We have been reporting for months on the toxic water in the Central Valley town of Kettleman City. Now after years of empty promises, the state is finally taking action to provide that town with clean Drinking Water. State water officials made a special visit to Kettleman City to tell residents the good news in person. Construction of a longawaited Water Treatment plant is finally just months away. We anticipate being able to issue a Funding Agreement we hope in november. Reporter its needed because the tap water is contaminated with arsenic. Its a chemical known to cause cancer. High School Senior Teresa Moreno is a youth organizer with local Environmental Group el pueblo. Other towns are able to just open the sink and drink water out of it. We cant. Reporter the state has been providing bottled water to residents. But in may, a kpix 5 investigation found fastfood restaurants on the towns popular strip mall along i5 serving tap water to customers. Samples we tested this year came back with arsenic well above the legal limit. Im just wondering about the timing of this meeting. There was an expose done by cbssf. I heard people were very unhappy, and i heard that a lot of the restaurants, um, were, um, very concerned about the fact that people were, um, finding out that they were drinking contaminated water. The state water officials expect to break ground on that new Water Treatment plant early next spring. This evening, officers are being named and criminal charges filed in a Bay Area Police sex scandal. Prosecutors are going after seven current and former officers who they say disgraced their badges. They include five from oakland, one from livermore, and a sheriffs deputy from Contra Costa County. Kpix 5s da lin says the most serious charges involve sex crimes against a minor. Da. More Police Officers should face criminal charges, some say. District attorney Nancy Omalley says investigators went over tens of thousands of social media postings Text Messages and pictures between the victim who goes by celeste guap and dozens of Bay Area Police officers. In the end, she said theres evidence to charge only seven officers and not all will sex crimes and no statutory rape. We just could not establish that. In fact, the evidence tends to negate that. Reporter one oakland officer and one Contra Costa County sheriffs deputy face a felony charge of oral copulation with a minor. If convicted, they would have to register as sex offenders. The others face charges from soliciting sex from a prostitute to obstruction of justice by tipping off a prostitution sting. There are 775 Police Officers in oakland. And this is a handful of people who have brought shame on that department. Reporter a few of the officers have since resigned. Dan black resigned yesterday from livermore pd and one person Sergeant Leroy johnson retired last year. Johnson is accused of failing to report of the sexual misconduct. And out of the seven, four are newer opd officers who graduated from recent academies. Omalley says investigators found evidence of online flirting and sexting between celeste and a lot of bay area officers. She even had sex with some of them in Contra Costa County and San Francisco. But authorities in those jurisdictions have so far declined to file charges. That part is disturbing which then means to me officers in different county have done the same thing the oakland officers have done going scot free. Reporter omalley says the officer whose suicide sparked this whole investigation never met celeste. That contradicts what celeste guap told me in june. Now celeste is locked up in a florida jail after police say she attacked a security guard. And that can complicate the prosecution of the officers. We dont have a witness, we cant prosecute the case. And she is obviously the key witness in the case. Reporter right now, those Police Officers are not in custody. The d. A. Are file charges once celeste guap is back in the bay area. She is working with florida prosecutors to check the future of celeste guap. The d. A. Says her office is willing to pay for the flight to get her back not bay. Da lin, kpix 5. Our legal analyst former judge Ladoris Cordell says it is highly unusual for Police Officers to be charged and even more rare for them to be convicted. Even though officers are charged with crimes, most of the time they are either acquitted or theres a hung jury and thats because jurors tend to believe officers over the accuser. So thats going to be a very interesting issue to find out, um, whether or not these officers are actually going to be convicted. She also says that because of heavy publicity, attorneys for both sides will face a challenge selecting fair and impartial jurors. And the judge could even opt for a change of venue. New at 6 00, soaring rents and housing prices have forced many bay area teachers to take on second jobs. Some of them have turned to uber. Its a fulltime job that goes after hours but he still doesnt earn enough to afford a house here. So nights and weekends he is an uber driver. Just want a modest house in a modest neighborhood. Reporter he took on the extra work when he and his wife became expectant parents. Driving others around town puts a few hundred extra dollars in his pocket and savings account. Car seat, diapers. Reporter daniel has been teaching for 10 years and at 90,000 a year he would have a comfortable living anywhere outside the bay area. But with san joses median home price at 963,000, daniels and his family are stuck in a small apartment instead of a place with room to grow. It honestly makes me really sad. Reporter his students can sympathize because their families are also struggling. Most people have to take on second jobs, three jobs, just to feed their families. Something is going to give and its not its going to be folks leaving. Reporter the School District trustee says the problem is creating a Teacher Shortage of shortage. They are considering building their own teacher housing. It presents a lot of challenges but we are quite aware that this is a region that is just becoming impossible to live in. If we cant get teachers here because they cant afford it well, then, there arent going to be any teachers and, um, thats a scary proposition. Reporter daniels says he will continue to drive for extra money but hopes society will someday show they value teachers by boosting salaries. Scientists are preparing for an earthquake simulation along the hayward fault. Crews have been drilling holes about 20 to 30 feet deep. Each contains a small explosive at the bottom and when it detonates, a small energy wave will bounce off the hayward fault and give scientists a 3d image of the fault zone. Scientists say they are trying to figure out if the fault is connected to the chabot fault. However models may not be accurate. 500 sensors will be recording everything from underground. The experiment will happen in about a week when people are asleep at night. The National Park service is removing the old wooden oyster racks from drakes sister row sis stair row. Its a growing pile of woods, nails and dead oysters. Five miles of racks need to be removed and debris that are under the racks as well. Reporter each day the small barge removes pieces, chunks of pilings. The 4 million project has attracted attention from those who fought and failed to keep johnsons oyster farm and this guy, too. This river otter has been swimming around for days. He appears to be comfortable around the activity. He is not alone youll find things like river otters. You will find a number of species of water birds and sea birds that come in here. Reporter the alison the National Park service says eventually eelgrass will cover the area. We are doing this for the eelgrass. Its good for animals. Its good for fish that we eat.
