Lets get straight to chief meteorologist paul deanno in the weather center. Lets talk about whats going on right now. If you zoom out wide enough, pouring rainfall is moving in to the south. Lets focus on the immediate bay area with some moderate rainfall now moving over the city of San Francisco. It will move across San Francisco bay. Alameda, emeryville, berkeley and oakland, this is for you. Its stretching across the bay right now and in the city proper and northern San Mateo County we are seeing some showers. In the north light to moderate rainfall light to moderate in san anselmo, kensington, petaluma. Well show you that a lot of the east bay and south bay not seeing the rainfall right now but you will soon. This is the next round of rainfall moving in. How many rain . For the north bay mountains already an inch of rainfall. But for most of us, less than twotenths. Livermore exactly there, ben lomond in the Santa Cruz Mountains a little less. Futurecast says three hours from now, by 9 00 tonight, that rain becomes more widespread and look at all the yellow that moves in tomorrow morning for the morning commute. Reporter this all began earlier this year when someone made an anonymous complaint to osha about the towns backup 100kilowatt generator installed next to the Administrative Office in the late 90s before present day building codes would have banned that from happening. And now it is coming back to haunt them the problem . Its literally right next to the Atherton Police department right outside the windows of the 911 dispatch center. So when the generator automatically fires up and its tested every week, it spews diesel fumes into the Police Department. The deal with the diesel fumes . Atherton public works actually disabled the auto start feature. But that created another problem. If theres an outage and 911 dispatchers lose power, a worker in a town where the median home value is 6. 1 million must physically walk out to the 20yearold generator and turn it on. Why are you laughing . [ laughter ] um, i dont know. I mean, people just let things go and after a while its too late. You know . Just take care of it while its there. Reporter the man in charge of the generator public works superintendent steve tyler declined an oncamera interview but said on the phone the generator works well and doesnt need to be replaced. Tyler is hiring a mechanic to tune it up. He says the generator will likely get relocated if or when a new city hall and Police Department ever get built. Until then, they will have to do it the oldfashioned way. I think they could probably do something about it, make improve the situation. Reporter the 911 dispatch center has a battery backup that lasts 15 minutes and they are confident that in that time, if the power goes out, they can get somebody out here who is on call to walk out and turn on the generator so it doesnt disrupt service to the 911 center. Reporter it has. I have quite a collection of raindrops on my glasses right now in case you cant tell and in case you cant see its coming down right now. It started this morning about 8 30, 8 00 when i was driving up here to the civic center it was coming down and its been on and off all day and you can see we have plenty of puddles starting to collect out here in the parking lot of the civic center. Puddles also starting to collect inside the civic center where that roof has been leaking off and on for years. They have the buckets out. They have all the things ready to dry it up. New details now on the violent car crash that killed three marin teenagers last week. The chp says the driver of the white car was driving at least twice the speed limit going about 80 miles per hour. This happened late last monday night. The car slammed into a power pole and two trees. This is on sir Francis Drake boulevard near Samuel Taylor state park. The driver and two passengers who died were 18. No word yet on whether drugs or alcohol played a role. Campaign 2016. Our exclusive new surveyusa poll shows the majority of voters in san jose are undecided on measure f. It would reverts 2012 voter approved measure that limited pensions and benefits for San Jose Police which many say has led to the current staffing crisis. See all the motorhomes . Police officers have been sleeping in them instead of driving home because they are working so many overtime hours they dont have enough time to sleep. Measure f would provide for more police in san jose. Its important in san jose but a lot of voters dont know what it is. In san jose, john may be the typical voter. He didnt know what measure f was. Just a lot of measures. Reporter it gets confusing . It gets lost a little bit. Reporter but when i explained it was a proposal to end pension disputes between city hall and labor unions and might help restore the Police Department he was all for it. We need a lot of policemen and they need their benefits. Reporter our exclusive poll found measure f is still not on the radar of a majority of likely san jose voters. 