This city council to push for sound policies that allow richmond to grow and thrive. They havent tried to be a partner. What they have tried to do is buy city council that they own. And this is what they failed to do. Reporter this relationship isnt going to be strengthened overnight and no one thinks compromise will come easily but doesnt expect any huge butt doesnt expect any huge confrontation with chevron. Many issues were resolved by regulators after the refinery fire two years ago but he wonders, if city elections might change. Richmond has what he calls a tradition of behind the scenes machines controlling elections. I think the part thats different is it doesnt work anymore. Reporter whats interesting to note is that voters clearly rejected the chevronbacked candidates, but last year, people in richmond were asked to outline their priorities. At the very top was safety on the streets, crime reduction. They are also concerned about the condition of the roads. The refinery wasnt their top priority. Yeah. He got into the race just this past august so the voters would have another option. Some contests are still too close to call including a congressional race. Reporter the democrat against democrat race [ no microphone ] reporter the costliest Congressional Campaign in the bay area is still not over. 100 of precincts are reported. Mike honda leads ro khanna by 4. 5 points but thousands of absentee and provisional ballots still have to be tallied. Honda is seeking his 8th term representing the 17th district which covers much of Santa Clara County and the southern part of Alameda County. Fellow democrat ro khanna put up the biggest challenge honda has ever faced. The Honda Campaign held off today declaring victory but said things are looking good. It may be a while before we have a winner. The registrar will be counting ballots through the weekend. 3million spent by each candidate. The san jose mayors race is still also too close to call tonight. However, that did not stop sam liccardo from declaring victory. Im making this announcement because i think its time for us to move beyond the election day battles. Its time for healing in the city. Well, he holds a 2,000vote lead over dave cortese but as many as 125,000 ballots or more may still need to be counted. Its one of the reasons cortese is not yet ready to concede. Theres too many ballots out there. Whoever comes out on top will take office on january 1. It is a different story in oakland. Councilwoman libby schaaf set to become the next mayor there. Hit the ground running, walk, driving, which is exactly what she did today. She wasted no time declaring herself the winner and saying she wants to start moving right away. Heres the story. Reporter oakland got a new mayorelect today a 48yearold native whose first goal is to change both the citys image and its direction. Its time for this city to come together. Reporter schaafs goal is to replace the image of oakland as a chaotic city in the middle of a crime wave. To one of a city on the rise full of neighborhoods that are both hip and more affordable than neighboring San Francisco. A vision political consultant larry tramatola says was right on target with voters. Oakland was saying that were normal. Im looking for somebody who can get things done. Make it more userfriendly, people friendly. A government thats more responsive to its people and a government that delivers the most basic service at all of all, and thats safety. Reporter perhaps the biggest change will be schaaf sees herself as a sales woman. Oakland has a great story to tell. Reporter something that the often dour looking jean quan never pulled off. Oakland cant wait to start moving in another direction. Reporter schaaf already got one big break. In the same election, voters overwhelmingly approved extending a tax to help pay for more police. Its picking up from San Francisco like the rest of the bay area and thats what voters in oakland are saying. We are seeing berkeley go up, san leandro go up, we are seeing the rest of the bay area, lets join on the elevator. People who live there say there are three issues that bug them safety, safety and safety. She wants to differentiate herself from quan who never got off the ground with that. Going to try to bring the cops back. Its not just policing. She has to get herself a police chief in there that she agrees with, maybe the one thats in there now, and get it going. Reporter San Francisco just passed what will become one of the nations highest minimum wages from 10. 74 to 15 an hour by 2018. [ indiscernible ] reporter thats what shane pays his employees. He is having trouble keeping good workers which is why he came to this job fair. A lot of the people are having to apply from outside San Francisco so they have to commute and a lot of time they dont last because they have to commute. Reporter average apartment in San Francisco over 3,000 a month. You make minimum wage . You could pay half that if you didnt eat, before taxes. Anthony is barely making it. We have been focusing on people who have been chronically unemployed due to anything from stepping out of the job market to raise a family, coming home from incarceration, coming home from the military. In oakland, voters overwhelmingly approved raising the minimum wage. It will go up from 9 an hour to 12. 25 next march. In one week the government has given out more than 2 million in aid to help napa recover from the earthquake. Fema has received close to 2,000 applications from homeowners and renters. The money can be used for repairs, medical expenses or temporary housing. Only people in napa and solano counties are eligible. Other bay area headlines, san jose finally got the water shut off from that broken main. It snapped just before 1 p. M. This afternoon sending a river of water down the villages parkway. Kpix 5s john ramos takes us inside the operation to stop the deadly virus in its tracks. Reporter vaxart is a small Biotech Company in south San Francisco that is unknown. Jackie speier hadnt heard of them. Had i know the read an article in the newspaper i wouldnt have known that they were here. Reporter the company may be an important player in preventing worldwide outbreaks of diseases like ebola. They have developed a way to put vaccines in tablet form making their products more stable with a longer shelf life eliminating the need for cold storage which can be hard to find in poor third world countries. It can be mailed. It can be dropped from helicopters. And it could in fact be part of the solution. Reporter thats why its so surprising that this project was shelved back in 2012. The ceo says they just couldnt find any funding. Private investors didnt see a profit in it. And governments tend to focus on treating victims. We would love to see in general more funding go into a vaccine. I dont know the exact numbers. But its being a sliver of the funds that have been made available have been made available for vaccine development. Reporter even with funding, getting fda approval is a slow process. But as the world gets smaller, its becoming less possible to view disease as something happening over there this is going to happen again and again. So ebola might come back or next virus might emerge. This is the ideal platform to respond to those newly emerging trends. Reporter in south San Francisco, john ramos, kpix 5. John says that the company can develop a vaccine for ebola probably wouldnt be available until 2015 at the earliest if they can develop it. Its not the Sex Education but who is teaching it that has parents angry in lafayette. Planned parenthood teaches Sex Education classes in the acalanes district. The program has been going on for 10 years but a group of parents says planned parenthood has an agenda. Planned parenthood is a business. It is a business that sells sex. Its way to get clientele is to sexualize young people and turn them into life long clients. I never felt like planned parenthood was, you know, promoting their own services or encouraging us to have sex or anything like that. The district superintendent says planned parenthood does teach abstinence. The parent group plans to ask the school board to cut ties with planned parenthood tonight. Reporter the city of santa monica was the first to do it. Now Santa Clara County is considering a healthy nail salon law. Salon workers are regularly exposed to chemicals known or suspected to cause cancer and other health issues. And they have long complained of rashes, headaches and respiratory problems. County supervisors want an ordinance that would reward nail salons that provide healthy work conditions like gloves, ventilation, use of safer products, as well as additional training for technicians. About 80 of Santa Clara Countys more than 7,000 registered nail technician are vietnamese. Many are immigrants and of childbearing age. General motors is trying a new tactic to get car owntors respond to recall notices. The car company is offering a 25 gift card as an incentive to get consumers to fix their recalled cars. So far, only about half of the 2. 5 million cars recalled for ignition switch defects have actually been brought in to dealerships for the repair. Car owners will be able to choose a gift card to starbucks, amazon, walmart and a few other retailers. To qualify, the repair has to be done by december 1.
