It could cost more to go to school at one of the university of california campuses. A plan would bump up the tuition as much as 5 each of the next five years. The average right now is a little more than 12,000 by the time 2019 rolls around it would be more than 15,000 a year. Reporter the apple Valley College<\/a> is a much more colorful campus than a decade ago. Its demographics follow the overall trend in Contra Costa County<\/a> as minority populations grow. That change is not mirrored everywhere. There is a little diversity in the faculty but more in the students. Reporter johnson credits her success at the school to teachers and counselors she identifies with. When you see a leader that shares your history or culture then it gives you hope. Do we need to hire, um, folks of various, um, nationalities, ethnicities and races . Yes. Reporter the president and the other Community College<\/a> president s in contra costa are part of a drive to recruit and employ more diverse faculty and staff. State law prohibits affirmative action hiring. Its a difficult discussion after prop 209. But race matters. Me being a black student and have been a black teacher is easier to connect. Reporter Research Shows<\/a> students connect better with teachers and mentors who look like them and that connection keeps them on track to graduation. Africanamerican and latino males are falling behind. Its still about hiring fabulous people. Its just also being open to the possibility that fabulous people will not look like us. Reporter this english teacher might seem like an unlikely advocate but her students point out inspiring minority students isnt solely based on race. Its not necessarily about the teacher being white or black or anything like that. They have to understand that you have a certain student population on campus and every student is different. Faculty relates to somebody who has to struggle. I have to struggle and i still am. Reporter the Demographic Research<\/a> validates the struggles still exist for minorities. An accident involving a chp officer has backup traffic on interstate 680 in san ramon. Theres live pictures from chopper 5. You can see the emergency vehicles are out there right now. All well, all the northbound lanes. 680 were closed at crow canyon. It appears that there is now one lane open at least in the northbound direction possibly two. Three vehicles involved in this one a medical helicopter was called into air that motorcycle officer to the hospital. You can see what appears to be a motorcycle down in the number one lane there. We are told that that officer has serious injuries. Of course, the accident is backing up traffic during the evening commute. Well stay on top of it and keep you updated. California has a lot of infamous killers but 40 years San Francisco<\/a> was terrorized by mass murderers rarely mentioned. Linda yee found out why no one wants to talk about the zebra killers even today. San Francisco Police<\/a> have intensified their so call operation zebra. Reporter it was national news. Racially motivated murders nicknamed zebra for the police radio band assigned to the case. All the same pattern, white people shot down by a black gunman for no apparent reason. Reporter suspects roaming San Francisco<\/a> streets mutilating, torturing and killing. They eventually decapitated her. Reporter lou was a patrol sergeant during that first zebra attack. A young couple kidnapped while walking in their Telegraph Hill<\/a> neighborhood in october 1973. The husband survived. They pulled out a gun and fired at me twice. Reporter the future mayor art agnos was their sixth victim. Then i look down i was bleeding. Reporter shot after attending a Community Meeting<\/a> on potrero hill. The killers were tied to a militant black muslim group known as the death angels. In order to be initiated into this very murderous group, they had to kill a white person. Reporter by christmas, more than a dozen people were butchered or shot. One night five people were shot in two hours including a 45 yearold woman who was just doing her laundry here on silver avenue. Thats when the gunman walked in, shot and killed her. People were scared to go out at night. Reporter this head of the task force to find the killers, mayor joe alioto ordered a citywide dragnet. Those extraordinary measures are going to involve stopping a number of people in San Francisco<\/a> who fit a certain profile. Black, between 20 and 30, 59 to 6 feet tall, of medium build. There are a lot of people in San Francisco<\/a> who fit that description. Reporter the city cast accused of civil rights abuse. Cecil williams of glide pointed out the lack of random stops when cops were looking for the Zodiac Killer<\/a> six years earlier. They did not in fact begin to create a dragnet at a police state as it relates to white participants. Reporter a federal court ended the stops. But what finally broke the case, composite sketches. Death angels member Anthony Harris<\/a> saw himself in the drawings and fearing for his life and seduced by the 30,000 reward money, he called the cops. And he laid everything out to us. Names, places, crimes committed. Reporter four zebra suspects were convicted for 16 murders and remain in prison on life sentences. Anthony harris was in witness protection. Today, 40 areas later, the case is rarely discussed. Almost forgotten. This was such a racially sensitive issue, um, a radical sect of the black muslims killing white people, its something that this country is not comfortable discussing or remembering. Reporter it continues to haunt the survivors and families of the murder victims. In San Francisco<\/a>, linda yee, kpix 5. Police stopped and searched more than 500 black men as part of operation zebra. The killers trial lasted more than a year. At the time, it was the longest in california history. San Francisco Mayor<\/a> ed lee is going to seek reelection. He made that official today. So i want to say very clearly that i am going to be running for reelection and im honored to do that. The mayor joked a bit that it was fitting that he was asked whether he would run again while checking out construction on the track at kezar stadium. He says the success of several propositions in tuesdays election helped him make up his mind. The two republicans leading the new gop controlled congress say finding Common Ground<\/a> with the other side is going to be hard work. Congressional leaders from both sides head to the white house tomorrow to Start Talking<\/a> about next years agenda. House Speaker John Boehner<\/a> says the gop is ready to work with president obama if the president is willing. The president continues to act on his own, he is going to poison the well. The individual mandate. People hate it. Senator mcconnell didnt suggest he is going to fold on his principles. The president isnt going to do that, either. Senator Mitch Mcconnell<\/a> says he can work with the president on two quick fixes in the new congress. New trade agreements and a tax overhaul. We now know how hackers gained access to a Record Number<\/a> of credit card accounts during the massive home depot breach. On our consumerwatch julie watts says they used the same tactics they have used when they have hacked target. Reporter twomonth investigation revealed hackers got into home depots system by using a stolen user name and password from one of its vendors. Once inside, home depots system, the hackers were able to gain access to the companys secure main server stealing credit card information by installing malware on checkout lanes. The breach was undetected for five months resulting in the largest Retail Credit<\/a> card breach to date exposing 56 million credit card accounts and 53 million email addresses. Well, a Record Number<\/a> of booster seats got top ratings this year by the institute for highway safety. This is what can happen to a child with no restraints in a 35mileperhour crash. Put that kid in a booster seat and it cuts the risk of injuries by 45 . It elevates children in the back seat with a proper seatbelt. 27 of the 41 new seats got the iihs best bet designation this year more than any other year.
