They are also accused of not paying teachers, illegally charging Foreign Exchange students tuition, and transferring students to their Charter School in stockton against their will. In june the California Coastal commission ordered opal cliffs to take the gate down and threatened to fine the district 11,000 a day. But several meetings and letters later its still here and no fines have been levied. People have been coming up pretty concerned about this gate. Reporter opal cliffs has been operating the gate since 1940s. The fee pays for the gatekeepers, maintenance of a park and wood stairway to the beach but the Commission Says it goes against the California Coastal act, which seeks free Public Access to all beaches. No one from the Coastal Commission was available to talk on camera but a source inside the agency said a compromise was offered to opal cliffs that would allow them to lock the gates at night for security purposes but open during the day. That proposal hasnt been responded to and according to the source, the situation remains a standoff. Keeping it locked at night is a good thing. Reporter at least one witness has told San FranciscoPolice Officers that the cab driver in this case was on a cell phone not on bluetooth but physically holding a cell phone when this crash happened this afternoon. We are getting a first look at the girls ages 4 and 7. The crash happened just south of jenner on highway 1. Their mother was driving them to school when the truck went off the road and into the river. Kpix 5s Jessica Flores reports. Reporter we are in front of the school here in Monte Rio Union school. This is about 15 minutes from the crash site. We spoke to several parents on campus today. They say they are devastated by the news. Reporter the truck traveled down a 40foot embankment before crashing into the river. Chp says the driver broke out a window and tried to get her two young daughters trapped in the back seat but the truck sunk down rapidly and the mother resurfaced without her children. It happened in a matter of moments. Before i could recognize if it was a car or truck, it was down with bubbles coming up to the surface. A woman came up after that screaming, my babies. Hard to hear. Reporter divers at the Russian River reached the children after 30 minutes. Chp says the two girls just four and seven died in the crash. Investigators say the 32year old mother had been driving on highway 1 reportedly taking the girls to school. The roadway was foggy and slick. Chp say she may have lost control of the truck before it plunged into the water. Crews in jenner pulled the truck from the river. Law enforcement have not released the names of the children killed in the crash. Chp says that they do not believe that drugs or alcohol were involved. The mother apparently was uninjured. The front of the old courthouse partially fell off. Even now, that side of the building is closed for repair. The top floor above carpe diem restaurant caved in but now its better than ever with care to color the new bricks so it would blend in perfectly. Ed has been managing the repair of the Historic Center building. Thats the one that dumped ought bricks on to the much views car in the parking lot. Now he is carefully numbered every stone they can be properly replaced and when the buildings sidewall was uncovered, it turns out they had already installed steel bracing in 1904. Now, according to the National Marine fisheries service, dolphins are nocturnal creatures. They need to hunt for food at night and by keeping them up all day to swim with tourists, companies deplete them of the sleep they need. Animal Rights Groups are on board with the ban. Where it was just spotted. , s ,,,,,, seen roaming through the sts lle. A coyote is on the loose in the east bay. Over the last week, he has been seen roaming through the streets of danville. Now police are telling people watch out for the sick animal with mange. Don ford shows us where he was last seen. Reporter this male coyote has been wandering around danville neighborhoods for weeks. He has a severe skin infection that seems to cover his whole body. Wildlife Emergency Services says it appears to be some sort of mange. While not lethal to the coyote, the appearance has neighbors worried for his health. Kind of walks had his head and tail down. So he is not very frisky. Reporter connie and jack buckleys home sits right up to open parkland. The neighbors have named him wiley. And wiley is seen regularly in the evenings traveling along this fence.
