Ryan died as he lived a warrior and hero. Reporter many republicans here in washington praised the president for showing discipline and striking a far more optimistic tone. Thought it was an excellent speech. I thought he hit a home run. Reporter women inside the chamber wore white hoping to send a message to the president. We will not go backwards on all the progress we have been able to make as women. Reporter former Kentucky Governor Steve Bashear delivered the democratic rebuttal. Earlier this morning, Vice President mike pence said President Trump was rewriting the speech on the afternoon of his appearance on capitol hill. Today marks the groundbreaking for a Major Construction project along San Franciscos busy van ness corridor. Kpix 5 reporter anne makovec is live along van ness this morning with the fine print on the Rapid Transit project. Anne. Reporter yeah. And the project itself is going quite rapidly. In fact, its already started here on van ness and bush. You can see they have already chopped down a lot of the trees in the median and put up barriers. There are only two lanes of traffic in each direction right now. Thats down from three. And this is a threeyear construction project. Van ness will eventually look like this with a busonly lane down the middle of the road. People will board there in the middle. New landscaping and lighting. The only left turns off van ness will be at broadway and lombard. Now, eventually, the city says this will be sort of a grabbed boulevard but in the meantime, it is a bit of a mess. Its frustrating but San Francisco in general is hard to get around in. Having to leave earlier take another route. Reporter it is the side streets that have taken the brunt of the traffic here. Traffic on franklin and goff have both been increased significantly a lot of people trying to get around this by taking three turns instead of one. This mornings groundbreaking ceremony is at 11 a. M. With the mayor down the street at the Veterans Memorial near city hall. Live in San Francisco, anne makevoc, kpix 5. What will be the traffic impact when its finished . Reporter things are going to run more smoothly here on van ness. You wont be waiting for buses in the righthand lane and you wont have to worry about people trying to get to the lefthand turn lane. Thats when they were trying to make left hand turns which they are not going to be able to do. Everybody is going to have to keep on going besides waiting for the stop lights of course. The city predicts its going to improve traffic flow here about 32 . Well take it 32 sounds good to me keep our fingers crossed that comes to fruition. [ laughter ] all right. Lets check the congested roads now start with the star of the morning back to the south bay. San jose northbound 101 at mckee is a threecar crash in the Center Divide causing major delays there. Look at that. They are at 12 Miles Per Hour. Give yourself extra time. Other hot spot the altamont pass. A lot of red on 580 westbound so 14 to 33 Miles Per Hour at north flynn road. Then moving to the concord commute and antiochto pittsburg highway 4 at just 37 Miles Per Hour then minor slowdowns on 242 to walnut creek. Bart is back on time. We had an earlier delay. Problems at the oroville dam have left the fish population in need of help. This week water flow from the damage spillway was cut back to allow repairs. A number of fish were stranded when water along the sutter river receded. Biologists are now trying to rescue any fish that may have gotten trapped in small pools of water along the riverbanks. Newly released documents reveal dozens of Sexual Misconduct cases at university of california campuses and now the universitys policies are changing. Kpix 5s maria medina is live at ucberkeley with details. Reporter good morning. We are talking 124 cases from 2013 to last year. Those accused include professors and coaches and contractors and we are talking anything from Sexual Harassment to even sexual battery. Several news organizations requested those documents after a ucberkeley sex scandal revealed the university allowed many of the 19 employees accused of violating the Sexual Misconduct policy to keep their jobs. Now, that scandal exposed a double standard. University staffers were fired or forced to resign but tenured faculty usually faced lighter sanctions or stayed on the payroll. Now, last year, some of those alleged victims spoke out. So we call on others who have been impacted by this culture of intimidation, harassment, silence and fear of retaliation to come forward and speak out against a failing system. Reporter and of those 124 cases, the newly released documents show ucsf had 26 cases of Sexual Misconduct, ucla with 25 and ucberkeley with 19. About twothirds of those accused no longer work for uc but it is not clear if they were fired but the uc president has made changed especially after the scandals here at berkeley including having a Committee Review each allegation as they come forward. Live at ucberkeley, maria medina, kpix 5. Cal state students plan to propose a tuition hike. They will walk out in an effort to fight csus proposed 5 increase. At San Jose State University students will also hold a rally at the chavez monument. They say the universities are putting the burden of the schools financial expenses on the students. Powerful storms are hitting the central u. S. After multiple states just faced deadly tornadoes. More than 20 tornadoes were spotted in the last 24 hours. Three deaths have been blamed on the forceful systems that struck illinois, missouri and arkansas. Those states will have a major cleanup on their hands from downed trees to damaged homes n missouri strong winds picked up cars and tossed them across an interstate. A special election in atherton today regarding the newtown center. Theres not enough funding to finish the towne Centre Project so City Council Members are trying to decide if the town should supplement private donations with nondedicated general funds. Residents will get a mailin ballot on june 6. Bay area transportation Officials Say they are worried that the Trump Administration may pull the plug on funding to electrify caltrain. They will be traveling to washington, dc this month to lobby for federal dollars. They say that they are pulling out all the stops to gain support even securing the backing of some Silicon Valley heavyweights from Companies Like google and facebook. They will be making their case to democrats and republicans to get the project funded. Electric car charging stations could soon be a requirement in San Francisco. The ordinance would apply to all new residential and commercial buildings. It would require 10 of the Parking Spaces to be electric charging stations. Mayor lee is backing the proposal. Fremont and oakland already have similar laws. Virtual reality is allowing to us explore ports of our planet that were previously off limits. I recently had the chance to look. The cofounders of exit reality think that the barriers for having these machines in your homes are quickly falling. It will allow students to learn in a whole new way. Southbound 242 moderate speeds. A lot of brake lights across the span of the san mateo bridge between hayward and foster city. That will take you about 20 minutes. Thats 880 to 101. And if you are traveling into downtown San Francisco, heres a live look at the bay bridge toll plaza. Those metering lights are on. So now the maze to downtown will take you about 20 minutes. Thats the coolest temperature we have seen so far this morning in the south bay. Now, the winds have dialed back around the lip of the bay here under 5 minutes. Winds pick up out of the north northwest later this afternoon 10 to 20 Miles Per Hour. As the sun sets, george hughes, i get the point here. He says the total rain for february approaching 7 inches for february. 7 inches typically we should have about 4 1 2 inches so it gives you a good idea we had a very rainy and blustery month.
