Professor david sayers says he has not heard any explosion and his neighborhood is quiet. But he said his parents were unable to get over a main bridge that is blocked by troops. Kpix 5 reporter sharon chin is at sfo for us where Turkish Airlines flight is supposed to take off for istanbul anytime now. But sharon, there are reports of explosions that are happening right now at the airport there in istanbul. What can you tell us . Reporter well, believe it or not, that flight to istanbul is still scheduled to take off on time at 6 10 tonight. We caught up with travelers lined up at the ticket counter. They have heard the airport is closed and planes diverted elsewhere but theres also a report that only Turkish Airlines planes have been able to land in istanbul. Some passengers tried to change flights to avoid a turkish stopover en route to destinations in asia, europe and the middle east. One cupertino traveler was determined to find another way to get to india. Im reading the news. I have people from work calling me to tell me not to get on the plane because theres been a news break about a military coup. He tells me just now. He says, yeah, the ticketing people will help you but there are people there in line and they say flights are operating. I dont know what theyre talking about. It just says that bridges have been shut down. There are fighter jets flying over istanbul. Why is anyone going there right now . Reporter just after 4 00 this afternoon, a Turkish Airlines flight from istanbul landed at sfo. Passengers found out about the coup during the flight. That same plane is still scheduled to go back to istanbul at any time now. Apparently passengers are on board scheduled to take off at 610. Some passengers tell me that they are here at the ticket counter supposed to be on that plane, they are hoping that that plane flight will be canceled any moment now. Veronica. Mohamed Lahouaiej Bouhlel is known to police as a petty criminal not a terrorist. We now know the truck plowed through panicked crowds for more than a mile along that roadway and we have Team Coverage tonight including a live report from nice. But we begin in berkeley with da lin and a cal student who is missing in all this chaos. Reporter that student was out celebrating with other uc Berkeley Students. Right now a lot of people on the ground looking for him. Three other students injured while running away from the attack. Friends say the last time they saw nick leslie running away from a truck barreling through crowds of people they think he got away but not seen since. Stay optimistic, nick is smart. Reporter this is his former roommate. He is interning in singapore this summer but trying to help on social media to find him. Were not been trying to stay positive. Its been a while. Reporter nick is one of 85 ucBerkeley Students studying abroad in nice, france. He and his friends were out celebrating when the attack happened. Ucberkeley says two other students have broken legs, a third student had a broken foot. Teddy says his friend diana wang is the student with the broken foot. She was running away from the attack. She told me that during the inciden she broke her foot. Reporter fellow students are hoping for the best outcome for the junior, planning to major in business. I know about three or four of the students that are there right now. They happened to post on facebook saying that they are all safe. They are part of my fraternity. Shock, dismayed, profound sadness. Um, its been a difficult time. Reporter nicks friends say they are hopeful he will be found safe. Wherever you are, nick, please come home soon, dude, miss you. Reporter i talked to nicks mother over the phone this morning. She is very nervous. She tells me the u. S. Embassy and some relatives who happen to live in the area are now searching for nick from hospital to hospital. In the meantime, three uc Berkeley Students have decided to come home early. They will be on a flight soon. Live at ucberkeley, da lin, kpix 5. That bulletriddled truck that killed so many people was towed away today and fences were put up to block views. Police gunfire finally stopped the driver after he zigzagged through the crowds for more than a mile. Survivors are still in shock over what they witnessed. I seen one guy actually going sobbing, crying, People Holding babies, screaming. He was trying to shoot the police to defend himself and, um, the police started shooting and at that time, they pushed me away. Of the more than 200 people who were hurt, 50 are in Critical Condition tonight and many are on life support. The man behind the rampage arrested earlier this year for a road rage incident. He was married with three children but he and his wife were estranged and going through a divorce. Neighbors describe him as a loner and unstable. His own sister described him as temperamental and aggressive. Lets check in with Jonathan Vigliotti live from nice right now. Jonathan, the suspect wasnt known to french authorities. What else are we learning about his background and maybe any possible ties to terror organizations . Reporter yeah. He wasnt on any terror watch list. But as we talk about all this petty crime and road rage, he was very clearly known by local police. Here in nice, he worked as a delivery truck driver until he lost his job. He was also going through marital issues. His apartment was searched today by police, his wife was taken into custody for questioning. And several articles of clothing and bags full of material from inside that apartment were taken out. Of course, a number of neighbors were also questioned during this entire process. At this point, though, according to a u. S. Government source that has spoken to cbs news, there is no direct link to any terror network. His father said his son wasnt religious and that in fact, his son suffered from depression. So that is the latest that we are hearing on him as the investigation continues. One of the scary parts is the use of a big truck as a weapon. Ice sir, al qaeda have both talked about using this tactic, isis and al qaeda talked about it. Security had to be heavy for this public event, the fireworks show, bastille day. But looking at it now, was this just an impossible challenge for police . How do you stop this kind of attack . Yet there were safeguards in place for bastille Day Celebrations here in nice. And those protocols are now under question. Yessed when this happened, the promenade