San franciscos acting police chief says he is ready to restore the public trust and this afternoon Toney Chaplin mapped out his agenda for the Police Department including sweeping reforms. Lets begin with jackie ward at the hall of justice this evening. Jacketie. Reporter allen, acting police chief Toney Chaplin said all the buzz words that critics want to see here, transparency, reform and communication and he wants to focus on body cameras and use of force policy. Its what he has been working on for months. Reforms. Reporter in his debut press Conference Today acting chief Toney Chaplin said if the department of justice approves the reform policy he helped put together, it will be historic. All of that sounds like its enforcement heavy but 90 of those responsibilities are working with the community, 10 was enforcement and im going to bring that to role as chief. Reporter mayor ed lee made a point to join the new chief in front of cameras today. He is a 26year veteran of the sfpd. He already knows the rankand file officers and people at the commission. You have to take charge of the disciplinary process critical. Reporter he was police chief for 3 1 2 years and says from one tony to another chaplin is the right man for the job. He has a reputation for being honest and working hard. So those are two very important things from my perspective. Chief suhr was perhaps the best chief that this city has seen in 40 years. Reporter Martin Halloran is the president of the San FranciscoPolice Officers association and also thinks chaplin will do a good job but he has been thrown into the deepened of the pool at a very, um, difficult time in the San FranciscoPolice Department. Reporter a nationwide search is now under way for a permanent replacement for the chiefs position and both rivera and halloran think going outside the sfpd would be a big mistake. Never worked. Lets not go down that road for ultimate failure with another outside chief. Reporter so to start, acting chief chaplin wants to visit the people of the bayview as soon as he learns more about the shooting from yesterday. He will visit sometime next week. He wants to do a top to bottom assessment of everything in the department and make any necessary changes as quickly as possible. These two had to work very closely together. Did the acting chief get any advice from greg suhr . Reporter well, he certainly got his blessing. And chaplin says let me read you the quote that suhr said, take the reins, take the department where it needs to be, get us to a better place. Thank you. Former San Francisco mayor willie brown is weighing in on the Police Department shakeup. He told reporter phil matier that he doesnt agree with how mayor ed lee handled greg suhrs resignation. The situation was handled relatively poorly, frankly, because i think greg suhr really wanted to leave sometime ago and to have to wait around until one more incident is just a bad show. Thats one of the first things the acting chief is going to do is shooting know vehicles. Reporter yesterday morning a sergeant shot into this stolen car killing the 27year old woman driving it in the bayview. Police say she was driving forwards and backwards trying to run from officers after she had crashed the car. Those officers lives were in danger and some are saying that the individual was not carrying a weapon. Well, behind the wheel of a 4,000pound automobile, that is a weapon if that weapon is going to run over a Police Officer and kill him. Reporter but the policy change mayor lee is talking about would rule that out making this kind of shooting illegal. In fact, the Public Defenders Office questioned it yesterday with this tweet. Citing sfpd policy, it says, orders forbid shooting into moving vehicle unless life at stake hashtag ois. So far no complaints have been filed but it looks like big changes and possibly a battle is set to come. Thats one of those things that i think is very basic as part of overall reforms that we have. Politics enters know everything here in San Francisco. And its certainly entered into the incident that occurred yesterday. Reporter when it comes to those reforms, and when we can expect them, because of all thats happened, the Police Commission president told us this morning we can expect to see some of those reforms come out as soon as next week. Whether or not the use of force shooting into a car is going to be part of them we dont know but its something to look for. Reporting live at city hall, emily turner, kpix 5. New at 6 00, bart police have now put out a sketch of a man wanted in the deadly shooting on a train back in january. They are offering a reward of 10,000 for information heeding to his arrest. They say this Surveillance Video shows the gunman moments after the killing. It happened on a train that was approaching the west oakland station. Witnesses say the suspect a 6 foottall bald black man in his 20s or 30s shot a passenger several times and ran. Coldhearted crime in San Francisco. First a group of teenagers beat a man unconscious. Then they robbed him while the man was lying on the sidewalk. The attack happened early this morning on harrison street behind the hall of justice. The detectives say the six teenagers boys and girls jumped a 29yearold man. They used glass bottles to beat him. Then they punched and kicked him until he was knocked out cold. Its cold and heartless you know, you were raised better than that. At the very least call 911 to get an ambulance to treat him right away because at this point he had severe brain and head trauma due to the beating. Witnesses say that after the teenagers left, two bystanders stole the victims wallet and other valuable items of the hayward man was rushed to San Francisco general where he is in Critical Condition tonight. Police dont have a motive for the original attack. A google earth demo car singed by a firebomb and now Mountain View police are trying to find who did it and why. Len ramirez reports. Reporter the target was the iconic google street view car pinpointed here on solano drive in Mountain View headquarters of google map about 11 p. M. Thursday night someone lit off incendiary devices one hitting building, the other the car. Damage was minimal to the building and the car. Reporter police say the devices including accelerants were booked into evidence and sent to a lab to check for things like fingerprints or d. N. A. Is this a trend . Do they recognize a certain type of device thats been used before . Those types of things are some of the things that will be considered. He said theres an openness on sillicon valley campuses that leaves blind spots for security. Although theres a range of potential suspects including vandals upset former employees and an angry exgirlfriend or boyfriend of a worker davis says investigators would be wise to also focus on activists. Knowing what the discussion is nationwide and worldwide with privacy issues and privacy rights, with social media, who knows, but it could be somebody thats part of a group that has a grudge or, you know, a grievance about those types of issues that might be targeting one of our corporations.
