Before dawn its understandably catching many off guard. Its one of four socalled trusted Traveler Programs intended to help preapprove low risk passengers flying through airport security. Tsa precheck is the most well known. You likely have seen these special lines for domestic flights. But global entry is the premiere program allowing International Travelers to zip through customs with automatic precheck. The application process begins online and continues with in person interviews but appointments have been hard to get. The demand grew and grew and grew. Reporter so frank of customs and Border Patrol says the sfo Global Entry Office recently began operating round the clock. But while the first in the country Pilot Program has added 850 extra appointments over 60 days, it is causing confusion and missed appointments. The system is based on military time. Reporter they are attempting to make concessions for people who miss their appointments which in some cases are scheduled six months out appointments that should be easier to get at least in the middle of the night. To makes an appointment at 2 45 in the middle of the night reporter now, a major point of contention, for many folks we have spoken to here, military time should start with a 0. So 0100, 0200 and the times on these sheets just a 1 00 so we have folks who work for the military here who have been confused some waiting six hours for a walkin appointment. So we should know there is a way around it. You can come hopefully get a walkin appointment. They take six at a time. And right now theres six on the list so we have seen people come and be turned away even for the walkin list. Some people are booking flights to other airports just to try to get an earlier appointment. No kidding. So for this privilege, how much does it cost . And what exactly do you get out of it . Reporter so its 100 and this lasts for five years and if you are traveling internationally, you can breeze through customs and generally dont check your bags. You get precheck domestically so you get to go through the faster precheck line traveling domestically. Dont have to open your computers or take off your shoes. It speeds it up if you travel a lot. That included this derailment and fire in oregon last month. Several of those train cars were carrying bakken crude oil. We have also reported on concerns about trains bringing that same oil through the bay area. A state analysis found major gaps in californias ability to handle spills of dangerous chemicals. The money collected from the fee will crew hazmat team to cover that gap but Railroad Companies are disputing the fee calling it illegal. Construction workers actually removed this pile of loose concrete from the stadium. The historic edwards stadium at ucberkeley has seen better days. My understanding is there were some track and Field Records that were set here. Reporter its witnessed World Records and hosted some of the best athletes. But in recent years the concrete stadium has become a safety hazard. Getting hit on a head by concrete is a concern. Reporter he says blocks of concrete have been falling down. The most recent one was february this year. Reporter he says the piece fell from the bottom of the bleachers and landed next to a truck. It was about the size of this piece here, the size of a tennis shoe. Over time, gotten in the concrete has been damaged and if the rebar expands, it pushes little pieces of concrete out which can fall. Reporter the stadium was built in 1932. Most of the damage is on the west side. A lot of exposed rebar. Workers removed loose chunks. They are going to put in netting to catch it. We asked the Structural Engineers if the damaged concrete contributed to the Structural Integrity of the structure and they told us that no, it doesnt. To catch the concrete as it falls, which is kind of like putting a bandaid on a skin cancer. Reporter he wants uc berkeley to do more saying it could collapse in a large earthquake. He stays would cost millions to retrofit and it doesnt have the money. I definitely feel that they are putting peoples lives at risk because the grounds crew we have been in there we work in there every day. Reporter its an an ongoing issue for years. The falling concrete is a fairly new problem. Its going to cost the university about 150,000 to put the netting up. It should be done in about five weeks. A memorial is happening this hour in San Francisco for mario woods. He was shot and killed by police in the bayview last december after he refused to drop a knife. Now, today would have been mario woods27th birthday. Earlier this year, the board of supervisors unanimously passed a resolution declaring today mario woods day of remembrance. Inside the cornerstone church, the fact that there is a day for mario was called a first. We have as a community been working literally day and night to make sure that his remembrance is not just taken lightly by the city. His remembrance need to be recognized but even more importantly, this day in itself is a starting point, a healing point, for the family, for the extended families, for the community, and even including the government. Reporter now, this memorial is happening just around the corner from where mario woods was shot and killed by San Francisco officers at third on december 2. Bay area Law Enforcement are holding their own day of remembrance. San francisco officer Carlo Manfredi tweeted this picture saying, lets not forget Sergeant Lunger, remember he made the ultimate sacrifice for his Community Hashtag the real remembrance day. The five dallas officers killed earlier this month during a black lives matter protest were honored today, and on a local level San Jose Police officer Michael Katherman was mentioned, so was Hayward Police Sergeant Scott lunger. One year ago today, Sergeant Lunger was shot and killed during a routine traffic stop. We want to make sure that the citizens of the bay area know that were out there protecting and serving, but they need to recognize this is a dangerous job especially after what happened in dallas and baton rouge. About 200 firefighters are battling the flames both from the air and the ground. We are told no structures are threatened and no injuries have been reported. And at this point, no evacuation. Up north near vacaville firefighters have fully contained a grass fire that forced some evacuations. The flames started in the hills west of the grandview area. Its gross. Reporter but its abnormal. A sea lettuce bloom is turning parts of the bay into a sea of green. The beaches have become a natural salad bar. Its really slimy and the other stuff is like crunchy kale. Reporter you have a salad out here. Pretty much. Need some chicken and croutons. Reporter she is only half joking. Sea lettuce i edible. It grows in oceans around the world. This is the 6th time in the last 20 years theres been a bloom like this of sea lettuce on monterey bay beaches. Reasons for this bloom may be the slightly warmer water temperatures and increased sunlight but this is the first time they say its ever bloomed like this. Two years in a row. A similar bumper crop washed up in the same places last year near seaside in monterey. Scientists say it may be part of a pattern of unusual occurrences including an invasion of tiny crabs earlier this summer that turned the beaches red. Been on the beach . Its green. I thought it was grass but that was kind of unusual. Reporter sea lettuce bloom should eventually pull back and whats on the beach will crumble into the sand but for now its a sideshow giving the picturesque beaches a little extra color. A 6foot shark was spotted 80 yards off the shore at linda mar beach. Warning signs have gone up. Although Pacifica Police do remind beachgoers the likelihood of an attack is low.
