In january 2015, two men were speeding down yerba buena road when becerra careened off the road. The car pinned 24yearold person against a tree. She had been jogging a mile from her home. The crash called attention to the chronic speeding issue on yerba buena road. Since the accident the city has installed rumble strips and other safety measures. The other drive was acquitted by a jury last month but prosecutors still say both were equally responsible. The nations toughest refinery safety regulations have now been approved by cal osha. Reporter todays proposal was set in motion by this explosion at the chevron refinery in richmond in 2012. It blanketed much of the east bay with a dark cloud of toxic smoke. An estimated 15,000 people went to the hospital after breathing it. A federal investigation found 40yearold pipe that blew up was corroded and should have been replaced. Reporter at todays meeting state auditor Elaine Howell presented the findings of that audit of the uc office of the president. It shows sloppy financial practices overpaid executives and millions in unreported cash. And then right after that, the regents were asked to approve an 800 million budget for the office of the president. They did not. I think the office of the president needs to acknowledge that a lot of the information that they now have is because of the work of my staff. Reporter right after the state auditors damning presentation they were presented with the budget for the office of the president and it includes 166 million more money than last years spending. Heres regent elliott. Im not completely comfortable moments after a lengthy discussion about an audit to have this budget before us right now. Reporter regents wondered why they were voting on the budget when it hasnt been examined in the finance committee before. The chairman said it was her idea. She wanted to show that the new budget complies with the auditors recommendations. Sorry we didnt run it through another committee. Reporter initially lozano said the budget needed to be voted on today because the fiscal year starts on july 1 and a vote after that would be too late. But in 2015, and 2016, the budget was approved in july. So that justification didnt hold up. And some regents were ready to vote against this budget unless they got more time. Family members tell us that the 47yearold man, trevino thomas, got into a fight last night with his 26yearold nephew tray van soriano.
