Certain things will have to happen, what are those things to be sure it is safe enough for everyone to go home . Reporter the First Priority is patching up the emergency spillway. They have been dropping rocks and there with trucks and flying over with helicopters in dropping and topping small rocks on top. That is a priority and they are releasing water from the dam, theres a lot of water in the reservoir behind the dam and another storm is approaching. Its going to be kinky until odd until the next strain next rain. They will have to do multimillion dollar work to fix up the dam and in the process they hope nothing catastrophic happens. Releasing the water into the spillway made that whole bigger. Closing the spillway to inspect the damage make the lake level rise, eventually that sent water into the emergency spillway causing more erosion and the evacuations. When the force of that water gets halfway down the spillway it rips away at the huge hole making it bigger. The violent torrent ultimately ripped away the sides of the spillway and no longer confined, water erodes the earth barrier and swells the sediment river below. When the lake crested, the emergency spillway with no concrete channel to contain it water took everything in its path. amatrice, rocks and the road that ran parallel to the dam and below both spillways. Today with the lake level dropping work crews could get out and whats left of the road to inspect the damage and tried to come up with a game plan for protecting the hillside should the lake level rise and come violently cascading down the emergency spillway again. For every 750,000 gallons of water being let out of the lake , 300,000 gallons is still coming in. More rain is on the way later this week. The break in the storms, even with the damaged spillway is letting them lower the lake level as much as 30 feet they have by wednesday night. They hope it will be enough, last weeks storms brought the lake up 50 feet. More than a decade ago environmental groups warned the emergency spillway was vulnerable to catastrophic erosion. In 2005 three organizations including the sierra club said the spillway should be strengthened with concrete. They said fast rising water and winter could overwhelm the main spillway and flow down the emergency spillway. They warned about the potential for roshan that could cause a failure and 10 communities downstream. A federal Civil Engineers said those communities were overblown and he agreed with state water officials that up grades were unnecessary.
