There could be a domino effect because while this is just one of several refineries in the state its one of the few here in Northern California and it could hit us at the pump. Heres the story. Theyre in the process of shutting the plant down now. Its a complex operation that takes a while. But by thursday its not going to be making gasoline anymore. Is that right . Not good news for bay area drivers who after years of feeling pain at the pump are starting to see gas prices drop. Tesoro plans to keep its other refineries running to make up for the loss. The question is for how long . Are you talk about for three days or a month . Reporter hes spent years studying californias roller coaster gas industry. Refineries do have backup plans. Theyll be able to keep producing in the short run. If the strike goes for a long time though we might start to run in to that problem. How long do you think this could go on . Dont know. The last strike we had in the industry lasted over three months. Reporter the last gas strike was more than a decade ago but the underlying problem is the same. Californias gas is different than the rest of the nations. Its had a major effect cleaning California Air but costs a little more to produce. Not every refinery can produce it. Reporter you cant just start shipping it in from neighboring states. If refineries go out on strike we can bring in gas from other areas but first of all, it takes a few weeks and second of all not every refinery can produce the special blend of gasoline we use. Reporter if the strike spreads, what about the states other refineries . It can eventually affect all of them. Tonight what we might be seeing is what they call flaring as they prepare this refinery to shut down and let out some gases. Its a question of how big of an impact its going to make. But building an underground parking garage because of the problems its had with neighborhoods recently is one of the most difficult things its ever attempted. We got a call from someone calling in on 911 saying they had seen an object flying from the sky. It appeared to be a plane. Reporter in seconds an Emergency Response ramped up sending deputies, chp units even the Sheriffs Department chopper nicknamed henry 1 to an area west of the rural Sonoma County town of valley ford. Everyone completed a search of the area. Along with bystander reports it was determined that a meteor that had falling, not a burning airplane. Now the east Bay Regional Park District is doing more to let dog owners know about this danger. The algae lines the waters edge and off leash areas so some dogs do wade in to the water. Josie a Chocolate Lab is the latest dog to die from the algae. Her owner is putting up signs. She says people are not aware of the danger ore how quickly it kills. It was an accident. She got in to the water for not very long. I called her back and later that night she died. It seems like it took a long time for the Park District to get the word out. Nobody knew we were going to be in the middle of january with no rain and warm temperatures. The Park District says it put up signs in september after discovering the algae but has ordered some larger bigger print signs after those dogs died. Its raining in far Northern California but not here. Its still a blocking ridge. It will go from the a blocking ridge to a steering ridge. Now theres a wall in the atmosphere but its not over us. All of this moisture will now hit the wall, go up over the ridge, but now that means its passing over the bay area. The same thing blocking the rainfall brings the rainfall to us.
