Local governments could make rent control laws apply to every building even new ones. Also, right now, when a tenant leaves a rent controlled unit, landlords are able to bump rent up to market rates. Under ab1506, local governments could prevent that rent hike between tenants. They keep on putting the squeeze on us because we are fewer in numbers than tenants. Thats not the way to do it. Its totally egregious. [ yelling ] reporter assemblyman david chiu says he wants to make it easier for housing to be built. At the same time, we have seen millions of vulnerable tenants around the state of california who are at risk of being evicted because they cant afford month rent for an average 2 bedroom apartment in San Francisco and they are living on the edge and we have to do things to protect those vulnerable tenants as well. Reporter she says the final version of ab1506 may not eliminate all restrictions on rent control. Its meant to start a conversation and how we tackle this. I suspect as we go through the process there will be changes and, um, potential new ideas that come out of that. Thats the discussion that im looking for. Reporter the rent control law was not the only one discussed today. The lawmakers talked about more than a dozen housing laws and they tell us that more than 100 housing laws have been proposed in this legislative session. So well be keeping track of those for you. Live in San Francisco, melissa caen, kpix 5. Californias jobless rate is the lowest it has been since before the great recession. The Unemployment Rate dipped to 5. 1 in january. Thats the best level in 10 years. Employers added 9700 jobs but bay area markets showed weakness. Santa clara county lost 3500 jobs in january. Alameda Contra Costa County area lost 900 jobs. And the San Francisco san mateo region gained just 400 jobs. Still, all nine bay area counties had a jobless rate below 6 . Reporter well, veronica, an employee at this arco station behind me told me it was his coworkers smart thinking that may have helped police catch the three suspects related to crimes in the san Jose Milpitas area. San jose police call the trio geisha dolls because of the signature masks they wear. And in this video we see the suspects come in armed with a handgun and point it directly at the store clerk. They have been tied to 12 robberies between october and january, liquor stores, gas stations, markets. The most recent happened at this arco on capitol avenue where one employee said his coworker followed the robber after they fled. Took a picture of the car of therobber and after that back to the office and call police. Reporter frank says his coworkers photo shows the getaway cars license plate and that was the break that Police Needed to track down one suspect at his home. Two Weeks Later Police arrested two other suspects. All were minors. Live in san jose, cate caugiran, kpix 5. San Francisco Police are looking for this man in an attempted smashandgrab robbery. This is a Security Camera picture from outside the targeted Jewelry Store in chinatown. It is a very clear picture of the suspect. Police say he donned a mask and barged into the store knocking over a woman as he entered. He brandished a gun and smashed jewelry cases with a hammer but for some Reason Police tell us he ran off emptyhanded. All this happened at the [ non english name ] store on grant avenue. It happened back on february 3 but investigators say they reached a dead end and they are releasing the pictures and video in hopes that someone recognizes the suspects. New trouble at the Santa Clara County jail. The mercury news is reporting that two jail employees were arrested last month in separate cases. One has been accused of assaulting an inmate back in august. The other is accused of secretly recording his superiors in july as a way to gain leverage. Both have been posted have posted bail and are on administrative leave. The main jail has been under scrutiny for a string of violent incidents involving correctional officers. In august 2015, three jail inmates were charged with murder in the beating death of mentally ill inmate michael tyree. New at 6 00 a plan to speed up a congested north bay commute. Reporter well, veronica, they hope it will make things work more smoothly because as it stands right now at this hour youre not going to get anywhere any quicker on a bus than you would a car. But if this program goes into effect, they think that might change. If you sat in this along highway 101 in marin, you would likely be happy for any kind of relief. Early in the morning especially in novato, its kind of slow. Hard to get by. Reporter that is exactly what the Transportation Authority of marin is looking to ease with the new Pilot Program. It would allow buses to use the shoulder of the highway as a lane during the heavy commute hours. A bus that can operate on the shoulder with its own lane if we can call it that as long as its done safely could save, you know, 20 minutes off of a trip. Reporter if caltrans agrees, it would take a couple of years to put into place. But it hopes to know whether or not it qualifies for the Pilot Program within the next six months. We got to get people to and from work so congestion is top on peoples minds. Reporter its enough of a problem, this shoulder solution could be double pronged. Not only would those riding Public Transit get places faster but the reduced travel time would also be an incentive for others to do the same. It could mean reduced congestion overall something riders and nonriders alike can get on board with. I have been on the buses since 2014 and i feel like adding this emergency way is going to create a lot of bonuses for everyone. Reporter one of the ways that he is talking about making sure that this is in fact a safe endeavour is not allowing the buses to go any more than 15 miles an hour than the regular flow of traffic. That might not sound like much. 15 miles an hour will certainly get you there 15 miles an hour faster. Live in san rafael, emily turner, kpix 5. Speaking of traffic, we have an alert we want to get to now in palo alto. Just minutes ago, caltrans reopened all lanes on highway 101. That after a forgetful dump truck driver rammed his truck bed into an overpass last night. The fallout made a mess for commuters today. Kpix 5 reporter len ramirez tells us whats going on right now. Len . Reporter caltrans finally gave the all clear and the chp reopened the fast lane of southbound 101 here in palo alto at embarcadero but as you can see from the bridge, the repairs have not been completed although it is stabilized enough to let the