But while dmhc is the agency that regulates insurers, its covered california that determines which insurers participate in the state program. What is covered california going to do to prevent this from happening when open enrollment begins again in october . Well, we are already engaged in some very meaningful dialogue with the insurance plans. Cbs reporter David Begnaud on what she says she went through and how facebook helped her escape. Reporter a wild case in Southern California here in santa ana the story breaking late this afternoon. Here is what we know. 41yearold Isidro Garcia according to police kidnapped a girl some 10 years ago. She was 15 at the time. The suspect were told was dating the victims mother. At some point, there was a domestic disturbance and the girl disappeared along with the suspect. Police say the two of them moved to a nearby community where the victim was reportedly held in a garage a car parked in front of it anything done to keep the girl against her will. 10 years went by. Police say the suspect raped the girl, fathered a child with the girl, and continued to verbally and sexually abuse her. He changed her name, uhm, usually the middle name. Date of birth. So they could get married. Theres a lot of things that he he had control of her life. Reporter and heres how it all came to a head. Recently Authorities Say the victim now 25 reached out to her sister on facebook and then became comfortable with reaching out to police. Once police were notified, the 41yearold suspect was arrested. Tonight he is being held in custody. We have not heard from or seen the victim and dont know if we will at this point. This case draws a comparison to the jaycee dugard story held captive for nearly two decades in a backyard in antioch. Da lin is there and shows us the house has changed but what happened there still haunts the neighborhood. A family purchased the house and renovated it so it looks very different now but neighbors say the latest survival story and people like Phillip Garrido are why theyre always on guard. Its scary because we have children and daughters and its just scary. Reporter Irma Rodriguez lived across the street from convicted kidnapper Phillip Garrido for 15 years witnessing Police Handcuff garrido in front of her house and learning about the kidnapping of jaycee dugard changing her view and took away her kids innocence. Reporter the family says with the captivity of dugard right under their noses, the story of another woman surviving 10 years of imprisonment doesnt really surprise them.