46 say they are still uncertain or undecided how they will vote on measure f and voters who say they will support measure f are ahead of the nos by more than 2 1. Its surprising that such a high number is still undecided . It doesnt surprise me given the fact that there are 17 measures on the state ballot alone before people even get to the local measures. Reporter mayor sam liccardo leads the charge for measure f by dialing for dollars from a pizza place across the street from city hall during his lunch hour. We have been losing more officers than we have been able to train. Reporter san joses labor unions have paid for tv and internet ads featuring chief of police eddie garcia, pleading with voters to support measure f. Police officers are working so much overtime to compensate for a spike in retirements and resignations over pension cups that many have been camping in rvs in city parking lots to get enough sleep before the next shift. Its a catastrophe if measure f doesnt pass. Reporter our poll found people who already voted favor it by 49 . Members of San Jose Police and fire unions say they will keep trying to build on that support. We are going to spend the next two weeks making sure that people are sitting down right now for the first time going through all those different propositions take time to look at measure f. Reporter i spoke to the president of the Santa Clara County Taxpayers Association a group against measure f. He called it a repeal on pension reform that passed four years ago. Less than two weeks before election day the police chief of santa clara has lost the confidence of the men and women who work for him. He is running for reelections. He was elected chief four years ago. Mike sellers, now 81 of Santa Clara Police officers supported a noconfidence vote and want him out. Former Police Officers Association Leader pat niccolai is running against sellers. Sellers believes the no confidence vote is politically motivated. But the Police Officers association denies that. He has been in the hot seat as auditors look into whether taxpayer money was used improperly to pay for Police Security at levis stadium. He has denied any violation. New video of a huge cocaine bust at sea. It was a coast guard crew from the bay area that led the way. Kpix 5s jackie ward at Coast Guard Island in alameda with the chef way the drug smugglers were trying to move tons of cocaine. Jackie. Reporter no doubt about it, this is a big win for the coast guard. But big drug busts like that have to happen more often. Drug Treatment Centers say cocaine is the cheapest its ever been and its easier to get than 25 years ago. Today we are getting our first look at a major cocaine bust that happened off the coast of Central America last month. Here, you can see the crew of the coast guard cutter launches two pursuit vessel to chase a boat with over 73 million of cocaine. This is dangerous work. They never know whats waiting on board the. This time the smugglers tried to sink the sub to get rid of the evidence. We were able to stop the water from coming in retrieve 5600 pounds of cocaine, and then unfortunately the vessel continued to flood and sink. Reporter the coast guard says they are seeing more and more of these drug subs. Their hauls are mostly submerged in the cockpit and exhaust pipes are visible just above the water making them hard to detect and intercept. Once we have a seizure, we have gotten much better and the interagency process, the whole government process, to interdict, prosecute these smuggling organizations. Reporter so this brings the total amount of cocaine seized to 416,000 pounds this fiscal year in 2016 i should say and thats a coast guard record. One Freshman Program a Charter School across town thrives. Kpix 5 first reported on the questions of inequity in one of the bay areas wealthiest districts. Certainly four members of the board. Saying that we were biased reporter an investigation prompted by the marin county superintendent found that the board favors the Charter School in sausalito Willow Creek Academy at the expense of the predominantly black Public School in marin city. Bayside Martin Luther king, jr. Academy. Now that report is headed to the California Attorney Generals Office to get a legal opinion on whether the supported has a conflict of supported has a conflict of interest. Four members have ties to the Charter School. The board member bill seagler is one of the schools founders. Our analysis and our attorneys analysis showed theres no conflict of interest. Reporter seagler says the claims that money is being diverted to the Charter School are also false. About 16,000 per student, um, per annum to the Public School in marin city. About 8,000 goes to the Charter School per student so its over double the money per student. Reporter the superintendent says the board needs to focus more on the struggling bay signed Mlk Junior Academy where programs are being slashed and test scores are plummeting. Theres a disagreement about where their priorities should be. Reporter the Board Members are up for reelection. They question the time of the inquiry. The superintendent says her concerns are not political. I think its incumbent on me in my role as the county superintendent to get to the bottom of the issues and one way to do that is to use resources that are availables across the state. So the attorney general is one of those resources that we have. Reporter in marin city, Jessica Flores, kpix 5. The sausalitomarin City School Board plans to send its own findings to the attorney Generals Office. The board says it shows theres no bias and it does not have a conflict of interest. Bart has gotten the green light for a major makeover to one of its east bay stations. This is the new plaza at concord bart. It will include better pedestrian access, a decorative crosswalk and energyefficient lighting. Bart will use a mix of state and local funds for the project. Work begins early next year. Steph curry has not been traded but he is moving again. Less than a year after moving into this walnut creek mansion, he is putting it up for sale for just 3. 7 million.
