They are probably not using proper hygiene and are spreading the virus. Reporter this is the same strain of swine flu from 2009. San Mateo County Health officers say this year the flu is hitting early. They are seeing a 200 jump in cases. A woman in her 40s has already died from h1n1. We also have had six flu related cases that are hospitalized in the intensive care unit. Reporter this late word tonight from sonoma county. A 23yearold which who had no underlying medical conditions was also infected and was killed by the h1n1 flu virus. That is the swine flu virus. Health Officials Say there is no shortage of the vaccine if you want it this year. It may sound incredible but we can almost guarantee that californias budget will be passed on time this year. Reporter the governor launched his presentation with a quick review of how california came from a 26 billion budget deficit to a 3 billion surplus. And when a reporter described that surplus as large in retrospect was prop 30 wait [overlapping speakers] look how little that is. [ laughter ] compared to that that says it all. Reporter and that vintage jerry brown moment complete with a sign held above his head pretty much sums up the governors budget strategy. The centerpiece of that strategy is tackling californias debt which now stands at 25 billion. The governors plan, cut that in nearly in half with 11 billion in debt payments. Some people would say that we should go on a spending binge. I dont agree with that. Reporter by some people, the governor is referring to fellow democratic legislators who want to see more of the surplus spent the oldfashioned way on social programs. Because of the very deep cuts we have made in recent years, theres a lot of need out there right now. Reporter but even among those democrats the words of the day were restraint and frugal ity. There is not a suggestion of profligate democratic spending not at all. I appreciate what he is trying to do, the attention to debt, the savings, trying to prepare for the future. When Governor Brown is one of the more conservative democrats in the building, i applaud him on that. Reporter that was the other big lesson at the state capital today, what seems like an era of good feelings after years of bitter political fighting. I like to tease him and call him jerry brown 2. 0. He is not the governor he was the first time around. Reporter a second time around, now featuring a small surplus and handfuls of frugality. By no means are we out of the wilderness. We are taking it very carefully but dont think that a paper from the Governors Office is going to affect the rain. But with the drought, we are getting an interesting glimpse into the areas past. Some sort of old pistol bullet. Reporter with water levels dropping, people are getting to the lake in ways they never did before. And many are seeing pieces of history they have never seen before. These women explore the spot where cows used to stand not far from browns ravine a spot submerged in water for nearly 20 years. Chain him up here, a canal here. Reporter the new attraction is very popular. With a steady stream of people showing up each day theres a lot of history at folsom lake. Reporter its so popular, park officers are now on hand to make sure people leave the history untouched. Sergeant smith says no metal detectors are allowed and people shouldnt take anything they find on the site. I show you numbers almost every night as to how big the deficit is. Out live tonight, this is the average rainfall since the beginning of last year in the bay area. 5 of rainfall, not enough. This is the average rainfall for San Francisco in that syme time period since the beginning of last year. We should have received 25 inches of rainfall. We have had 5. In the north bay its worse because you have only had 5 of rainfall. But your average is 35 inches of rainfall. We have had 5 over the past year and one half a month. So this is a big problem. Had a couple of drops of rainfall this morning. The most rain we have seen was Half Moon Bay at. 03 of rainfall. San francisco only. 02 rainfall. Some of you like in santa rosa didnt see a drop. Kpix 5s allen martin broke the story this week and he is here with an update. Reporter it was interesting, when our story ran on tuesday, we had heard unions including the inland boatmans union and the International Organization of masters, mates and pilots were among those who felt google and the company it hired or created Multinational Logistics hadnt told the full story about whats going on here. Only the ports of San Francisco and redwood city had the full picture. Reporter as kpix 5 first reported, only a handful of google employees seemed to be taking advantage of their companys experimental free Ferry Service in its first week. We earn some money, the facilities get to be used and hopefully traffic is reduced. Reporter hard to know whether those workers would have otherwise been in their cars or on board one of the controversial google buses but the port of San Francisco likes this experiment. It charges about 50 each time the google ferry pulls up to the dock at gates b or e. Redwood city gets about half that. Twice a day, twice they leave from San Francisco down to redwood city and in the afternoon they bring their employees back to San Francisco. Reporter since the story ran on tuesday, agencies, union and google employees have refused to talk about the 30 day trial run. Much like the super secret barge thats under construction at Treasure Island. Google finally released a statement about the barge and now its only statement about the Ferry Service is the rather obvious, its trying alternative ways to get googlers to work. As for redwood city, the Silicon Valley recipient of googles commute experiment, this is an artists conception of what a new Ferry Terminal might look like. While the executive director of the port says hes envisioned a Ferry Terminal in redwood city for more than a decade, the concept is still being studied. And funding for a building as well as the ferry boats themselves is a long way off. The masters mates and pilots union told me in a phone call today that it has a meeting this evening in fact with google to discuss operations issues. And ordered back to mexico. San Francisco Police busted a muni passenger who tried to impersonate a Law Enforcement officer to avoid paying a fare. Police were doing fare inspections on a bus tuesday near the silver and san bruno avenues. They asked the guy to show his receipt. Instead, he showed them a department of corrections badge but no other identification. Police detained him. He later admitted to buying the badge off the street and used it to avoid paying for fares. The reason, says the owner, concerns from customers about possible radiation contamination from the Fukushima Nuclear power plant in japan. I think for the most part we try to take everything with a little bit of caution nowadays. Its kind of like information overload. And you really dont know how true a lot of this information is. Reporter the Information Available about the dangers of eating pacificcaught fish is definitely confusing. One online report circulating this week says, radiation levels in the pacific were off the charts. And your days of eating Pacific Ocean fish are over. Very small amounts of radiation in fish can be detected. We can even tell whether the low levels are likely to have come from fukushima or not. Reporter this professor of preventative medicine studied the effects of radiation from hiroshima and nagasaki and says the Data Collected so far on fukushima doesnt show a health risk to those eating pacific fish. In a word, the answer is theres no danger from fukushima with the fish that we eat. Reporter kagawa tells us while all fish cant be tested for radiation, the fda conducts spot checks on all fish brought into the united states. Juan also reminds us about the mercury scare in swordfish a few years back. That went away. Health experts say eating fish once or twice a week is good for you.
