A child was hit and killed by a pickup truck in the 800 block of embarcadero right along 880. Police say that a 3yearold boy was with his mother and apparently he ran out into the street and was hit. The driver of the truck is being cooperative. Investigators are determining if he was at fault or not. A half mile of embarcadero is shut down while Police Investigate the scene. Scant rainfall has left some bay area cities scrambling to keep their water flowing. Some are already asking customers to conserve. But ryan takeo tells us, that wont necessarily save them from big bills. Real rain was probably in march. Reporter without rain, calistogas kimball reservoir is quickly drying up. Normally this time of year the reservoir is right about where im sitting but this year its lower, 10 to 15 feet below what it normally does this time of year. Where the water level is right now, we hope that we get another, you know, three to four weeks out of it. But it could be less. Reporter mike kern is the citys public works director. The City Council Approves his requests to ask residents to cut their water usage. Its not only in calistoga. The water shortage appears to be hitting the north bay the hardest. The Sonoma County Water District tells us that lake mendocino its main water source is very low. It serves a half dozen cities in parts of marin, napa and sonoma counties. So its issued a 20gallon challenge to each of its residents and its worked. Water usage there is down. Kern says that 20gallon cut is about 10 of what would you normally use. He is asking for the same. Ways to achieve that are, you know, taking shorter showers, making sure that youre running full loads of laundry, dishwasher is full when you run it, you dont overirrigate. Reporter the citys other option is its other source of water, which comes from sacramento. Its not cheap water because we have to have it delivered through napa and up here. So its a little bit expensive. Really dont require everyday watering. Reporter jean dodson feels her past water bills were high enough. 250 to 350 every two months is going towards the water bill. It makes it really hard. Reporter she and her husband revamped their backyard choosing plants that didnt need as much water but still she will look for other ways to find 10 to cut. So the fact that, you know, were now getting formal announcement about this is even more upsetting that its becoming more real. Reporter whats been clear for months is the area needs moisture. The tough part is doing without until Mother Nature delivers. In calistoga, ryan takeo, kpix 5. The last time people in the north bay were asked to ration water was back in 2009. They had to cut back 30 to 50 . Thousands of mass transit workers could escape californias strict new public pension requirements. The governor proposed the exemption after the feds threatened to suspend millions in Grant Funding for Public Transit projects. That would include big bucks for the bart extension. The proposal would lift requirements that mass transit workers pay more towards their pensions or work longer in order to collect them. Transit unions say those terms should be subject to collective bargaining. The u. S. Labor department disagrees. California students might see you in standardized tests this spring. Today education officials proposed tests administered on computers. That means the oldfashioned pencil and paper star test might be thrown out. But before anything is set, the proposal will need approval from the california legislator and the u. S. Department of education. Public School Students have taken the star tests since the late 90s. All the excitement about the new bike path on the bay bridge has led to hopes to go all the way to San Francisco. The current path doesnt quite make it to yerba buena island. Mark kelly joins us from the new path in oakland. Is that path in our future . Reporter it turns out the idea of being able to bike between San Francisco and oakland is in the works. The mtc has studied it, of course it would cost hundreds of millions of dollars. But many i spoke to today say, hey, they still like the idea. It is amazing to be on a bike on this new bridge. Reporter renee rivera sees momentum for bike paths picking up speed. She is executive director of the east Bay Bicycle Coalition and this idea of installing a bike path all the way to San Francisco has her jazzed. People are so excited about the new bridge. And then they immediately ask, when is it going to connect to San Francisco . Reporter the when is still years away. At this point, this design exists attaching the bike path alongside the bridges western span. Walkers and bikers could use it and this is important, maintenance crews could use it too keeping them from shutting down traffic lanes when the bridge needs a touchup. Sounds like a winwin. Cars are less likely to get held up. Bikers get their path. So whats the catch . Well, here it goes. Now we have to come up with 500 million to complete the maintenance and bike path on the west span. Reporter to foot the bill, one idea is a temporary toll hike of 1 over four years. After the 6. 4 billion to build this bridge, bike path included, can the public stomach shelling out even more money . One says its worth it. I think it would be a wonderful opportunity. He wants to put the brakes on this whole bike path idea. Lets finish this bridge. Then after that, if we like this, lets go forward with that. Reporter a bike path spanning the entire bay bridge is a big drain. And the idea is rolling along but the dollars and the cents have to line up first. People kept asking how much farther along the whole project is. Officials say its pretty well along at this point. We have developing news now of sunnyvale where an undercover drug sting ended in police gunfire. Officers staged a meeting with the suspect in the hobees restaurant parking lot this afternoon. Minutes later, they shot and wounded him but so far, its unclear what prompted them to. A stray bullet hit and killed this passenger 19yearold Kimberly Chico a College Student at san jose state university. Link between the victim and the suspect is just a very unfortunate circumstance that she was where she was when that shooting occurred. Very, very tragic event and the family is having a difficult time dealing with it. Police say the shooting was gangmotivated. All three men charged with murder. In bay area headlines now, police rescued a 95yearold woman from a burning home in vacaville. The fire broke out on deer glen circle a little after 3 p. M. It does not appear the woman was hurt. The cause of the fire is unknown. Californias only oyster farm taking another stab to keep its business open. The owner of Drakes Bay Oyster Company says he will appeal yesterdays federal court ruling to shut down the business. He wants a 10year extension. All right. Reporter ontario, orange and soon to be oslo, san diego, seattle and coming in may stockholm. Oakland international has inked a deal with norwegian airlines. Five flights weiner oslo and stockholm will create 77 million in Economic Impact for the region with five flights between oslo and stockholm. Reporter they expect 40,000 more tourists to visit here. Equally as important how well get there and here on board the brandnew 787 dreamliner. It will be the first at Oakland International airport and could be the beginning of something larger. The things that we have expected with the dreamliner is really opening up International Markets at an affordable price. Reporter the low fare airline has fans. We have relatives in sweden so we were planning to go for a while. So love to do that. Reporter so the introductory flight is 240 one way. Are you kidding . Its onlyit 240 . Thats great reporter currently there are no bay area nonstop flights to oslo or stockholm and tickets can easily cost twice that. But there is a learning curve. What do you know about norway . Nothing. Absolutely nothing. Reporter now that the airport has snagged the deal, they have to sell the destinations. Sometimes the second hardest thing to do is to keep a flight so we have to make sure that the market and the region knows that oakland provides these type of opportunities. When low pressure moves out friday, this big dome of High Pressure gets stronger and going to warmth atmosphere from the top down and by the time we get to saturday the entire atmosphere is going to be cooking and we are going to see temperatures 10 to 15 degrees above average starting friday. Reporter and it doesnt end at the exit ramps. Last night, at 6 00, we showed you the embarcadero. Its taking folks about an hour just to get on to the lovely new bay bridge. Reporter and this morning, thanks in part to one of San Franciscos countless street and sewer improvement projects, it was another standstill. Usually 9 00 is busy but 10 30 is pretty bad today. Reporter back on the bridge the Highway Patrol says it has no idea when the newness factor might wear off. We didnt predict this.
