Here in downtown oakland. Live in oakland, christin ayers, kpix 5. In San Francisco, a car slammed into a mother and toddler on a bicycle sending them both flying. An hour ago the scene at geary and 7th looked like this. Traffic was being diverted around the smashed bicycle and police cars. Police say an suv driver ran a red light and crashed into the mom and her little girl. Luckily, a pediatrician was nearby and tended to them. We are told the mothers leg was put in a splint. And the little girl was able to walk around after the crash but people who saw it happen say it looked bad. The light for me was green and i saw the car to my left come through the intersection and hit a woman and child on a bicycle went up in the air and landed on the ground. The mother and daughter were taken to San Francisco general to be treated and are expected to be okay. A fire at one of the worlds tallest buildings. Elizabeth cook with the amazing pictures. We had video of dubai of an inferno at a residential high rise. Flames engulfing several floors. The luxury apartment complex is the tallest residential building in the world. Winds were gusting at the time sending debris falling on to the streets below. Witnesses reported seeing flames fall from the building. It took hours for firefighters to put it out. The fire started early saturday morning. So there is a concern over whether everyone inside made it out okay. No word on the cause of the fire. The building is called the torch tower and is one of the iconic structures of the dubai marina in a trendy area filled with apartments, skyscrapers an hotels. Well be monitoring the story into the evening. Thank you. Just above the waters of San Francisco bay, we have the ongoing saga of the new bay bridge. As allen martin shows us, we have just learned a little more about one of the spans lingering problems. We are talking about bad bolts again. They are rusting and possibly cracking. If you buy a new condo or new house or car, you kind of do a last walk through. Right . Reporter hundreds of days after the bridge is opened caltrans is still trying to figure out whats going on at the base of the main tower a web of 420 steel rods that were supposed to be sealed in protective grout. At least 34 were not. Some of the rods was pulled from the foundation for a closer look. We have machined out the bolts. Reporter they went under a electron microscope. We saw corrosion and evidence of some damage if you will on the very, very surface but its too early to draw any conclusions. Reporter caltrans is adamant that the bridge is safe and ready to withstand a strong earthquake. But rod failures could mean more earthquake damage. Were talking about post earthquake performance that we can take traffic going. Reporter engineers wont know the full extent of the problem until testing is completed next month. They hope they can ride it out with more bad news on a 6 billion bridge. The bridge is safe, people are excited about it. Reporter now engineer Brian Maroney who you just heard from says the bridge could withstand the quake without any rods they are confident. But if the rods are failing it would raise questions for what kind of shape the bridge would be in after an earthquake. Thats why they built it. They are watching this so closely. Every little piece of corrosion and rust. And so thats good. For 6. 5 billion. You get your moneys worth. Absolutely. You bet. We first told you about caltrans new plans to implode parts of the old bay bridge. Today, the Transportation Agency announceddities officially moving forward with that idea. Caltrans is meeting with environmental regulators to talk about imploding the under under water piers. They say using under water charges it would take six seconds. It would spend less time impacting marine life. Oakland is trying to get a new stadium for the raid irs. The team dropped a bombshell on the city. They are willing to work with the rival San Diego Chargers to get a stadium. Kpix 5s da lin reports. Reporter even though this sounds like a crushing blow for oakland city leaders are optimistic about keeping the raiders who in town but they know they have to move foos both city and Alameda County leaders have said negotiations are slow with the raiders. The councilman larry reid blames jean quan for the missed opportunity. The nfl told us in a separate meeting that we wasted 18 months and we have wasted 18 months. Reporter raiders owner mark davis says if he doesnt get a stadium deal in oakland this year he will partner with the chargers to build a 1. 7 billion stadium down in carson south of l. A. The teams already bought the land. A message of urgency to us. Well have constructive dialogue. Reporter even though oakland mayor libby schaaf says any public money is off the take, for the first time, some councilmembers may consider using tax dollars to convince the raiders to stay. If thats what it requires, then i need to ask the voters for that permission to do that. Reporter oakland stands a better chance of keeping the raiders here if they make it a regional effort meaning they will have to reach out to making cities, politicians even corporations to try to convince the raiders to stay. Live at the oakland oakland, im da lin, kpix 5. The oaklandAlameda County authority will meet with raiders brass on tuesday to speed up the stadium negotiations. Heres some good news we hope. We are just getting word now that a tentative agreement has been reached in the bitter labor dispute up and down the west coast especially the port of oakland. The fight costing the economy billions of dollars. Devin fehely is at the port with the very latest. Reporter yeah, you know, um, late this afternoon, we spotted the labor secretary entering the building where those negotiations were take place. He was dispatched here to the west coast by the president in an effort to accomplish what we have learned happened a deal. With the midnight deadline fast approaching negotiators are trying to hammer a deal to end a labor dispute bringing trade at 29 west coast ports including the port of oakland to a near standstill. Sticking point a disagreement over arbitrators. Why arbitrators are so critical is they interpret the contract for the next six years. Reporter ucberkeley professor says arbitrators typically serve for the duration of the contract helping to resolve disputes that come up. But he says for such a small issue to potentially derail such a big contract speaks volumes about the contentious back and forth negotiations that have now dragged on for nine months. Whats an arcane difference on an arcane issue high stakes for the parties involved but very high stakes for the national economy. Reporter because of that economic Ripple Effect, the feds have gotten