All the victims made a mistake leaving laptops or other electronics visible inside their cars where it didnt take long for thieves to notice or take advantage. My gut reaction is i feel a little violated. I have had that happen before. We dont leave anything in the car. We know better. So we have a daughter that lives in the city and she doesnt leave anything in her car because she knows not to. Reporter there are security cameras in the parking lot but police say they dont have any significant lead in what they describe as crimes of opportunity. Reporter two state lawmakers propose legislation to tighten vaccination laws in california. They want to get rid of the personal belief exemption. It is a loophole that allows parents to enroll children in School Without the required vaccinations. Today senator and dr. Richard pan said its risky. He says the Measles Outbreak is the wakeup call to protecting our health. In too many schools, not enough children are immunized to prevent an outbreak. Our current laws are not Strong Enough to protect them or us. Reporter the legislation would also require parents to be notified of vaccination rates at schools. Senators boxer and Dianne Feinstein jumped on, as well. They sent a letter to the state health and Human Services secretary saying we believe there should be no such thing as a philosophical or personal belief exemption since everyone use public spaces. They went on to say that parents who refuse to vaccinate also endanger other families. If the legislation passes, california would join 32 other states that dont allow that personal belief exemption for vaccinations. You know, a lot of strong opinions right now. Reporter its tough. He said, wait, i cant send my kid to school with peanuts in his lunch because it endangers your child who has an allergy but yet you can not vaccinate your child and endanger my Childs Health . West coast Port Operations could grind to a halt in five days if both sides dont reach a new contract. The contract covers 29 ports including oakland. The Pacific Maritime Association Says employers wont keep paying workers who arent moving cargo at the normal rate. Right now, there is already a congestion crisis. It boils down to a contract disagreement with the union. Both sides are arguing over pay and benefits. Talks are under way in San Francisco but there doesnt appear to be much hope. I am on top of mount tam right now where it is cold, windy, foggy and starting tomorrow and over the weekend a lot of rain. If its what its predicted up on mount tam today they were getting ready for it. They certainly wouldnt be able to do this over the weekend. They are clearing paths and maker sure there are no twigs or branches in the storm drains that could cause roads to become rivers and would bring sediment into the Water Treatment plant in marin in spots where fish live and that could kill them. Its a decades old program and its worked well. They arent worried about that up here. But one spot that is a little worried and pulling out the stops today the sandbags, tonight all of Elementary Schools in novato one of the marin county schools that flooded back in december, they are not taking any chances with the next storm. The flooding actually went into our classrooms, rugs had to be taken out, bookcases had to be removed and books pushed away. We had to cross our fingers. Yeah. The north bay you are under a Flash Flood Warning from tomorrow evening through friday evening. Thats when your heaviest rainfall is coming down. Rainfall totals widespread three to seven inches with some of the higher hills in north Sonoma County lake and Mendocino County upwards of 10 of rainfall. Now, all of us get this, this is high winds. A wind advisory is in effect for the entire bay area for sustained winds 20, 30, 40 Miles Per Hour with higher gusts. That is coming up on friday, as well. Now, todays wednesday. Wheres the storm . The actual low pressure area is due west of eugene, oregon. And its lifting off to the north. This is the storm that will give the north bay the rainfall. Well have to wait until friday before the rain makes it to San Francisco and points south. So were looking outside right now. The heavy rain arrives only in the north bay tomorrow. It covers the rest of the bay area on friday. And friday evening especially that drive home will be very wet and very windy. For the first time, the San Francisco District Attorney is talking about the case of that body stuffed into a suitcase. Why the prime suspect was allowed to walk free. Thats because some say the police did not collect enough evidence. Now the prime suspect in this case is free. We are told he is somewhere in San Francisco tonight. Now, because he was not charged with any crime, he is free to leave up to even leave the country if he wants to. It looks damning. A San Francisco man has been found guilty of running an underground website that served drug dealers and all sorts of criminal activities. A jury convicted Ross Ulbricht on all counts. Prosecutors say the silk road website he created opened the door for more than a million drug deals. Ulbricht could face life in prison but his lawyers plan to appeal. The last case was reported about two weeks ago. Some sick sea lion pups are washing up on the california coast many being cared for right here in the bay area. Kpix 5s don ford tells us, the surge is baffling to even the most experienced scientists. Reporter more than 100 sea lion pups are being treated at the Marine Mammal center. Many are severely undernourished. They are being separated from their mother. They are emaciated, like a bag of bones. Reporter scientists dont know why they are being separated. But the starving pups are washing up statewide. The lucky ones end up here. Some are learning to eat fish for the first time while others are being forcefed to save their lives. Its a concoction only a sea lion could love, ground herring with salmon oil liquified in a smelly goo. Four to five times a day they are fed. Reporter stan has volunteered here for 15 years. He knows all too well not all of them will make it. Really hard to go by in the morning and occasionally one of them dies during the night because they are so far gone and had to carry a little say 20 or 30pound baby animal down to the necropsy, its just really hard. Reporter its an emotional time for the staff but they save far more animals than they lose. A baby northern fur seal is recovering here, too, usually seen in a alaska or at sea and staff is not sure how it got down here. But she is doing quite well. The center is struggling to handle the sudden surge of baby sea lions. Double the number they normally see this time of year. The center says that if the trend continues of ten animals a day, this hospital could reach capacity in only a few more weeks. In the Marin Headlands, don ford, kpix 5. There were more than 250 stranded sea lions last month. And that is the most in the last 10 years. Speaking of marin, this time tomorrow, paul, lots of rain for marin . Yeah. Marin is going to start getting the rainfall tomorrow evening. Its going to rain for a couple of days up there. We are going to see a lot of rainfall for the north bay. Were turning on a dime here with the weather. Today looked like and felt like rain but no rain. And for most of us tomorrow will be the same way. It is sunday for the as fanfest at o. Co thats when the rain will pick up again with a high of 65 degrees. So High Pressure has moved. Its finally, finally moved. Tropical moisture is finally on the way. So lets talk about timing. High pressure gets out of here but most of the rainfall is in the north bay tomorrow. Widespread rainfall does not happen tomorrow. That will not happen until friday. But even as the widespread rainfall moves in, closer to that plume of tropical moisture we find the area north of the golden gate, the north bay, the north bay mountains may receive 6 to 10 of rainfall and look at the rainfall disparity. Very heavy perhaps flooding rainfall for the north bay but the south bay, morgan hill, gilroy, san jose, los gatos, only 1 to 2 of rainfall. Antioch up to 2. 5 over five days. San francisco, San Mateo County we are still calling for 2 to 3 of rainfall. So much more rain to the north compared to the south bay. Perhaps 8 times as much in the north bay. Vallejo tomorrow we are cloudy but dry. 64. Cloudy fremont 64. San francisco also 64 degrees. Tomorrow is only the north bay. Friday very wet and also windy. Saturday we get a break just a few scattered showers. Sunday another round of wind and rainfall before the showers end on monday.
