A man accused of creating bundles of bogus bills right out of his apartment. Kpix 5s len ramirez on how this case first came to light on the other side of the country. Len. Reporter this was a Cross Country investigation. And it happened when the suspect was literally taking off the shelf ordinary Printing Supplies and turning paper into money. Tens of thousands of dollars in cash all of it fake with printers, ink, a counterfeit Operation Broken up by police from around the country and the u. S. Postal inspector. I want to commend the detectives for their dogged efforts and determination in bringing this case to a close. Reporter the scheme was uncovered when Fairfax Police traced fake bills flooding their area to 44yearold eric astin of cupertino. Astin was arrested at his apartment where the printing of phony 20 bills allegedly took place over the last year and a half. Investigators say astin would take in orders and mail out bundles of the fake money literally as fast as he could print it. Mr. Astin alone was responsible for the shipment of upwards of 2,000 packages a year of counterfeit currency linked to 30 different states. Reporter most of the victims were Small Businesses around the country places that didnt check for the watermarks of real currency. The bill on the bottom is the fake note. The one on the top came out of my wallet. They look the same but if you look closely you can notice differences. Not just looks, the bills feel like real 20s because of the kind of paper used. Investigators say its one of the most sophisticated operations they have seen. With the amount of Sales Transactions that the suspect had and the amount of shipments he was sending out i would imagine he was fairly success. And his customers were fairly successful in passing these bills. Reporter you probably noticed from our video that the serial numbers from the fake money were all covered up by investigators. Thats because this case is still ongoing. And they hope to be able to use those serial numbers to trace money back to some people who may be still trading in the fake money. Nicole fitz and her twoyear old daughter ariana were reported missing last week. Police found nicoles body on friday. Ariana is missing. And tonight a vigil will be held for nicole fitz at the best buy store on harrison street. Thats where she worked for nearly a year. New at 6 00 we are learning of plans to open several new fastfood restaurant in oakland. Chain companies identifying vacant lots are making big plans. They dont really want fast food that much because they have parts of west oakland and east oakland having a hard time trying to get these full Service Grocery stores to come into these parts of oakland. Folks say the city should prioritize in getting these Grocery Stores instead of allowing fastfood restaurants to come in. We are going to demo the whole thing and then build a 14,000squarefoot full Service Food Market here. Reporter it took this food activist years to secure a site for a Grocery Store in west oakland. Now he is begging for investment dollars to pay for the construction. Its been tough trying to get fresh food to some oakland neighborhoods. But fast food . Theyre eager to come to oakland. [ train horn ] Reporter City leaders say krispy kreme donuts wants to open a store and bakery on the vacant lot near the Fruitvale Bart station. They wanted to be able to do the production work at the same site. For me thats exciting because there are a number of jobs and that lot has been empty for 20 years. Reporter another National Chain checkers and rallies burgers say they are determined to open a few restaurants in oakland in the next few years. They say with the Tech Industry booming in this blue collar city, the population could support as many as 40 fast food locations. One or two maybe . But not dozens. It definitely is an invasion. I do think so. Reporter dairy queen wants to add 200 more locations throughout Northern California. Oakland is on the target list. We should hold on to that local kind of flavor and do as much as we can to promote that. Reporter even fast food junkies demand more fresh food and less grease. It means more unhealthy food for kids. Reporter the city expects to see more applications for fad every fastfood restaurants in the coming years. They say it has to have a fine balance between fast food and fresh food and Economic Growth here in the city of oakland. They say when it comes to fast food restaurants, most likely they will be engaging with the Community Members to try to see what they think about this. Live in oakland, im da lin, kpix 5. Checkers and rallies says its close to signing a Franchise Agreement with someone in the oakland area. If everything goes according to the company plan, oakland could see its first checkers and rallies restaurant in exyear. New at 6 00, a battle is coming to a head over new fees to enjoy some beaches in Sonoma County. The Coastal Commission wants to charge people to park at four beaches. But as kpix 5s emily turner tells us, the agency is facing atidal wave of opposition. Reporter they had to change the location. The board of supervisors in Sonoma County wasnt big enough to hold the crowd. They had to have it at the veterans auditorium. 50 miles of beaches is the battleground between state parks and Sonoma County government. They want to charge a parking fee but locals showed up in force to oppose it. We are a a Small Community and a small rural county. And we stand as one side to side, top to bottom. Reporter the county board of supervisors already unanimously rejected the parks fee proposal. But the state moved forward with it anyway, landing it at the Coastal Commission today. I think the state is looking for money for the coffers. Reporter the proposal includes installation of self service automatic payment machines charging a new fee of 8 a day. Signs would go in at bodega head, goat rock and two other beaches along the shoreline of Sonoma County. 8 in todays dollars adds up. Reporter for the state it would add up to about 1. 