Reporter five separate times. It was a personal decision. Reporter she could have said it 5,000 times. Again, all of the decisions that were made in this matter were the chiefs. Reporter and still, no one with believe her. Not the reporters, not the politicians, not even her own allies. No, i dont buy the spin. No, i dont. Ha. I dont. Thats why i am extremely frustrated. I just dont buy that he just chose to pack up his bag and leave. Reporter in three years, under sean whent, shootings and murders went down by 39 . Community leaders say chief whent was effective and transparent. Chief whent was a real good listener and would follow through on everything that he promised to do so reporter some believe a recent Police Scandal might have led to his departure. Some officers were accused of having sex with a minor. It is also clear that i am extremely angry about the alleged misconduct in this department. Reporter yeah. How big of a factor did this scandal have on the departure of sean whent . Only mayor libby schaaf would have the answer to that. But i did interview as mentioned earlier the woman in the center of the scandal who goes by the name of celeste guap. Now, she came into the Oakland Police department this afternoon for a followup interview with investigators related to this Sexual Misconduct case. Now, she tells me she had sex with about a dozen Oakland Police officers. She says she slept with three of them while she was a minor. It started when she was 16. Now, if proven true, that of course would be a crime. Statutory rape. Youre going to hear from her in two different parts. The first part, she reacts to the chiefs firing or departure, the second part she talked about the officers whom she had sex with. You know, personally, its, you know, politically, you know, i guess things have to happen but, you know, personally for my you know, i have no negative feelings towards any of them and im speaking back at it like i thought over, wow they care about me they came back at it, i see myself as a victim because, um [ pause ] i feel i was taken advantage of. Reporter yeah. I talked to celeste for about 20 minutes not too long ago. And she goes in depth about what happened to her and frankly she was very honest about all thats happened to her within the last two years and were going to have more of course on this exclusive interview at 11 00 tonight on channel 5. Da, i wanted to ask you, how many officers are we talking about here and and how did she meet them . Reporter yeah, so 12, again, 12, um, Police Officers that, um, she claims that she had sex with. Three of those while she was a minor. It started when she was 16. She met most of them via social media. She also met, um, one of the officers while she was actually on international boulevard in oakland and were going to tell you why at 11 00 she was on international boulevard. All right, da. We will see you then. Nightbeat and at 11 00, da, thank you. Whents departure is just the latest in the revolving door of oakland chiefs. So where are they now . Remember anthony who was replaced with chief went . He took a job as captain. Toribio had taken over for Howard Jordan who retired in 2013 citing medical reasons. He now teaches part time at Merritt College in oakland. Anthony bass was oaklands chief before jordan. Resigned after two years on the job. Anthony batts went to baltimore but was fired last year following protests over the death of freddie gray in police custody. Wayne tucker lasted less than four years before he stepped down in 2009 after clashing with the oakland city council. He is now retired and living in northern california. Kpix 5s phil matier joins us. And there are obviously a lot of questions here. The mayor said sean whent wasnt pressured. Right but a lot of people arent buying it. Every statement weve seen whether its the chief or his predecessor or the predecessor before that or before that always comes with the two statements they werent pressured it was their decision and the third one is, going on to new opportunities. The fact is, you do not step out of a job like this, wake up one morning and say, im going to go be looking for new opportunities when im in my low 40s, i only have 20 years on the force and i dont have a pension yet. How much do you think the sex scandal is factoring into all of this . Reporter in politics, one thing thats key is perception and this was a bad of moment for the Oakland Police department. Just as occupy was a bad moment for the Police Department there, as well. Remember the visuals from tha . This is not something the mayor wants to hearing about an underaged girl having sex with Police Officers. It offended her sensibility. You can see that when she talks about it. But there are other things at play as well and we have the Oakland Police department is under a federal Consent Decree to clean up its act as far as constitutional policing goes and how it handles demonstrations like we saw at the occupy that erupted into violence. Theres a lot of pressure and he is the latest to feel it. There are three bay area chiefs going on right now that have either resigned or been fired. Tell me kind about the state of the bay area Police Department. Its not just bay area Police Departments. Look around the country. A big city mayor or police chief is in the hot seat in an incredible temperature zone right now. This is libby schaaf. She didnt hire sean whent. The predecessor Police Chiefs usually come in the mayor makes the pick. Its probably the most important pick you make. You have to have faith in the person. Sometimes you are going to want your own. I want to ask you this. So crime was down 39 under whents watch. Is this the right move . I mean, because we see the mayor acting out, doing damage control right now but crime has been down reporter like i said it wasnt the fervor behind. This crime is down. No occupy situation where people were shouting, fire chief whent like think were fire chief suhr after the shootings in San Francisco. No. It remains to be seen. Ben fairow is coming in there. He is a former Oakland Police department employee. He was at bart for the last couple of years. He is coming back. He worked with the federal monitor. He worked with the troops in oakland, as well. So there could be a seamless transition. It could be quiet time. But this is going to be the first big test of the libby schaaf administration. A military base is on lockdown right now after reports of an active shooter. Its happening at Fort Hunter Liggett south of king city. The reports of a shooter started coming in around 4 30 this afternoon. We just got off the phone with the base. They say no one has been injured. And they have yet to find a shooter. And more breaking news. This time from southern california. A small plane crashed in a suburban los angeles apartment complex killing two people. The plane crashed into a building in the complex within the last hour. No residents were hurt. And no word on what caused the crash. So where did the money go . More than a Million Dollars from a Bay Area School raised to help schools in africa disappeared and now a criminal investigation. As emily turner reports, you wont believe where that money ended up. Reporter we always knew it wasnt polite to