I heard it whipping all night long and we got out it here in the morning. People have been preparing for the storm for days filling up sandbags on all sides of the bay. They are preparing for el nino in general. People arent really sure what exactly they are needing to prepare for. They are just making sure they are ready for anything. I live in a flood zone so even just a normal wintery storm i flood and on top of that, extraordinary circumstances, im expecting a lot of flood action. Reporter another big part of the prep is checking on trees and cleaning storm drains. There is the month of localized flooding. We have been talking about the downtown trees and power lines as anne makovec just mentioned. There is a sig alert now in applause. The chp has issued this traffic advisory for 116 gravenstein highway where a downed tree and power lines have shut down both directions of the roadway approaching 1st street. They expect to have it reold by 6 30 this morning. We have had a very long commute reopened by 6 30 this morning. We have had a very long commute at the bay bridge toll plaza. Roads are wet. Doesnt look like its raining right now but traffic is backed up into the macarthur maze. And youre going to feel those winds especially as you head across the bridges this morning. Its going to be a white knuckler for you. San mateo bridge also strong winds being reported there. But the traffic delays are the usual stuff. So expect backups at the toll plaza but traffic so far is doing okay heading across the san mateo bridge. And right here the picture is really telling the story. Over at the golden gate, where its a wet commute, so far, southbound traffic is looking okay heading into San Francisco. Now, one of the worst areas for winds will be 580 heading along the Altamont Pass where it is very blustery and traffic is delayed from 205. It is solid approaching the dublin interchange. This storm was not spawned by el nino. But it is providing a preview of what we can expect during the coming months. Theres a huge effort under way to minimize any potential problems. But everybody got a false text alert yesterday saying it was going to spill over its banks. It was a bad sensor and they apologized for the inconvenience. The bay area has been busy with storm preps. People have been cutting tree branches away from power lines, clearing out storm brains, filling up sandbags clearing out storm drains and filling up sandbags. Yesterday Emergency Managers from all across the region from San Francisco to sacramento held a drill to practice rapid responses to mud slides and floods. They had a Tabletop Drill with people from across the region. Were lucky well be overprepared. Thats the way we deal with expected dangers. Some breaking news. A fire in San Franciscos Mission District injuring two people broke out this morning on mission near the intersection with cesar chavez. Firefighters had it out about 3 45. Two people were injured but the extent of their injuries is unclear. No word on what caused the earlymorning fire. An angry crowd storming San Francisco city hall last night demanding a new chief of police. [ chanting ] on the other side of those doors, it was standing room only. The chief renewed his call for fewer lethal weapons after the departments latest deadly shooting. Our Christin Ayers was there. Reporter people faced off inside the meeting against the police chief and the commission. What we witnessed was an assassination, a hate crime, and straightup murder. Reporter there were calls for chief suhrs resignation and demands that the five officers who killed mario woods on december 2 be stripped of pay and charged. Outside the meeting [ chanting ] reporter chaos as those who could not fit inside staged another protest. [ screaming ] reporter commissioner said the point was to present solutions. The chief is going to say the specific steps that the department has taken and this commission is going to begin a discussion of the dgo on use of force. Reporter chief suhr has his own ideas. The chief wants the commission to consider a Pilot Program that would equip officers with tasers. New details released about the mass shooting in San Bernardino. We now know that even before they started dating, San Bernardino killers started plotting online and under the radar. Fbi director james comey telling congress the couples radicalization goes back for years. As early as the end of 2013 they were talking about jihad and martyrdom online before they became engaged and married and lived together in the united states. The fbi says the radicalization may have involved Enrique Marquez who bought the two assault weapons used in last weeks attack. We learned 24yearold marquez is his brotherinlaw married to the sister of farooks brothers wife. Both women are russian immigrants. People who know marquez describe the marriage as distant. The two lived at separate addresses. After the attacks, marquez checked himself into a Mental Health facility but has since been released. He is said to be cooperating with the authorities. Today more than 100 School Classrooms in Mountain View will get emergency lackdown kits including portable toilets, food, water and dust masks. Two people have now died in oregon and crews worked out night on 5 to clear rocks and mud on the road people were rescued at an rv park after a river overflowed its banks. Homeowners were evacuated after a hillside behind them gave way. And fans of the as and raiders already know the Oakland Coliseum is showing its age but now theres a new embarrassment. Inside one of the boxes. Paper cups are preventing leaks. The coliseums joint Powers Authority says the cups have since been taken down and there was no leak. New this morning, drivers are jumping on board a lawsuit against uber. The drivers want to be classified as employees, not independent contractors. Yesterday, a judge invalidated a clause in some of their contracts saying they cant sue the company. The judge also ruled drivers can seek reimbursement for expenses like gas, car repairs and phone charges when the case heads to trial next year. A big win for pg e. The maximum fine prosecutors can seek for the san bruno pipeline explosion has been cut in half. The federal judges ruling means the company will face a maximum penalty of 563 million at trial. Prosecutors were asking for more than 1 billion in fines. The judge ruled there was no legal basis for that amount. The explosion and fire in 2010 killed eight people and destroyed 35 homes. Tonight the Walnut Creek Planning Commission will decide whether to open a Winter Weather shelter for the homeless. The proposal would convert the st. Paul Episcopal Church on trinity avenue into a shelter for about 30 homeless in the city. Now, over at the bay bridge toll plaza, we havent had any major accidents for this stretch of i80. So westbound 80 once you pass the toll plaza, traffic flows okay across the bridge. Now, in San Francisco, we are getting reports of deep standing water along the 280 extension near the 63 exit. This is going to be in the outside sixth street exit. Stay in the inside lanes. You should be okay to make the commute south of market. Highway 92 across the san mateo bridge no accidents, so far this morning. Just lots of rain and slick roads for this westbound commute for both directions of 92. Thats kcbs traffic. Heres roberta. 12 miles west of healdsburg is the community of venado and so far in the front with our eye on the storm over 3 of rain have fallen this morning where lisa was alluding to the flooding in mill valley off lucky drive.
