We are talking about things that the San Jose Police used to be able to do but cant anymore due to the budget cuts and the shrinking police force. Now the police are going out on golf carts and hired by private businesses. They are off duty san jose cops working private patrol in a golf cart instead of a police cruiser. Its so quiet. Its stealth mode. Reporter downtown san jose businesses are paying extra for the private security service. Its a boots on the ground presence with sworn armed officers who respond to things like graffiti enforcement and street crimes things the on duty san jose pd used to do but cant because of short staffing. They have caught graffiti vandals in the act and held them with force. Reporter Downtown Association president scott nee says its one response to the shrinking Police Department and increasing smaller crimes like graffiti. If they see any sort of criminal activity going on, they will be able to step in, call the on duty backup, and handle it for us right there. Reporter there has been an explosion of graffiti tagging in downtown san jose and downtown businesses have to remove about 800 tags a month, a 4 increase over last year, according to the Downtown Association. City hall itself has been especially hard hit with the west wall of the plaza getting tagged repeatedly over the last several weeks. Yesterday, mayor sam liccardo said the city would focus first on removing graffiti. And well make sure that we keep doing it and were going to tire them out. Reporter but today the City Managers Office announced that it would hire a private Security Company to guard city hall to prevent tagging in the overnight hours as seen here in a Surveillance Video from last week. The city is also going to add lighting and fix a broken camera which is closest to the vandals favorite tagging spot. Starting tonight we are going to have additional security so there will be security here at city hall 24 hours a day 7 days a week. Reporter so if you are counting that now makes two instances where private security is replacing the job that San Jose Police department used to do, here at city hall and private businesses across the street. So after supervisors yesterday voted 83 to declare a stat of emergency on homelessness in San Francisco, what exactly will we get . Unfortunately, this doesnt get us anything. No money from the federal government. No money from the state government. Reporter sam dodge the mayors point man on homessness says there will be no fema trucks, no emergency funds, just a longterm plan thats still in effect. It is not a natural disaster. Its a manmade problem but its a disaster nevertheless. Reporter supervisor david campos sponsored the Emergency Declaration. We finally need to increase it to a level of priority that it needs to be and roll up our sleeves so we actually take action instead of just talking and talking about these issues, which is what has been happening. Reporter a declaration is only talk. No, its not. Reporter actually move forward with some action. Again, we actually introduced a declaration and followed that with an actual proposal on the issue of Navigation Centers. Reporter thats another ordinance campos is sponsoring that will demand the building of six new Navigation Centers, temporary shelters with relaxed rules. The mayor says they are treating urgently opening a second Navigation Center soon and another to be announced. No others are in the works. As for the hundreds and hundreds of tents that popped up during the super bowl, most of those are gone. But i still found some small pockets south of market with a handful of tents each. Bottom line, this new declaration of emergency is not going to change anything right away. Nothing. But campos insists, just talking about it has forced the mayor to do more than he was intending to. The San Francisco police commission, the panel is holding its regular meeting just as the poll is released on the use of stun guns. 68 of the people polled favor equipping officers with tasers. The Police Officers association has long been a supporter, petitioning for approval in 2009 and 2011. The sfpoa also sent the commission its taser policy last february. That would include crisis intervention training. Now to campaign 2016. For the first time in a long time, california will play an Important Role in the election. The golden state has 172 gop delegates up for grabs. Thats 14 of what is required to win the nomination. The california primary is coming up. It is june 7. The process is a bit complicated. When it comes to delegates math the system is political. Take the republicans. They have three delegates up for grabs in every one of the states 59 Congressional Districts. You win the district, you get to pick the delegates going to the convention. Its usually major donors and Party Poobahs who get that position and now its much more about loyalty to a candidate. Reporter in other words, what a delegate will do if none of the three candidates, donald trump, ted cruz or john kasich has enough votes to win the nomination out right. And thus opens the door for the delegates to vote for whoever they please. Each of these candidates can vet the delegates, make sure they are true believers in that candidate and they can trust them to stick with that candidate on the second and third ballot. Reporter that need for loyalty in a fight is already triggering a flurry of calls and back room talk about possible double dealing. We all love sports, right . But the Trump Campaign is clearly very concerned that they may be sent some trojan horse delegates who are only going to be bound to them the first time around and quickly bolt to what the establishment tells them to do on the second or third ballot. Im convinced our campaign is going to earned 1,237 delegates needed to win the republican nomination. In fact, the Cruz Campaign is asking people to list references so that they can check who they are and kasich i dont know whats going on there. I dont think he really thought he would be competitive. Reporter maybe. But Howard Epstein from San Francisco is one republican raising his hand to be a kasich delegate at least for now. I like his record. I like what he has done. Reporter how would be your second or third choice . Probably cruz. Reporter aha. Well, theres another twist and heres an interesting one that favors the bay area. Every Congressional District gets three delegates. But it doesnt matter how many republicans are in that district. So San Francisco we dont have very many republicans. But we still get three delegates. If you go north or south, you could have thousands of republicans in some of those Congressional Districts. They only get three, as well. So what is the best strategy for these candidates . Reporter were seeing cruz coming in and playing the delegate number versus the popularity number. He is going for the delegates. And what they are doing is they are saying, okay, not only do we want our delegates to hold tight for round 2 and 3, we also are talking to the kasich folks saying, okay, by the way, possibly are you ready to go with us down 2 or 3 . Muni riders who pay with cash may have to shell out a little more of it. Under a new budget the San FranciscoTransit Agency would charge 25 cents more if you dont use a clipper card. Supporters say using cash slows down the system. The critics say the surcharge is unfair to the casual rider. The agency will also look into charging for metered parking in the evenings. The budget still needs final approval from the entire board of supervisors. Today we got a look at the future of bart. The transiting atcy is showing off the first the Transit Agency is showing off the first of its sleek new cars. With aging infrastructure, will the new cars be enough to save the system . Subsidies that most may never see. 7. 5 thousand dollars for every electric vehicle runs out once that maker sells 200,000 cars of that model in a year. Reporter kcbs radios financial reporter jason brooks explains, tesla did say the car will eventually run up to 42,000, but it looks like eventually may be sooner than later with over 270,000 teslas presold in just the first few days. So most people arent going to be paying 35 thuds are going to be paying 35,000 for this car . Absolutely. It could be a mass production hit but the subsidies dont last long. Another piece of the old bay bridge coming down this week. Caltrans crews will begin lowering theecond 500foot truss on to a barge in the bay.