was completely blocked off to any kind of traffic so people could be out in the streets enjoying the fireworks and really just hanging out with their friends and family here and feeling safe. There were blockades several of them with police here to make sure cars and trucks didnt make their way and yet, somehow, this truck was able to get through that blockade and travel for that mile and a half before coming to a stop. So right now that safety protocol of course is now under question. But the chp has formed a skirmish line at the entrance to interstates 880 and 980 to keep people from that tactic of blocking off the freeway ramps. City officials are now proposing a questionable solution. Raising the speed limit. The intersection is at mannedderly road near san pablo elementary school. This stretch of road has long been considered a hazard by the people who live on this road in san rafael. Anyplace along this area is unsafe. Reporter never more so than last june when 17yearold ar ra machado was hit and killed by a minivan when she left a sidewalk to run around a downed tree. Its difficult. Im a parent. This would be my nightmare. My heart breaks for her family. Reporter police never said how fast the vehicle was going that killed her. But now the speed limit is going up to 40 miles an hour neighbors worry more bad things will happen. Its, you know, very much a residential neighborhood. On the other side of the road i think 35 is more than ample. Nobody needs to be in that much of a hurry. But traffic Officials Say it will improve safety. Officers cant use radar to ticket speeders on this road. In the beginning of september, they will. That enforcement ability gives the speed limit peace and for neighbors peace of mind the hopefully. A guy in a stolen car driving down North Broadway in walnut creek. Police tried to pull him over he went westbound on highway 24 and stopped the car at the Grocery Store on mount diablo boulevard in lafayette at a whole foods. Officers chase the him through the parking lot. They say the 30yearold threw a chair at them giving an officer a deep cut. A Good Samaritan helped take the suspect into custody. He is booked on several charges. An east bay Animal Shelter admitting they euthanized the wrong dog. Contra costa Animal Services is taking responsibility for mistakenly putting down barbie. They say communication errors resulted in her death. Barbie was scheduled to be transferred to an adoption shelter when she was put down. An investigation also looked into the death of another dog named tommy who was euthanized the same day. They say no wrongdoing was found in that case. Meanwhile in san jose, people in a homeless camp say that they are being terrorized by a man with a machete. Its happening in the cluster of tents and tarps under a cloverleaf interchange downtown. Nicknamed machete jack he shreds makeshift shelters when they are empty. Just like somebody comes home and their house is burned down or burglarized. Now no roof over my head at all. One homeless man claims that machete jack is actually a caltrans worker gone rogue. Caltrans denies that accusation. Sunnyvale police subdued a suicidal man holding a knife without anyone getting hurt. It happened on monday afternoon on tasman drive. The mans relatives told police he was threatening to kill himself and was holding a large kitchen knife. Eventually he came out of a mobile home through a back patio and charged at officers. They fired to rubber bullets sending him to the ground. Once the negotiations with him, he didnt cooperate and he decided to charge at the officers, wanted the officers to shoot at him, we were able to deploy the less than lethal ammunition. He was arrested on suspicion of assault with a Deadly Weapon and was placed in a psychiatric hold. Theres a new push to get San Francisco mayor lee out of office. He has failed his own community he has failed every community in San Francisco. Dozens of people rallied in front of city hall today calling for lees ouster. They blame him for recent Police Shootings and for skyrocketing rents. Meanwhile a counterprotest nearby kept things pretty interesting. Caltrans denies that accusation. Sunnyvale police subdued a suicidal man holding a knife without anyone getting hurt. It happened on monday afternoon on tasman drive. The mans relatives told police he was threatening to kill himself and was holding a large kitchen knife. Eventually he came out of a mobile home through a back patio and charged at officers. They fired to rubber bullets sending him to the ground. Once the negotiations with him, he didnt cooperate and he decided to charge at the officers, wanted the officers to shoot at him, we were able to deploy the less than lethal ammunition. He was arrested on suspicion of assault with a Deadly Weapon<\/a> and was placed in a psychiatric hold. Theres a new push to get San Francisco<\/a> mayor lee out of office. He has failed his own community he has failed every community in San Francisco<\/a>. Dozens of people rallied in front of city hall today calling for lees ouster. They blame him for recent Police Shootings<\/a> and for skyrocketing rents. Meanwhile a counterprotest nearby kept things pretty interesting. No, no, no blaming it on the homeless and the problem with the housing. This situation existed 20 years ago. Members of the group called, recall ed lee, say they have filed documents to petition for his removal and they say recall petitions should be circulating at the end of the month. But it looks like authorities there have stopped them and are trying to get them to turn around. We see the chp right there trying to push the protestors back. A number of protests have been planned tonight in the bay area. We have seen folks marching around downtown oakland and now it looks like those protestors have headed towards the freeway. And again, chp there corralling them trying to get them to turn around and disperse. Well have more on this as soon as we get more developments. Thats the side of 980 and 980 where thats going on so if you can avoid that area, you might want to look for another way around. A lot of people have just had it this week. This is the entrance on to 980 around 17th street in oakland where apparently, dozens of protestors have been met by chp officers. They have been marching peacefully. They have been congregating around downtown oakland around city hall the Federal Building<\/a> Oakland Police<\/a> headquarters