5 million in revenue but there are only minimal amenities at the sites in question and the roads are already maintained by the county. Opponents say those 8 will add up to a much grander cost, one they say isnt worth it. Before we install and disrupt and do all this, i would ask that we just look at the money that we already have. Reporter in santa rosa, emily turner, kpix 5. The Coastal Commission is expected to make a decision sometime tonight after the Public Comment period ends. Honking horns, traffic tie ups, public outcry, forcing changes to San Franciscos plan to speed up muni. City crews are painting these red bus and taxionly lanes on Mission Street between 14th and randall. It requires cars to turn off that stretch of mission but the new rules causing a lot of confusion. Our cameras caught drivers failing to turn. City hall is being flooded with complaints so now city leaders are meeting regularly to trying to come up with a way to implement changes to smooth things out. Beware, manspreaders and seat hogs. Bart is considering fining riders who take up more than one seat. It would be complaintbased. Last month they dismissed the idea after critics said that riders single out minorities in their complaints. The revised plan would apply only during weekday commute hours. Police chief wanted to tell his side of the latest deadly shooting that was caught on surveillance video. The victim, a homeless man who police say was holding a knife. Kpix 5s phil matier on how the chief found himself in the hot seat again. Phil. Reporter thats right. And it didnt take long. The meeting was billed as a way for the chief to get his story out but it seemed like the crowd took over quickly including one San Francisco supervisor. Lets take a look. You have an Ongoing Investigation supposedly to find out what happened in this incident. You are you are it was billed as a town hall meeting for police to explain why they opened fire on luis gongora, a homeless man who was shot dead in a hail of bullets when police say he lunged at them with a 12 knife. But once again, it appears that chief greg suhr was the one on trial. Officers stated they feared that mr. Gongora was going to kill one of them and fired their weapons. There are policies that require that you do not inappropriately and prematurely escalate. Stop me if im wrong. Alex nieto was killed so quickly after the police arrived. Mario woods was killed so quickly after the police arrived. Yes chief suhr, youre a liar. Everyone knows it. And if there were a Justice System in this country that worked on behalf of poor and working people you would be in prison. Were going to fire you. Reporter the mission shooting is just the latest in a series of controversies that include everything from Police Overtime during the super bowl to officers exchanging racist texts to the shooting of mario woods. As public defender jeff adachi is calling for outside intervention. If they want to change, they have to realize that we need enforcement and thats going to come through the attorney general. Reporter on the other side, the chiefs call for reforms are not sitting well with some of his rankandfile police. A very small amount of officers was speaking of a vote of no confidence for the chief of police. I advised them that is the wrong path to go down. Reporter apparently, the mayor feels the same way. He continues to support the chief and it appears that the chief has the support of a number of supervisors and the police commission. But its going to be a rocky road because the reforms and the troubles dont seem to be easing up. In San Francisco, phil matier, kpix 5. The city of San Francisco is paying 150,000 to a homeless man who was beaten by a sheriffs deputy. Michael lewelling received three years probation for the attack on a man in november 2014. It happened at San Francisco general hospital. Lewelling confronted the homeless man in the waiting area then assaulted him. People on the front lines of keeping california utilities honest complained today about a brain drain. Regulatory analysts with the cpuc rallied in front of their headquarters in San Francisco. They say they face excessive turnover with many staff retiring or leaving for more lucrative jobs in the private sector. And that has left a crew with limited experience in dozens of unfilled positions. So when the analysts spot isnt strong its easier for them to get through whatever they want through this commission and its harder for us to enforce safety. The workers say they often feel outgunned in rate and spacing matters because utilities cant afford to hire their own analysts. Todays demonstration coincides with the start of bargaining with the soon and state officials. People in one city could soon pay more for water. They may hike water rates 6 over the next two fiscal years about 6 a month for the average customer on top of a 3 increase approved back in 2013 in brentwood. It goes into effect june 1. For the time in years theres enough water in Northern California rivers to safely release salmon. It is all thanks to el nino. Kpix 5s don ford shows us how some of them will be tracked as they make their way to the ocean. Reporter a big pipe of gushing water, but theres more than just water. Lets freeze the video. Look, its full of baby chinook salmon and feds are releasing millions into battle creek at the hatchery outside red bluff. Its a big day. Its the first time in two years were able to release all the fish on station. Reporter this year theres finally enough water in the river. Because of the drought, the las two years, environmental conditions in the Sacramento River warm water, low flow, caused us to truck fish. Reporter no trucks needed this year. The hatchery producers 12 million baby chinook salmon a year and moving 2 million fish in one day isnt easy. An aluminum wall slowly pushes the fish trying to keep them calm as they near the far side but panic sets in. Moments later, a large hose sucks them up and pumps them down a special quarter mile long pipe leading to the river where their 350mile journey to the golden gate begins. Some like these being released by buckets will have tiny radio transponders attached and they will be tracked. Well be able to know how many survive between here to the golden gate bridge. Todays kind of like graduation day. They get to go out and start another cycle of their life and we look forward to them coming back in three years so we can spawn them. Reporter the Sacramento River system is the only system in the world with four distinct salmon runs and one of those runs is getting a big helping hand today.
