Who have a legitimate argument, i think, when they say, look, gentrification is real in oakland now. Tech companies are moving in. I can barely afford a roof over my head and food. How am i supposed to afford healthcare even if its through obamacare . Im saying that if you get sick, if you get heaven forbid a serious accident, you want to have that financial security. Reporter but former chair of the state gop Tom Del Beccaro says republicans can and he believes will come up with something better. I think the republicans need to come forward with a plan that actually helps people and theres a variety of ways to do that through flat tax or health saves accounts. Reporter also health and Human Services secretary told me at the white house today that boosting enrollment numbers is not just about the president s legacy. One thing it is about is reducing the number of uninsured. We agree with that. Whether thats through better unemployment rates we have seen, we have lower unemployment rates as a nation, where people are getting coverage through their jobs or through the medicaid expansion. Reporter now, when the president announced this challenge to 20 cities back in november, it seemed like oakland city leaders were on board. Da lin is out finding out what the city is doing to get people to sign up. Reporter oakland is still on board. In fact, the city really wants to win this obamacare challenge trying to guess as many people to sign up for healthcare as possible. They have a signup Office Inside city hall. Its empty inside right now simply not enough people signing up for Health Insurance. Thought id be sitting in there filling out 1001 forms. Instead i was in and out in 7 minutes. Reporter Jennifer Pimental signed up for Health Insurance today. She found out the hard way of not having insurance. It was a dog bite and i had to go into the emergency room and i didnt have insurance. And i didnt thinking about following up the bill and its in collections. Reporter she owes 4,000 in medical bills. Insurance advisers say its tough to sign up millennials. Many can barely afford rent let alone Health Insurance. I think young people are just a little bit hard headed. They wont do it unless something is wrong. Financial assistance is available for four out of the five people that are coming to us right now. Reporter oakland has a covered california signup off inside city hall. Maybe schaaf says no one will be turned away. This is mayor schaaf says no one will be turned away. This is killing me. Oakland is in 7th place. So we have to really step up our game in these last few days. Reporter the winner gets a president ial visit. But more importantly, bragging rights of a healthy city. Da lin in oakland, thanks so much. And ken, i must say when i asked the president about the, um, the incentive for local communities and that being a visit by the president , he thought if 134,000 people in the east bay in oakland sign up, thats pretty much incentive for those people to go ahead and get on board. Absolutely. Now, you know, he could have had a Big National News conference in the press room there at the white house to get this healthcare message out. Maybe libby schaaf answered the question but why do you think he went local instead . He reached out to us. Reporter well, he said it very clearly. Been there, done that, been on cnn. Done the town hall meeting, he has done the national campaign. He wanted to focus on 20 local cities and in particular the 7 of us that came from local tv stations and again as you said, when you talked to toomey here in washington, we are the only bay area station invited. He thats that the gravitas of local news that someone like us here talking about this tonight is really going to hit home in the communities. He did what he could. Now he wants to us do it. He named our team root beer float. Reporter they won their league. So why is he hearing this on the radio . Because if Assembly Mark levine wants to vote no on fantasy football, maybe we should be voting no on mark levine. Reporter Assembly Member mark Levine A Marin did vote no on a bill today to legalize and regulate daily Fantasy Sports which is a multimillion dollar industry gaining popularity. Fanduel and draftkings are the largest. Fanduel definitely changed my sundays. Its made it a lot more interesting. Every time we have legalized state gambling, lottery, tracks, casinos we have gone to the ballot and voters have approved it. Reporter no, no, no say the Fantasy Sports people. This is not gambling. Its a game of skill. Knowing how well pros will play on a certain day and today 64 of his Assembly Colleagues voted with the fantasy industry. Levine was the only one voting against it. He voted against it this month in committee again the only no. They want to make money. And this legislation they are pushing through is the best legislation money can buy. Reporter the author of the bill adam gray of merced received a 5,000 donation from draftkings this week. Radio spot against levine cost more than 20,000. This is the political equivalent of the decapitated horse head in the bed. Reporter she says its aimed at attorney general Kamala Harris who could investigate if such a law is legal. Super bowl signs are popping up all over San Francisco but one banner has a message thats not flying with the city. The enormous super bowl 50 verizon sign is pretty hard to miss. It spans more than 25 floors of 4 embarcadero. The city says it violated advertising laws and it has to come down immediately. Statistically we have the equivalent here in San Francisco of 18 super bowls every year. And if we make exceptions in the law for one event, you know, we are really opening the door to saying that its okay for everybody to do this for every convention or every major event that comes to San Francisco. And we simply cant do it. Its not within the power of the Planning Department or the City Attorney or anybody else to simply overrule the will of voters. City Attorneys Office feels confident they will reach an agreement but if they cant the next legal step is to file a temporary restraining order. A key vote tomorrow affecting anyone who switched to solar energy and those looking at solar. It could be losing a very key incentive. Kpix 5s john ramos at new fees for going off the grid. Reporter lets face it most people get solar panels to save money. Theres a practical reason the government has been helping them to pay for it. Partially thats to help boost the technology and help them develop, come down and cost. Reporter in addition to rebates, solar owners are allowed to buy down their pg e bills with the extra energy they generate. Its called net metering and its the reason solar is considered a good deal. But there is an Inconvenient Truth about solar. The existing power grid that we all rely on is supported by our payments to the Power Companies. As more houses get solar theres less money going to support the system. The large Power Companies say its not fair or sustainable for only those without solar to pay the entire cost of the system. So they have asked the Public Utilities commission to impose fees on rooftop Solar Systems and clash the amount they have to pay for the energy. They say that would kill the growing market in california. The project would not pencil out and stop rooftop solar and hurt the industry. Reporter the puc is scheduled to vote on the matter tomorrow. But it has reportedly created its own plan that would impose a onetime connection fee of 75 to 150 and establishes a low rate for solar owners who use utility power. Averaging about 5 bucks a month. The Solar Industry says they can live with that. The utilities say they need more. John ramos, kpix 5. Tomorrows final decision will cover pg e, Southern California edison and San Diego Gas electric.