involved ratcheting up the pressure on dock workers in the Pacific Maritime association to strike a deal. There is a huge backlog. Reporter the port of oakland alone handles more than 40 billion worth of cargo yearly. In january there was a 32 drop in volume in what the Maritime Association claims was an intentional work slowdown an allegation the dock workers deny. But whatever the cause, businesses across the country and world are looking for relief of the logjam of goods stuck at west coast ports. The oakland port Third Largest port in california, fifth largest in the u. S. , there are plenty of ships that we can see in the bay and more in the pacific waiting to get into the bay. Reporter and we want to reiterate new developments in this case. An apparent deal between the dock workers and the Pacific Maritime association. We do not have any information about the specifics of that deal. But obviously, its a fluid situation. We will of course bring you the latest information as it becomes available. Reporter when commercial ships enter the bay, they are being watched and studied by the coast guard. We keep an eye on whats happening in the bay. Reporter inside this building we get a rare look at the control room. Just coming off the dock. Huge, huge vessels going under bridges, right beside each other all happening right here. Reporter in nerve center communicates with the captains and pilots, make sure everyone sees everything, very important when the port is crowded. San francisco is unique. We have significant currents. We have challenging weather. Reporter here at the bays largest anchorage it looks hazy. Inside computers clearly show each anchored ship inside a safety circle. Because of the labor slowdown, not all ships are coming in to anchor. At this time, a lots of those that are waiting for dock in oakland are staying offshore rather than coming in and going to anchor. So they are waiting until they can go directly to dock. Reporter managing all these players is complicated. All ships are required to have a transponder that automatically sends data to the coast guard. And these advanced computers use that data to predict when ships get too close preventing catastrophic accidents. Once Port Operations return to normal, the coast guard says no matter how many ships come into port, they will be watching to ensure that everything is operated in a safe and organized manner. Silicon valley is one of the worlds tech hubs of Course New Companies moving in all the time but some people say enough already the move to keep tech from taking over some favorite neighborhood hangouts. A lot of the locals cant go through that bubble because they cant afford the rents or whats happening to their buildings. I have heard some people in the Community Say that downtown is becoming an office park. Thats not good or healthy. Reporter the mayor says palo alto has lost 70,000 square feet of retail in the last five years. She is now pushing the idea of slowing down the pace of Office Development. Downtown and Citywide Office caps so thats one thing we can look at. We can also look at greater and stronger ground floor retail protections. It turns out the Palo Alto City Council will take up some of the ideas to try to slow Office Development on march 2. An act of heroism outside the Oakland Coliseum is getting one stockton man national recognition. Reporter ron jones with how the man stepped in to save a womans life during a raiders game. How can you not . How can you know the do it . Reporter stockton native donny is one of several people honored today. The chp is hosting an event for one of the oldest Nonprofit Institutions in america. The Carnegie Hero fund commission. Its been handing out these well deserved medals since 1904. Marshall reese reporter navidad was at a raiders game in 2013 when he heard commotion outside the stadium. A woman was teetering outside the top tier of the coliseum. Am i actually witnessing this . Reporter we spoke with him days after the event. The marine vet watched in horror as the young woman jumped from a 67foot ledge. I seen her falling i kind of grabbed her as she fall, tried to grab her so she wouldnt bounce. Reporter with her bare hands he broke her fall obviously bruised he had no broken bones. The woman was critically injured but survived. Im concerned with her. Like said, shes a young lady thats still got a whole lot of life left in her. Ordinary people are then put into a very difficult situation. The fundraiser for San Francisco burn victim was a big hit. It turns out the money is going to help pay medical bills for jorge flores. He is the guy who suffered thirddegree burns to his hands and face after a big fire swept through a building in the mission district. Flores was released from the hospital last week. The Hard Rock Cafe that hosted the event says that it raised nearly 1,500. Another 7,000 came in from other hard rock restaurants. Good for them. Yes. Time to check with paul deanno. Now to the not so great thing because we all can enjoy a sunny 70degree day but not every day. We need some balance. This guy right here is not allowing us that balance. Look at the snow over the rockies. Look at the rain making it into arizona and deep southern california. Look at the rain up to every direction, but right there. And guess where we live under . Right there. Thats the big ridge of High Pressure blocking anything from getting close to us. Tomorrow just like today, north wind, minimal cloud cover, highs around 70. Sunday a change. Low pressure going over the ridge sliding down the spine of the sierra. Well get rain close not about the rainfall for us its about cooler cloudier and breezy. Highs will be 10 degrees cooler coming up on sunday. But it will feel even cooler than that. So if you want to get outside over the weekend tomorrow the much better choice. Extended forecast we are dropping at 5 to 10 degrees coming up on sunday. Staying chilly on monday. Lows will be in the 30s away from the water. And we are staying dry all the way through next friday. But if i were to extend this out to an eightday forecast, which im not because it doesnt fit, i would be talking about a chance of showers. Reporter the sharks players were able to stretch their legs as they practiced on the rink earlier today. Kings players are actually about to start their practice in a few minutes here. A lot of fans around the stadium today in anticipation of tomorrow when over 69,000 will be here to watch this game. Now, this will be the first hockey game ever to be played outdoors in Northern California. According to the san jose sharks, it is sold out. But some fans here tell us they have been able to find tickets that people are selling online. A lot of prep work is being done tod
