Mass evacuations yesterday evening explaining the spillway was in danger of collapsing. It was like 0 to 60. Reporter i asked the sheriff today. That had nearly 20,000 people leaving their homes and ari. When this incident occurred, we needed to act quickly. Reporter the sheriff said the facts on the ground changed weekly. The holes were discovered and he felt the need to call for the emergency evacuation and people need to continue to stay out of their homes. Getting this people home is important to me. I have to synchronize the situation. If its raining and theres more water coming, i cant in good conscious believe those people are safe. Reporter michael and his family were prepared but many others evacuated abruptly leaving valuables and pets behind. They would like a better explanation. I still dont have a clear idea of what their actual danger was. I dont know exactly why we cant go home. I wish they would communicate that better. Reporter in the meantime, they are trying to be as patient as possible as they wait for the next message. Certain things will have to happen, what are those things to be sure it is safe enough for everyone to go home . Reporter the First Priority is patching up the emergency spillway. They have been dropping rocks and there with trucks and flying over with helicopters in dropping and topping small rocks on top. That is a priority and they are releasing water from the dam, theres a lot of water in the reservoir behind the dam and another storm is approaching. Its going to be kinky until odd until the next strain next rain. They will have to do multimillion dollar work to fix up the dam and in the process they hope nothing catastrophic happens. A birds eye view of the evacuation zone. First in the line of danger is the tone of oroville just downstream. Officials worry flood will tear across yuba city. Everyone is cleared out of oroville. Reporter there is plenty of action near the dam where folks are trying to shore it up. Just downstream in oroville its a much different more solitary situation. Its a scene from the movie except there is only an empty set in a warning to keep out in case of a flood. Its a ghost town. Nobody is open. Ive never seen it like this. I grew up here my whole life. Its really strange. Reporter christina and her family are still here because they think you live far enough out of harms way. People along the Feather River have been told to leave. We are coming back to get everything that we can to make sure we will be all right. Reporter they are staying with friends. The Evacuation Order remains in place and the only traffic allowed on the highways are those that were headed out. In town, storefronts remain shuttered silently waiting for what happens next. Honestly, i feel like we are very close to the clear zone. I would not be here. I would take every precaution had a con. Reporter nothing is certain at this point which is why the order is still in place. You can see the heavy equipment working to get those rocks in place. In the last half an hour the helicopters have been flying. We will be here through the night and we will have more. Emily turner. Kpix 5 the butte county jail is in the danger zone. Hundreds of inmates are being moved to alameda county. There going to the santa rita jail or the glenn dyer detention facility in oakland. Officials at the Oroville Hospital are operating normally but they moved to hundred patients to the second floor as a precaution. We want to give you a better look at the two problems going on caused by too much water in the lake. There is this huge hole in the spillway which is to the left of the dam. Releasing the water into the spillway made that whole bigger. Closing the spillway to inspect the damage make the lake level rise, eventually that sent water into the emergency spillway causing more erosion and the evacuations. When the force of that water gets halfway down the spillway it rips away at the huge hole making it bigger. The violent torrent ultimately ripped away the sides of the spillway and no longer confined, water erodes the earth barrier and swells the sediment river below. When the lake crested, the emergency spillway with no concrete channel to contain it water took everything in its path. amatrice, rocks and the road that ran parallel to the dam and below both spillways. Today with the lake level dropping work crews could get out and whats left of the road to inspect the damage and tried to come up with a game plan for protecting the hillside should the lake level rise and come violently cascading down the emergency spillway again. For every 750,000 gallons of water being let out of the lake , 300,000 gallons is still coming in. More rain is on the way later this week. The break in the storms, even with the damaged spillway is letting them lower the lake level as much as 30 feet they have by wednesday night. They hope it will be enough, last weeks storms brought the lake up 50 feet. More than a decade ago environmental groups warned the emergency spillway was vulnerable to catastrophic erosion. In 2005 three organizations including the sierra club said the spillway should be strengthened with concrete. They said fast rising water and winter could overwhelm the main spillway and flow down the emergency spillway. They warned about the potential for roshan that could cause a failure and 10 communities downstream. A federal Civil Engineers said those communities were overblown and he agreed with state water officials that up grades were unnecessary. How ready is california to deal with this large of a process . We are at the state Operation Center in math or just east of sacramento. Reporter the governor was just here moments ago. We are in a complex society where things can go wrong. Reporter any idea when people can go home . We are not making that announcement tonight. The sheriffs will Say Something tomorrow on that. Reporter you heard. The latest as we will get an update going back tomorrow morning. Here at the Emergency Center, Lieutenant Governor was here and we asked him about the impact of this, not just on this area but the rest of the state as well. Lets listen. This is without precedent the fact that you are calling in evacuation of the scale and scope. Reporter that was Gavin Newsoms assessment of the oroville evacuation after being briefed where representatives of every state agency including the National Guard are monitoring the oroville dam and other potential hotspots across the state. Merced county is facing some challenges. Reporter while dealing with the situations at hand, he said an unanswered question is why the concerns about the oroville beltway eroding in heavy rain were not addressed years ago. It means we need to dust off all of the warnings and every one of our reservoirs and dams. Shasta is near capacity right now. Thats a point of obvious concern. We worry about the levees here and other reservoirs in the state. Lets not wait until something happens to address it. Lets make sure that if there is a report, repair it. We need to make sure those patches are actually secure and those warnings are heated. Reporter at the Emergency Center, the focus remains on the immediate threats. Most areas acutely affected if the spillway fails within hours are already in the of actuation evacuation zone. Its sacramento and davis. Worst case is we tell people to go home and then days later the we say go home get out. Reporter thats where the governor is saying no decision right now. We asked the governor about federal relief. As a been in touch with the white house about help for california .
