This is loss, a mass grave. I am only here to say i am incredibly sorry. After the fire Derick Almena moved to upper lake in lake county, max harris has described himself as both the warlord and creative director of the ghost ship. He helped set up the parter under way when the fire broke out and spoke a few days after about who should take responsibility. Ultimately it should fall on, you know, the property holder. I mean, they are the ones that gave us the space with messed up electricity, no sprinkler system, with, you know, no means of really addressing any of these grievances in a way that would solve anything. Layer libby said they sent a clear message, you wont get away with making a profit by cramming people into dangerous spaces or failing to maintain safe living conditions. Along side to way on this, phil, the city has taken a lot of heat over this building for not making sure it was safe. We had reports of firefighters, inpectors went by, nothing really resulted. It was half a block away from a fire house. Yeah. Police had been in there. In the wake of that deadly fire and the revelation there hadnt been rors of the building being inspected by the Fire Department. Oakland mayor, libby, called for a top down review of the entire Fire Departments inspection bureau. This fire has been a devastating tragedy. But it would be another tragedy if we did not learn lessons and take this opportunity to make decisive and immediate steps to improve our system and to make our residents safe. One of the issues was understaffing at the bureau, and had mayor reiterated the plan for reform and staffing up the Fire Department following revelations that firefighters warnings were ignored in the weeks leading up to the deadly blaze at a Half Way House on san pablo avenue that killed four people and left 100 homeless. In the wake of the ghost ship fire, the oakland fire chief who had over seen the lack of enforcement and understaffing in the bureau went on leave. She then returned and retired in march, just weeks before the second deadly fire. So where are we today . Well, new protocols are being worked out, still waiting for 7 new inspectors to be hired and the search for the chief . That is on as well. Six months and no chief. Yeah. That is right. That is right. And also, the protocols and where to go from here, some of this can be chalkd to it take as long time to get things done, but this amount of time . Raising questions on top of this. Lot of criticism. Thank you. Thank you. There are several ideas floating around about what to do with essentially what is a shell of this warehouse now, for now it is actually technically still a crime scene, but kpix 5s Wilson Walker tells us it could eventually become something useful for the community. Reporter for now planvise to wait. The direction is dont touch or move anything until a lot of the legal cases get solved. Reporter along with that proposed art center, other ideainizeclude a mag ideas include a magnet school, and housing. Housing is a great demand, certainly the Properties Around that facility are being looked at for housing. But with the understanding that the memorial for the ghost ship will be included. Dna evidence linged him to 15yearold sierras disappearance in 2012 but her body has never been found. For her parents, the sentencing recommendation brought a mix of relief and disappointment. I feel at peace that he will not be on the streets and harm another child. But the angst will be in our lives forever. Nothing will ever take that away. He will be able to live, sierra wont. He will be able to breathe, sierra doesnt. His family doesnt grieve, we will grieve for the rest of our lives. The jurys decision is not final. A judge will ultimately decide whether to uphold it. When family members arent there to help us get out of custody, they stay in longer. I think it is absolutely necessary. Reporter he says the court house was built to take some strain off the already overwhelmed county court sism. System. He adds most in custody suspects are already in jail. The county pays to treat those suspects back and Pacific Northwest for those appearances. I think it would be difficult to explain why do you have this brand new criminal court house right across the jail and not doing arraignments in it . Custody rates will go up, a lot more expensive than gas money to drive from dublin to oakland. Reporter brenden woods says his office is working closely with the aclu to see if any legal action can be taken to force the court to reverse its decision. In dublin, susie stemiel, kpix 5. Still slow going this evening on westbound highway 24 near the tunnel. A car with engine trouble burst into flames about 1 00 this afternoon, the driver got out okay, but photos show how that car was engulfed on the shoulder and that was just the start of this problem. The dry brush along the freeway caught fire, it ran up the hill as the car was still smoldering. Firefighters had to turn their attention to the hill side. Chopper 5, you can see just how much of that hill side was left charred. Crews relied on water drops from helicopters to help contain the flames. In all, 25 acres burned. Crews plan to reopen the blocked lanes after 7 00 p. M. New at 6 00, San Francisco mayor ed lee wants to pump 30 million into the citys homeless budget. Critics are saying all you have to do is look around to see that throwing more money at the problem wont really solve it. Will it, phil . No, it is interesting and you dont have to look too far, we took a walk down main streets of San Francisco and here is what we found. Broad daylight, downtown San Francisco, far from the tent encampments under freeway over passes and alley ways. We took a oneblock walk in the heart of the citys tourist and shopping district. After spending 280 million last year on homelessness, this is what we found. The beggars, the passed out. Where you sleeping tonight . Oh reporter the walking ghost, so mentally impaired they barely know where they are, and some, you may not even notice, just down the street at civic center, addicts openly shoot up drugs outside the library as kids walk by. It is all too much for San Francisco supervisor, jeff. People are feeling like things have been getting worse. Reporter do people feel like the city is spending the money wisely . I dont think so. Reporter mayor lee is calling for yet another 30 million to be spent for more shelt ers and 40 more psychiatric beds at San Francisco general hospital. Bringing the total homeless spending next year to 310 million. That is twice what the city spends on libraries and 90 million more than the city spent on parks and recreation. But mayor lee knows it will take more than money. We need facilities, lets not do this false librism and let people do what they want, have judges and the criminal Justice System change a little so we can get people that cant make a decision. Reporter somebody shooting up on the sidewalk, and there is a cop there and that cop is not doing anything. That is the message. We have to help people get in the right situations, i am never going to call in enforcement but i will apparent enforcement but it is our willingness to be compassionate and help people make the right decision. Reporter what does that mean on the street . I called for homeless out reach teams, they would go up to folk s, say can we offer services . They say no, then they walk away. People are still on the street. Reporter there in lies the rug for programs to work, we treat homelessness as a health issue, Mental Health issue, it is not criminal to sleep thon sidewalks or otherwise break laws, it is health issue, so it is up to the patient to decide if they need care. Mayor lee wants to change that a bit, he wants to bring it to the Justice System, take them to court and say possibly, you need to be committed. That is going to be one of the biggest chalgss he will challenges he will face in his final two years of mayor if he goes along with it. Thank you, phil.
