Next month if the California Coastal Commission Approves certain changes to the countys coastal plan. Its going to drag the Property Values way down. I think thats my biggest concern. And then my ability to do any type of maintenance or to put on a new roof. Reporter it comes down to two major changes out of thousands. They are redefining flood zones according to the worst possible scenario that could happen 100 years from now creating a much more Bleak Outlook for the future than the countys plan. Secondly, because of that outlook, itwould make most construction and maintenance on structures west of highway 1 virtually impossible. What we feel is that the staff of the Coastal Commission wants to take those and turn them into a case study for all the other communities along the coast in a way that enforces management. Thats not something to do. Reporter the community at point reyes, and several others including bolinas would all be affected and all have united with the county against the Coastal Commissions recommendations. In the meantime, homeowners are rushing to get their work done before the Coastal Commission meeting november 2. Its happening in half moon bay. And thats when this will be decided. New at 6 00 inspectsers are now enforcing a little known state law thats supposed to protect you from being ripped off when you pay for things in stores. Consumerwatch reporter julie watts says many of the new kinds of Payment Systems might not be up to code. Reporter the San Francisco shop owner found out the city had a problem with his new Payment System. Its cracking down. Reporter he says city inspectors told him this popular mobile Payment System doesnt comply with an 18year old state law which requires the price of each item be displayed to the consumer when its rung up. I dont have a tower that displays prices. Reporter nobody mentioned it when he purchased the system and something square doesnt sell. If they are not displaying it to the consumer they are out of compliance. Reporter San Francisco county says simply flipping the screen as to show the customer prices after you ring them up doesnt cut it. The Consumer Needs to see the transactions after its happen. Reporter square says we recognize and take seriously the need for our sellers to comply with local, state and federal laws and the company says it does now offer a solution. But this bakery in the mission says using that solution was complicated. After three months they say square finally provided a software fix that requires the bakery buy two extra iphones just to comply with state law. And square isnt the only game in town. Dozens of other Companies Sell tabletbased point of sale systems, some with consumer displays, some not. 93 of San Francisco businesses registered with the county are in compliance but some stores dont comply. County records show none of their systems are registered. They blame the mobile Payment Companies for confusion. I did everything on my side. Reporter San Francisco says its up to store owners to be in compliance, not Companies Like square. Now, we did contact eight other bay area counties and found varying levels of enforcement of the state law. Some disagree with San Francisco and say flipping that screen after the transaction is actually acceptable. San francisco county now tells us that stores can get around the issue by posting the prices on a menu board above the register that the customer can see at the time the items are running up. Bottom line, everyone interprets this law differently. I do like to see it on the screen make sure im getting charged right. Its your right as a consumer to see the price as its being rung up. A man hit her on the head several times, took her purse, and then they took off when they heard her husband come out of the house when he heard his wife scream. This is where a woman was severely beaten. Right outside her home in what neighbors describe as a safe place to live. It doesnt scare us because we have never really had issues like that its been a fairly quiet street. Reporter police say thanks to Surveillance Video from this house they were able to track down the suspects. Less than 24 hours after the attack, Police Arrested barry and his girlfriend darlene in pittsburg. Barry is charged with attempted murder and robbery. Darlene is facing robbery charges. Reporter more than 2,000 diesel trucks move in and around the port of oakland every day. Thats a lot of traffic, a lot of exhaust, and a lot of pollution. Today the port announced the results of a 10year effort banning old trucks enforcing strict filter requirements and no idling has reduced diesel pollution by 98 . Were one of the very few ports in the world that have a truck fleet thats this clean. Reporter this claim is verified by the independent bay area air Quality Management district. A prominent San Francisco lawyer shot dead on the porch of his el cerrito home. James gilliland was a partner at Kilpatrick Townsend where he focused on intellectual property. He just got home at the 260000 block of mira vista drive when he was shot. His wife was inside at the time. She heard the shots as did others in the neighborhood. And it was unfortunately found out that it was her husband that was being shot outside. Neighbors say they remember seeing a white car and someone running around the time of the shooting. No arrests have been made. Police dont believe the victim was involved anything illegal. San francisco supervisors reacting to the Millennium Tower fiasco talked today about how best to beef up standards for construction. The 58story tower has sunk 16. Its also started leaning since it was built in 2009. The board of supervisors held a new hearing this afternoon. They questioned city inspectors and others about what went wrong and how to prevent it from happening again. Santa claras mayor says that the 49ers are not playing ball like they should with independent auditors. City leaders want to know if taxpayer money is being used to help stage events at the stadium for things such as police and firefighters. That would violate a measure that voters approved. Mayor lisa gillmor says so far, the 49ers are not providing critical documents. She adds that unless the team cooperates soon the city could start a process to take over management of the stadium. The 49ers say they are surprised by the mayors comments. They say that they just had an initial meeting with the auditors last week and will send them the information they want on monday. On a separate issue, santa claras mayor says she is not surprised by the recent no confidence vote against the police chief. About 80 of Police Officers approved that vote against chief mike sellers just days before he goes up for re election. Those officers believe he has shown a lack of direction particularly on addressing staffing shortages. The mayor says she already knew they were unhappy. They have been very unhappy with the police chief feeling he is not standing up for the Police Department so the vote of no confidence is not a surprise to me.
