well, not entirely, im sure. But, you know, its hard to do any other way. Reporter so now everybody ponies up . Thats right. I dont think thats fair. I dont want to pay for someone elses convenience. Im not happy about that we pay enough taxes here. Other bay area headlines. Sentencing day for San Francisco sheriffs deputy convicted of attacking a patient at San Francisco general hospital. Michael robert lewelling was sentenced to 100 hours of Community Service in connection with the felony assault case. Prosecutors say the deputy was convicted of using Excessive Force while moving a verbally abusive homeless man in the emergency room back in 2014. San Francisco Police say the man seen in this video is wanted for breaking in and torching a fabric store in the mission district. You never see the fire but you can see the suspect wandering around monday night. He climbs on a truck and then goes inside. They say he then trash the place before taking off. A fire started in one of the bathrooms. Alamedas extending its moratorium on rent hikes above 8 . The city Council Discussed tenant rights and rent control until way past midnight last night. It also passed an order that says landlords must give an additional 60 days before an eviction. Disturbing video of a classroom beating. Tonight, two teachers aids are off the job for roughing up a student. The investigation at a school for special needs. It crippled the commute across the bay area but a push to ban bart strikes just hit a dead end. Tonight theres a plan b. The footage was taken inside a classroom at antiochs tobinworld campus. Kpix 5s joe vazquez in antioch where police are investigating and parents are speaking out. Joe. Reporter allen, this is a tightknit community of parents and educators. You know, the parents rely on these educators to take care of the special Needs Children and this video youre about to see is exactly how not to do that. The video begins with a slap. Its a teachers aide at a special needs School Called tobinworld slapping a 9year old student from oakland. That teachers aide was arrested, a 26yearold named [ nonenglish language ] she is charged with felony child abuse. The video on facebook shows several instances with two teachers aides going back and forth with the child. Parents cant believe it. You cant hit on those kids like that at home on the streets or even at school. [ yelling ] what they did, that is something that happens on the street when you get jumped. So those aides not only need to be terminated but need go to jail. The abuse you see on that tape is so disturbing, you have adults laughing at whats going on in that class. I have never seen anything like it. Reporter another family accused them of hitting another child in the past. This is their lawyer. Thats absolutely shocking you see multiple Adults Physically abusing special Needs Children. The child looks like he is under 10 years old. He is being hit. He is being tackled. He is being grabbed. Its horrendous. All the other children in the class who observe it they are all being psychologically abused, as well. The school says it has suspended two teachers aides. But as i mentioned, Antioch Police say they have only arrested and charged one. Its still not clear whats in the works for the other. Reporting live in antioch, im joe vazquez, kpix 5. The big question for police in san jose today, how did a body end up at a recycling center . It was discovered in a container at the newby Island Resource Recovery park on Dixon Landing road. Its not clear in a garbage truck picked up the body. The body has not yet been identified. But police say they are not investigating the case as a homicide. Worries about el nino apparently prompted many californians to take action. Fema says 28,000 new Flood Insurance policies were purchased in california since august. The government offers those policies and you buy them through your insurance agent. However, you cannot get coverage at the last minute. Typically, there is a 30day wait period before the policies take effect. Powerful gusts of wind in the east bay hills created treacherous conditions for drivers. Tall eucalyptus trees were swaying violently near grizzly peak in berkeley. The umbrellas were put to good use in san jose. Everyone had one. For us here, we are getting i dont want to call it a total break but a reprieve i guess you could say. Not as widespread as intense as earlier. But we are just kind of getting started. This is likely going to be a very wet month. Its been five years. Its january 6, we still have 25 more days of grone g and many of those are going to be wet like this evening. It is pouring right now along the 68080 interchange. Heavy cells moving over highway 101 just north of morgan hill. And heading northeast likely will miss san jose. But some of that may turn into snowfall above 4,000 feet in the diablo range. Storm number 4 get here tomorrow. San rafael 55 degrees for a high today. San francisco 55. Oakland 58. Fremont your high 52. The perspective is that the storm track, the train tracks in the atmosphere, the path of least resistance which all these storms will follow, is aimed right at california. Exactly what we have been talking about for months. What we have wanted for years. Youre looking at it heres the storm thats giving us the rainfall this evening and overnight tonight. Theres the low which is much weaker which much less rainfall. Thats going to scoot in behind this low and this pattern will continue. We are numbering them throughout the month. Number 3 gave you the rainfall today. Number 4 gets here tomorrow. We get a oneday break. Theres storm number 5. And there next week, we can already see the weather system moving in, storm number 6 will give us more rain next monday.
