On our streets. Reporter its become a very visible problem for city hall. We get complaints almost on a daily basis. You just see all the homeless folks who are living in encampments, taking all their garbage and throwing all out on the sidewalk. You know how many people you have in the city assigned to trying to deal with this . To be honest with you, no. We preach these encampments with care and compassion. We do have mobile outreach units that come out to offer services and try and get people into transitional housing. Seeing people being pushed around from different areas for sometimes two weeks to a month in encampments. People are homeless all over oakland and the numbers are up over the last year and we are overwhelmed in the ability to deal with it. Were going to pilot tiny homes as well as explore sanctioned encampments. Reporter like so many of oaklands new residents, many homeless are coming because they are being pushed out of San Francisco. Theres spillover from San Francisco, absolutely. Reporter that absolute problem is now facing city helicopter because they are not equipped for it now. This is a city, not a city and county like San Francisco where they have a health and Welfare Department that can handle it. San francisco is spending 250 million a year on the homeless. Now that problem is coming to oakland. They dont have the money and resources. As a matter of fact, i called city hall today. They have three people assigned from the Human Services on this problem and an Outreach Team so they are understaffed and this is a problem thats emerging and getting more and morevous i believe. Phil, those three people, but is there an estimate of how many homeless floor oakland . Reporter last year, they counted 1300. That was the estimate. 6,000 in Alameda County total. How many are moving into oakland remains to be seen because they are going to be doing another count in the next couple of weeks. But allen, i have to tell you, its not just the numbers. Its the visibility. Its moving from neighborhood to neighborhood and like i said, just like San Francisco, theres the danger that it could suddenly become a problem too big to handle. In oakland, phil matier, kpix 5. A mans body turns up on the side of a busy east bay road and now police want to know how he died. A woman in her car came across a body shortly after noon on willow pass road in a ditch near a bridge. The body of the man in his late 20s was lying near the old Concord Naval weapons station. Investigators are trying to determine if a hitandrun driver might have killed him. Its still unclear what happened, whether this is a hit andrun or whether this was just a suspicious death where there is a body down in the roadway. So we have our investigators from the major case unit out here and we also have traffic investigators out here, as well. Police spent much of the afternoon collecting evidence. They are trying to identify the victim and an autopsy is pending. And check this out. Napa police posting this photo to facebook as a reminder not to drink and drive. A man what arrested after his truck wound up on the anchor lines of a power pole. They say it looks like a drunk driver rode off the street on the wires. It knocked out power to the area. A raging wildfire in Monterey County has turned deadly. His tractor rolled over. Its burned 23,000 acres since last friday. The frames are threatening thousands of homes and 20 homes have been destroyed already. More than 3,000 firefighters are working on it. The fire started at Garrapata State Park near big sur and quickly spread north toward the carmel highlands. Devin fehely reports on how it cost a workers his life. Reporter theres been a massive response to this wildfire. This happened overnight and the question remains how did this bulldozer flip over despite the many precautions in place . The bulldozer operator was working on the fireline overnight to clear some of the dense underbrush in the Palo Colorado community. Something went wrong. There was a rollover that resulted in the fatality of the dozer operator. Theres an investigation ongoing. Reporter this was the First Casualty of the massive 23,000 acre wildfire along the central coast. The bulldozer operator was not a firefighter. He was a contractor trained to operate heavy equipment even in the remote and rugged conditions where the wildfire is currently burning. He worked for a private company, hired to do the same type of work that our firefighters do. They have the same training and credentials. Reporter bulldozers are a powerful versatile weapon in the arsenal. They are used to cut fire breaks in hopes of slowing the fire down or stopping it altogether. They will come in and remove all the vegetation and trees, brush, flats, and they will leave the ground exposed completely. Reporter cal fire says theres a number of precautions in place designed to prevent an accident like this. Crews measure just how steep a hillside is to reduce the chance of a rollover but why that failed remains a mystery. Cal fire hasnt released the name of the bulldozer operator. They say they need to contact and notify his family first. In salinas, devin fehely, kpix 5. Giant towers of smoke filled the sky across Monterey County. The haze almost making it impossible for chopper 5 to reach the fireline. Smoke from the wildfire is in the atmosphere above the santa clara valley. Doctors have seen more people coming in complaining of respiratory trouble. The air is bad for people with preexisting respiratory problems especially older and young people. We feel like were more in a oven. The clouds are just like incubating us. Its been harder to breathe. And for other people i been around like elderly people, i can notice they been having more problems and they been staying inside more. Good advice. Governor brown attacked donald trump especially on the issue of climate change. When you hear people say that you and your family dont matter, because of who you are, or where you come from, or what you look like, or who you love, i want you to know one thing. That the people in this room the people all across this country believe that you matter. Hillary clinton, Hillary Clinton believes that you matter. Trump says Global Warming is a hoax. Reporter veronica, how did the suspect die and when did he die . Police are investigating. The family has their own theory. And a neighbor has video. I can hear them saying, come on man, breathe, breathe, breathe, man, breathe. The ambulance wasnt here yet. Reporter 32yearold humberto martinezs relatives say he should be alive today. They killed him. Theyre lying. They are saying he died in the hospital. They murdered him right there on my living room on my floor. Reporter Pittsburg Police say martinez died after a struggle with officers during an arrest. A neighbors surveillance camera captured it all yesterday afternoon. 2 30 martinez is seen walking outside this pittsburg home. He drives off but comes back a minute and a half later. He is followed by a white undercover car. Three cops jump out and chase after him as he is running inside the home. This is wheres he was apprehended right here. They had him apprehended already. There was no reason for them to drag him inside the house rather than other than so we couldnt see them beating him up. This is where it happened right here. Reporter police say there was a struggle and martinez bit an officers hand before police used a taser stun gun. I know that they were tasering him more than what they say they were. Maybe thats why he bit one because his, you know, when you get shocked like that your body convulses. Reporter the police say the taser was ineffective. Martinez was handcuffed but moments later reportedly became unconscious. Police say he was resuscitated after they performed cpr. An ambulance arrived and he was taken to the hospital where he reportedly died an hour later. He was dead when they brought him out here. Reporter police say martinez has an extensive criminal history including terroristic threats, drugs and illegal weapons charges. And he was on active probation at the time of his arrest. Now, i asked police what they meant when they said the taster was infectsive. Police said it had no effect on the suspects. Now, police are investigating. They have that neighbors Surveillance Video. The police were wearing body cameras. Theres an internal investigation going on and those Police Officers are on routine paid administrative leave. In pittsburg, Juliette Goodrich, kpix 5. A San FranciscoPolice Officer is in trouble for allegedly building his own illegal assault weapon. Officer Thomas Abramson abrahamsen is under investigation by s sfpd internal affairs. The department offficials say that they began looking into this when other officers reported that abrahamsen had an ar15. Heavy damage to this car after the drive accidentally drove into a creekbed. This happened off saratoga sunnyvale road in saratoga. Firefighters came to the rescue. No word on any injuries. Driver of a big rig was killed when his truck crashed early this morning on 880 in san leandro. He slammed into a concrete divider near the davis street offramp. His truck carrying motor oil burst into flames. The two teens who confessed to starting the Millbrae Community center fire have been charged in juvenile court. The District Attorney says it doesnt look like they intentionally set the fire so they are not being charged as adults. They caused about 2 million in damage. Overnight temperatures, when you get hot during the day its hard to cool off during the day. Well continue to do that for livermore, san jose and mountain view. Low 60s for lows.