evening commute go through. Now, earlier today, caltrans cleared away all the loose debris from the cracked section and then installed that plastic tarp just to be sure that if anything does become loose it doesnt fall on the cars below. A caltrans engineer has been inspecting the bridge but it took hours for that engineer to get here from sacramento adding to the delays. Now, all this got started about 11 p. M. Last night. Thats when a dump truck from a nearby construction site drove down the freeway with the dumping bed still in the upright raised position. It slammed into the embarcadero overcrossing, breaking the concrete exposing rebar and leaving a massive crack across the bridge. Caltrans says Major Repairs will be needed. We are told that work will get started overnight and most likely through the weekend. The dump truck driver was taken to the hospital and the chp says that the investigation although it seems obvious in some senses what happened there, that investigation is ongoing. The pfeiffer bridge is located along highway 1 in an area hit hard by winter storms. As a result, supplies have to be airlifted in for hundreds of people who have been cut off. Reporter Marianna Hicks gives us a closer look. Reporter highway 1 in big sur is just a mess right now right behind me up the road the Pfeiffer Canyon bridge which is impassable. Light winds, sunny skies, its about as good as you can get over here on the coast. Reporter perfect flying conditions to deliver much needed food, fuel and other supplies to people in big sur who have been isolated for weeks. While there may be more than 400 people stranded, only 58 families ordered some 10,000 pounds of food and pet supplies and 1,000 gallons of fuel. This is a dire situation and i really worry that people dont understand how severe this is. Reporter the goods are supposed to last three weeks. Thats how long its expected to take crews to clear out the mess south of big sur. As for Pfeiffer Canyon bridge, that work could take months. If you go up there today, you will see they are still testing for it and if you look up in the areas before the bridge, those areas you see there are slides there so they are trying to figure out how big of a slide is it . Is it just isolated to that bridge area or does it mean that whole hillside with the whole ravine . Reporter in the meantime people are celebrating small victories. You hear the helicopter, lets go. One load is gone. Were ready for load number two. In the meantime, its going to be a lot harder to take a Weekend Getaway to yosemite because of this. A 100foot stretch of highway 120 cracked open late last month because of all the saturated soil under the road. Repairs are expected to start next week. Highway is 120 is closed near crane flat road. No word yet on when it will re open. Drivers are told to detour through merced and mariposa and use the highway 140 entrance to the park. No shortage of work if your he a roadworker, thats for sure. But at least this weekends rain is not going to add too much to the problem. We have the forecast for what will be a blustery weekend coming up. And the disappearing act at the bay bridge. Proc an Alameda County sheriffs deputy who dedicated decades of his life to keeping his Community Safe was laid to rest today. [ music ] hundreds gathered to remember Deputy Michael foley. He was working at the jail in dublin last week when he was hit by a bus. He spent 29 years with the Concord Police department and ten as a sheriffs deputy for Alameda County. Anybody that can do 40 years in a job like this, and still get up every morning and be motivated and energetic and the harders working guy on your shift, it goes to show the type of person he was, an amazing character. Deputy foley is survived by his wife and two children. His 18yearold son has already said he wants to pursue a career in Law Enforcement just like his father. On our healthwatch tonight, theres a warning out about soy nutbutter. That may be contaminated with dangerous strains of e. Coli. 12 people in five states recently became sick after eating original creamy soy nutbutter made by im healthy the name of the company. Several victims are suffering from kidney failure now here in the bay area, two people in Santa Clara County got sick. But they recovered. Im healthy is now doing a voluntary recall. The California Department of Public Health says to be safe that people should throw out all of the companys soy nutbutter. New at 6 00 the old eastern span of the bay bridge will soon be nothing more than a memory. You can see from chopper 5 the original cantilever is down to its last few pieces. Soon, what you see will be gone entirely. Were almost done with the truss span. We have three left. Three left. One very obvious. And two that are very close to the oakland shoreline. Reporter it seems like forever but the bay bridge saga is finally ending. This truss will be removed in the next 30 days finally opening up the promised unobstructed views of the east bay. After that the last two remaining trusses will be dismantled. We also have the marine foundation. The concrete piers below water. Reporter they must be completely removed, nothing left even under water. Some will be blown up with explosives while others closer to shore will be dug up from the bay mud. That part will take another year. We understand that its historic. Its sentimental. Its engineering. Its technical. Reporter its almost over. Ities innovative and it is almost over. Reporter when you consider for a moment that in have been millions and millions of cars and trucks and, yes, even trains that have passed through right here over the many decades, to then think that all of this will soon be gone. In oakland, don ford, kpix 5. One san jose teachers science lessons are about to take flight into the stratosphere. Ron wu from Mount Pleasant high school was one of 39 teachers from california selected for the nasa airborne astronomy ambassadors program. The Program Includes special training and flights aboard nasas stratospheric observatory. A specially outfitted 747 known as sophia. They will peer through a special infrared telescope to scan the heavens for objects in deep space invisible from the ground. So having the aircraft flying at an altitude of about 45,000 feet or so it will make it so that the images will be less distorted and hopefully i can take that information back to use this to teach my physics class. The teachers blast off in2018 working with scientist from nasa and seti. Its hoped the project will inspire students to pursue careers in science and technology. Very cool.