talk about money but when it comes to the Million Dollars taken from Mount Tamalpais schools, its off limits. Can we interview you . No . Mount tam discovered the missing million after the founder and head of school left. Kate mecca admitted to take it from School Admissions over eight years for personal use. She had a bank account into which she diverted funds and used school funds to pay off credit card bills. Reporter thats the account open since 1988 . Correct. Reporter thats the one you can only get records to from 2008 on . Correct. Reporter so while this secret account has been around for almost 30 years, the school only knows what went into it for the last eight. Some parents worry a million might only be the tip of the iceberg. Did she steal cash from bake sales and other sales . Theres rumors about that. We have no evidence. We only know what we were able to learn through the forensic investigation and it didnt address that. Reporter mount tam school filed a Police Report and mecca is now being investigated by the District Attorneys Office for embezzlement. She wasnt home when we went to ask her about it. Reporter one of her other homes is this milliondollar hawaiian pad half of which mount tam school now owns as part of its restitution settlement with mecca. The school also gets to keep her retirement. But there is one big thing they have yet to get from her. An apology. This is a terrible, terrible thing that happened by an individual and since it happened, this board has done absolutely everything to uncover what happened, be forthright with the community and move on and make sure it doesnt happen again. Reporter emily turner, kpix 5. The marin County District Attorney Says he doesnt know how long the investigation will take. All he will say is the process is not a short one. Police arrested two people for stabbing a construction worker in San Francisco. It apparently started with an argument at the construction site on shipley street. Coworkers found the suspects walking away from the victim. They chased them until the police arrived. The construction worker died at the hospital. A man and woman suspected of kidnapping four young girls were in court in oakland facing Human Trafficking charges. Kpix 5s jackie ward is live at the oakland courthouse with more. Reporter we just got the paperwork a couple of hours ago describing the terrible things that four young girls went through. The two people who reportedly kidnapping them are felons. They are facing Human Trafficking and and false imprisonment. Reporter in Court Documents just released, 21yearold and 22yearold kidnapped four young girls and brought them to a house on 65th street in north oakland. The girls were forced to strip to underwear and wear mini dresses to pose for pictures. They were forced to work as prostitutes on san pablo avenue. When they refused, they were pistolwhipped. The assistant District Attorney says she sees girls being kidnapped and forced to stay against their will. Second only to the trade in narcotics, the lucrative nature of the trade in human beings. Reporter this is amber a 12 yearold girl from san leandro. She was taken to las vegas forced to work as a prostitute. At one point, amber has been rescued but she escaped the safe house she was in and returned to the life she was saved from. I am not embarrassed by my child being manipulated. Im angry about it. So i need parents to get angry about it, too. And get this stopped. Reporter the District Attorneys Office says that the bay area is a hotbed for sex trafficking. They are trying to educate people of the signs of it in order to stop this problem. Its the largest criminal enterprise in the world billions of dollars. We estimate that across california, its millions of dollars that are being made off of buying and selling or exploiting human beings. Reporter miller was in court today. She is being held on 400,000 bail. The other person will be arraigned on monday. In oakland, jackie ward, kpix 5. Briana miller was arraigned today. And it boosts funding for child care and preschool programs by half a billion dollars. It also includes a big change to the states welfare system. Look, this new change is sort of tacked on to this budget deal. It has to did with parents and their children. Right now parents who get cash assistant through calworks dont get any more money if they have more children but now it looks like that is all going to change. Reporter its the biggest welfare change in california in more than 20 years. Were talking about families that are living in deep poverty by definition, 50 or less of the federal poverty line. So we are talking about families that are living on 10,000 a year for a family of three. Reporter what this means is pa parents will get 136 a month in cash for each child in addition to other public help like food stamps and Subsidized Health and child care. The extra cash benefits will cost the state 200 million in the first year alone. Thats a lot of money but its still less than 1 of the total state budget. We found a Child Poverty subaccount where we could use those resources to really pay for this. Reporter thats money that supporters say is well spent. Why would we deny a mother and her child 136 a month because when the child was born, that mother was receiving public assistance . Reporter still, not everyone thinks its a great idea. I dont know. Part of me says, you know, if you are receiving public assistance you might want to use Birth Control until you can get some of your own money coming in. Reporter critics say this may encourage people on welfare to have children they cant afford. Im not in favor of that at all. Reporter why not . If they cant take care of the ones they got, she shouldnt be having more kids. Reporter remember, the underlying law was passed in 1994. The mid90s, it was a big time for welfare reform. Lots of laws are passed. Some of them repealed. Some havent. At the time, back in 94, 23 democrats voted in favor of the benefits caps. Well see whether or not this state legislature and the democrats will vote for the repeal. The deadline to vote and pass that state budget is this next wednesday. So well be watching that. This issue keeps evolving as times change and the state changes. And as we get more data. One of the arguments in favor of the repeal it doesnt have the intended effect that there was at least one study cited in 2014 when the issue had came up and it said look, it didnt actually have any impact on fertility rates of people on welfare. So were learning i think a lot as we go. 136 doesnt go very far. Not in San Francisco. In california. All right. Thank you. At San Quentin State Prison an officer suffered a significant facial injury after a death row inmate attacked him. Police say condemned inmate jesse monza lunged at the officer. The officer had cuts and gash to the face. The self proclaim gang member was sentenced to death for a hate crime killing. A mansion thats been a drain on san jose is about to be sold. A company is buying hayes mansion for 47 million. The plan is to turn it into a hotel. San jose bought it in the 80s with the intention of turning it into a money making attraction but after the city dumped millions of dollars in renovations it didnt take off.
