All right, da lin, thank you. More and more Bay Area Police departments are using body cameras on their officers. In oakland, city leaders say its a big reason why use of force cases are plummeting. Kpix 5s ryan takeo dug into the numbers and found out theres more than meets the eye. Ryan. Reporter well, both the outgoing and the incoming mayors agree that body cams are a big reason why the use of force numbers are down but we notice a common part of an officers job well, thats way down, too. The numbers are staggering. Since 2009, use of force incidents have dropped a whopping 74 for Oakland Police officers. But we also noticed the total stops or contact with the public have also dropped 59 . Cops have used batons, tasers and guns a lot less. But they are also dealing with the public far less frequently. Our Police Department remains extremely stretched thin. Reporter the drop in stops doesnt surprise mayorelect libby schaaf who blames the departments low officer count down 15 since 2009 but notes that starting to turn around. Increasing the numbers of officers, giving them time to get out of their cars and build relationships with the community. Reporter while Business Owner thinks a more personable Police Department would help she wonders whats in it for cops to make more stops. She thinks officers are lying low fearful their actions with the public will be put under the microscope. I think we are watching closer. Reporter schaaf counters the cameras could help the officers. It really allows people to see what happens also from the Police Officers point of view. Reporter acting as an independent eye in case someone complains of injustice. Theres a way for both sides to be held accountable. The mayorelect says the body cameras more of a symbol as far as the larger reforms, the Police Department is undergoing, she says she also credits that better training in the department. Ryan takeo, kpix 5. Tonight, new outrage over a bay area cops threatening tweet. Veteran san jose officers Phillip White used his personal twitter account to react to nationwide protests over Police Brutality. He tweeted, threaten me or my family and i will use my god given and law appointed right and duty to kill you. Hashtag copslivesmatter. Theres a march in san jose over that officer. Kpix 5s Christian Hartnett on what the police chief told protestors moments ago. Christian. Reporter its back to being a quiet empty front of the san jose Police Department headquarters here. But earlier there was over 100 protestors that filed in. They had started from the Santa Clara County government building and headed over here. These protestors angry over these tweets that officer Phillip White sent and they are so because they were so angry about it, officer white currently on paid administrative leave but they said that was not enough. They said he needed to be fired and so they brought over a petition with 13,000 signatures calling for his firing. So police chief Larry Esquivel greeted the protestors and had this to say to them. [ screaming ] let him speak. Let him speak. Thank you, raj. I really appreciate the opportunity. Thank you for being here. [ screaming ] your voices are truly important to me. This organization. The community. Being a native of san jose, this is important to me as a person of color and as a chief. Believe me, this is very troubling for us as an organization. It is not it is not what we stand for. Reporter now, the coalition for justice and accountability was one of the groups behind this protest today. One of the leaders of that group told me that after hearing the police chief speak with them, he believed that officer white will be fired. Live in san jose, Christian Hartnett, kpix 5. A walnut creek man fed up with speeding drivers going down his street has taken matters into his own hands. But kpix 5s john ramos found out, neighbors say he went a little too far. Reporter when Northgate High School lets out this neighborhood can get a little busy but the rest of time quiet place drive in walnut creek lives up to its name. So what showed up here today really has people talking. Coming down here today and seeing this was really a shock. Reporter this sign was posted by an angry father calling out the driver who hit his daughter and apparently drove away. Those who see the sign have a predictable reaction. Its sad because we thought, my god little 6yearold girl hit by a hitandrun driver . And he didnt stop . So we didnt know if the girl is injured or killed. Reporter it turns out neither. According to walnut creek police, a man reported wednesday morning that a car might have, quote, slightly hit his daughter. But the girl was not injured. And her parents requested no police or medical help. We thought somebody got hit really. Or killed reporter peoples reaction to the sign seems to change a little when they find out it was more drama than trauma. This seems a little extreme and it leads people to believe that some little girl was really hurt. And i find that a little over the top. Its an overreaction, no question. And frankly, its the last thing i would ever do. Would i be concerned . Yes. But to put that sign up . I think it frightens people in the neighborhood unnecessarily. Reporter no one here blames the father for being angry. They just wish he had been more clear about what really happened. In walnut creek, john ramos, kpix 5. Police say there have been no major accidents at that intersection. But the neighborhood is a school zone and people frequently drive too fast in that area. Jury selection in the trial of suspended state senator leland yee and his 27 Co Defendants