and now it looks like they are trying to take over 980 again, although they have been met with some resistance authorities trying to turn them around. Lets check in with Christin Ayers<\/a>, kpix 5 reporter who is near the scene right now. Christin, if you can hear me, whats going on there . Reporter im on the scene near the 980 onramp. We have 150 protestors against a police skirmish line with police and chp. They are not wearing riot gear. They have helmets on for the chp. You will have to excuse us if you hear some foul language in the background there. People yelling. But, um, you know, what happens is a few moments ago people were able to find their way on the 980 west onramp. All of them were able to freely walk on. Chp has been going in groups of about half a dozen officers or so going from onramp to exit ramp to trying to keep people from getting on the freeway. They werent quick enough to catch one in crowd in this case so the protestors walked on the freeway. But then they decided to turn back. So there is some conflict in the crowd about whether they should continue to go. They came back and Highway Patrol<\/a> and police came on the scene and formed a line to prevent them from returning and there was a brief clash there walking all over west oakland and downtown oakland its a black lives matter protest and expected to continue into the night. It appears to be about 50 people probably as many officers on the ground there and youre right its a little different demeanor by opd. They are not wearing their helmets and not taking that real defensive stance that they take sometimes in a riot situation. Chp has some gear on but is that a change as far as you have seen over the last few months . Are they throttling back a little bit . Reporter we have certainly seem Oakland Police<\/a> come at the protests from many Different Directions<\/a> and sometimes they simply escort the crowd which seems to be what they have been doing tonight as the crowd has remained fairly small but the size of the crowd is fluctuating and so the police have sort of been, um, not exactly flanking the crowd but leading them and trailing behind them as well and chp as i said has been sort of moving along staying fairly mobile going from the exit ramp and the onramp to the freeways. But again, this is certainly not a crackdown. We havent seen police being aggressive in any way. There was a clash earlier on between police and one protestor corrected me saying there was in fact a clash which i did witness. There was a brief clash with protestors and they sort of moved up [ indiscernible ] but overall, police have been sort of hanging back and in the skirmish line and they are trying not to get into it too much with protestors. These things usually pick up steam later in the night. So well be here watching and moving along with the crowd to see what happens. The practice was going on under the radar until Christin Ayers<\/a> started reporting about it for kpix 5 earlier this year. Caution, hot, a tell tale sign along with the unmistakable smell. Water pumping into this Irrigation Canal<\/a> comes from a nearby oilfield. California Resources Corporation<\/a> one of the Biggest Oil Producers<\/a> in the country just started selling its waste water to the local Water District<\/a> last year. Its blended with water in the canal and sent out to farmers. Chevron has been running a similar operation just a few miles away with a different Water District<\/a> for more than 20 years. Irrigating farmlands where some of the countrys biggest Food Producers<\/a> grow their crops. California has strict regulations for recycling waste water from buildings in cities like here in San Francisco<\/a>. But we discovered the state has no regulations for oilfield waste water. Yet a kpix 5 investigation revealed the practice is spreading from one Water District<\/a> a year ago to two with a Third District<\/a> well into the permitting process. The district submitted a draft eir in may. The Comment Period<\/a> is closed. There are plans to expand this practice. Its a time for really close scrutiny. Reporter adam is california director for food and water watch. We think its grossly highly irresponsible to allow oil waste water to be used on our crops. Reporter a panel of experts is looking into the safety of using oilfield produced water for irrigation. In april, a toxicologist presented test results that show grapes grown with oilfield water are safe to eat. He is getting paid by one of the Water District<\/a>s thats benefiting from the practice. Our government has not done its own transparent testing yet. And that should happen immediately and this practice should be stopped until that process can be completed. Reporter Christin Ayers<\/a>, kpix 5. She asked if they would hold off with the latest permitting process until its proven to be safe but they had no comment. I will point out that the Vice President<\/a> has to be elected by the delegates at the convention so until that vote takes place, trump at any time between now and friday could pick a new vp. They would rather change the Convention Rules<\/a> to see somebody else in there. Whats the status of that . So last night at the rules committee after, like, this 10 hour marathon meeting [ chuckling ] the Never Trump Movement<\/a> suffered a huge blow. What they needed was 28 votes to force a vote on whether to unbind the delegates. And they only got 21 votes. So that was a big problem. And that defeat was in no small part due to the serious lobbying by the republicans on the National Committee<\/a> who called a bunch of the never trump folks aside and, in fact, had a game plan set up to have a map of the rules committee where it showed who the whips were so you could see the green boxes there. Those are the people designated by the Republican Party<\/a> to keep an eye on the folks around them and make sure they did not vote for that proposal and it certainly worked. It went down in flames. 21 votes they needed 28. They kept saying though the never trump folks say they will still somehow come up with those additional votes so they claim it is not over yet. We shall see. Wow. This is their horse. They are going to run him in the race. You know, some people its, you know, just morally a problem and they are going to hang on as long as they can. You dont just hand a handwritten paper application anywhere. You apply online. Even if the job is for being a janitor.