is due to begin on june 1. He is facing corruption charges. Among those accused with him is Chinatown Association leader raymond shrimp boy chow. He is charged with conducting an organized crime enterprise. Opening statements are set to start on june 22. Four months after the napa quake and it is not over yet. Scientists say the fault is still moving. Elizabeth cook has more on the earthquake in slow motion. Afterslip is movement along a fault on the Ground Surface after the earthquake has occurred after a major slip on the fault has occurred. Reporter the south napa earthquake of august 24 is still happening just very, very slowly. If you were to watch the surface and you could put it in slow motion, you would just see the surface slowly move apart. Reporter that, of course, raises some serious concerns for anyone trying to rebuild including the city itself, which has to maintain infrastructure and issue permits for anyone doing construction. If the fault continues to slip, when do you repair it . How do you know when the repair is done . Reporter city leaders say they are still trying to understand what afterslip means for their rebuilding efforts because no one is exactly sure how much more movement there will be and for how long. We will have a large future in the bay area. Reporter so ground continues to move with more shaking ahead. All the more reason to rebuild and reinforce. Reporter ken, it must have been quite a sight to see this man 40 years old on a sidewalk just staggering along with a knife sticking straight out of his head a few weeks ago. Well, what is even more remarkable perhaps is that he is living to tell about it. Jimmy mcintosh the victim got into an argument with his girlfriend also month that ended with him getting stabbed in the head with a 12 knife. Witnesses saw jimmy stumbling on the sidewalk. It was bright and shiny with a handle on it coming out of the top of his hand. How could he still be alive . Reporter the knife was wedged into his skull. Three weeks later now jimmy tells the marin independent journal it was surreal. There was a large kitchen knife sticking out of my head. I actually tried to pull it out myself. I thought for sure i was going to die. Vertically oriented coming in right about here. And up about 12. Reporter a doctor chief of neurosurgery at marin general says he had to use bolt cutters to remove a big portion of the knife. He says jimmy is lucky he didnt pull it out. He tried to pull it out. And i think its quite fortunate that he wasnt able to. It had hit the side of that major draining vein to the center of the brain. Reporter if he had succeeded . If he had succeeded, maybe he would have gotten lucky. But he would also have some bleeding on the outside of the brain as a result of it. So that probably would have gotten worse and he would have slipped into a coma. Reporter glenda bernardini is charged with several felonies including assault with a deadly weapon. She has posted bail and is now out of jail. Glenda was jimmys girlfriend. Jimmy was out of the hospital in four days. I asked the doctor, is that some kind of miracle here that they were able to remove the knife, they removed that other piece you saw in the xray and that he is out in four days . You know what was more miraculous is that he was talking to him the whole time. He was conscious. He was not in pain. But he came millimeters from his death. Reporting live, im joe vazquez, kpix 5. If miss bernardini is convicted, she could spend more than a decade in prison. A brutal Armed Robbery left a cashier badly beaten and a bay area market short 18,000. Kpix 5s Christian Hartnett on the reason thieves likely targeted the store. Reporter business rolls on at el rancho supermarket just days after four masked men rushed inside and made off with 18,000. Even beating a clerk when he couldnt open a register fast enough. Bonnie cant believe what happened at her neighborhood store. Where else, what other business, would you be able to come away with that kind of money . Reporter they had so much money because of this. A checkcashing counter. Robbers got into the safe where most of the money was locked up. Then they ran off into the darkness. And these suspects left the store, they were armed and ran through our neighborhood streets with weapons. What if they had decided they wanted to take refuge, you know, in one of our homes . Thats a very dangerous situation. Reporter bonnie wants the store to have higher security. Police are still hunting for the men. Surveillance video is everywhere but so far they havent led to suspects. In menlo park, Christian Hartnett, kpix 5. Investigators are working with other Police Departments that have seen similar robberies with similar suspect descriptions to see if there is a connection. The thousands of rods and bolts on the new eastern span of the bay bridge are secure and should remain in place, that is the conclusion of a report to be considered by an Oversight Committee tomorrow. That report is the result of an investigation that began after 32 of the big bolts the fasteners snapped last year. It found that the rods that failed lacked a basic property that resists cracking. But it says the rest dont have that flaw and are completely safe. More than 100 people forced to evacuate during the height of last weeks storms are back home tonight. Things are now much drier in the Mobile Home Park on harbor boulevard and belmont. A week ago residents had to leave because the water was too deep. All the homes have electricity again meaning they are now livable and Emergency Shelter for the guys placed residents closed this morning.
