Provide water for one in ten people in the county. It could theoretically generate enough water for 180,000 people. Its becoming finally i think an issue that goes beyond the drought and really comes down to the sustainability of growth in the state and whether or not we want that growth. Reporter cortese says he will once again order the county to study desalinization an idea which may gain traction while rain is short. The supervisor says the greatest obstacle is the will to move forward with the plan. He said if people could get on board and legal challenges could be cleared he thinks a plant could be available in a few years. In fremont, devin fehely, kpix 5. Even after tapping into new sources, california will have to do a better job saving water. Part of that plan could include neighbors ratting out neighbors. Reporter ron jones with details. Reporter this is our lowest level of savings for a single month since we started collecting the data last july. Reporter a grim Water Conservation report by the states environmental scientists. They say since july of last year, february is so far the worst conservation month. The report reveals californians reduced their water use by just 3 in february. These disappointing conservation figures for february are just one more reason why the governor issued his call for 25 urban reductions in his executive order last week. Reporter Scientists Say their investigation reveals everyone is responsible for the low numbers. Neighbors, businesses, government agencies. They say the warm Winter Weather is a contributing factor along with more tourists flooding the state. The focus here is on making sure that its a collective effort to achieve that 25 percents. Reporter because of these disappointing conservation numbers, the state water board plans to soon lay out a more detailed water restrict policy for californians. One will include a statewide system where people can report neighbors or Business Owners who waste water. That online reporting system will be up and running in the next few weeks. On an accelerated timeline. The dismal savings followed the driest january in recorded history. Now to the storm that hit the bay area today of course were talking about wild weather including thunder, lightning, rain and hail even high winds joe vazquez has been chasing down this spring storm but lets start with Brian Hackney in the weather center. In classic fashion it used to be a deep low pressure system moved out of the gulf of alaska off the Pacific Northwest and powered through the bay area overnight dumping as much as two inches of rain in parts of the Santa Cruz Mountains. You can see some of the heavier cells are now east of the bay area. In the big picture for just a few representative cities, we got about threequarters inch in santa rosa, twothirds in the city, livermore a little more than half inch, same for san jose. As i say, a little bit more up top. As for whats happening now, most of it has dried up except for a few suspect cells out there moving out of saratoga into parts of the Santa Clara Valley and a little bit there in the diablo range. But the real action has headed east of the bay area where very unstable air in the wake of the low pressure has triggered thunderstorms, funnel clouds, hail, lightning in parts of the Central Valley, missed us a little bit. But we did have a strong hailstorm in South San Francisco and also in napa this afternoon. As for the latest of what happened today, it was wild and veronica is going to tell us about that. Thanks, brian. As you just heard, this storm brought us a little bit of everything. Kpix 5s joe vazquez live with some of those highlights. Reporter veronica that storm moved quickly. We chased it around the east bay and it led to us walnut creek where it has completely moved on at this point. But i got to tell you, the impact has been felt throughout the bay area and even in the city itself. This is video of what used to be a construction site in San Francisco. High winds ripped through it today. Scaffolding was up all around this house on jordan avenue. Well, not anymore. The wind tore it down. Meanwhile, heres what drivers have had to deal withs across the bay area. Heavy rains, ponding, pooling on the roadways. This one happened at 280 and geneva avenue. Now, its not just rain. We also ran into some hail, very small hail in the vallejo and crockett areas. That was gone within a few seconds but the real drama, well, thats happening in sacramento where lightning and thunder and more lightning and thunder and hail and more rain have been drenching that area pounding it for a good couple of hours this afternoon. There was a Tornado Warning issued this afternoon in the sacramento area. And you can see why. This funnel cloud was spotted over the elk grove area. There were other funnel clouds seen in south sacramento. None of them touched down. Tonight muchneeded snow coming down in the sierra nevada. Live look at sierra at tahoe. Right now, some elevations will get as much as two feet. The ski resorts that have stayed open are hoping this storm will help them limp through the rest of the season. Cbs kelly ryan reports from heavenly. Reporter a drive up to tahoe today took quite a few drivers by surprise. I didnt bring anything, no chain, anything. I wasnt prepared at all. Reporter just outside Pollock Pines chain crews were kept busy. Also busily,ly ski resort which has heavenly ski resort which has been making snow but prefers the fresh snow. Natural snow is the best, it brings the cold temperatures, keeps the snow surface in really good condition. So it preserves itself for even longer. Reporter not everyone was expecting this much snow and so spring break visitors welcomed this late winter blast. Its a Winter Wonderland up there. It really is. I thought this was going to be like the nonsnow spring break like hiking and biking and all that kind of stuff but we were pleasantly surprised. Reporter with just two weeks left in the ski season resorts are expecting up to 7 of snow from this storm, a great way to end the season. In lake tahoe, mark kelly for kpix 5. A twoalarm house fire forced the closure of several streets in millbrae. You can see from chopper 5 the fire caused considerable damage to the garage and the front part of the house on helen drive. Other nearby streets were closed to make way for fire equipment. No one was injured. And its not clear what caused the fire. The mta is reinforcing its safety procedures on cable cars following an accident yesterday that seriously injured a conductor, hit by a minivan while walking alongside the cable car. Reporter playing with her sons on the floor of their apartment is a far cry from allison was pregnant with the twins and sleeping on the floor. To me it was a nightmare. Reporter two years ago her husband grant lost his job and they lost their lease. And then they learned the twins were coming. What, now youre pregnant with no car, no job, no house . Reporter it was a far cry from the independence they once had known. Allison sent her eldest son to the family on the east coast. It was too overwhelming. Looking for a job was almost pointless. Hygiene, i mean, that is a main part that you can be judged on just walking through a line at safeway. Reporter the tiein between homelessness and unemployment might seem like a nobrainer but not until recently did the state and counties decide to tackle the issues simultaneously. Paul oversees the Calworks Housing Support Program in contra costa county. Families that are homeless and pull them into permanent housing so we take that off their list of worries and that helps them focus on getting a job and going back to school. Reporter the state gave contra costa and 19 other counties about a Million Dollars each to invest in people. Here they partnered with a nonprofit shelter, inc. , to help 100 families. Given this opportunity to put us into a place where we can start paying money and paying rent. Reporter allison says getting housing saved her family. Out of all that breakage, i couldnt repair it myself. And i wanted to so bad. Reporter she is now a phlebotomist and grant is studying to be a plumber. Only about 20 counties got the funding for the Calworks Housing Support Program. They are asking now for 50 million to fund the program statewide. Still ahead, making sure nothing gets wasted. How some people are capturing the rain and getting enough to last them for weeks. And it will be a new way to roll through the north bay. Well get a sneak peek at the smart train. The closures start friday night may 8 through 5 a. M. Monday morning the 11th. Another closure is scheduled for the weekend of may 15. We are getting a sneak peek at the new smart train that will be rolling through marin and sonoma counties. A viewer sent us this video of one of the trains on a test run. The Transit Agency took possession of the first of seven trains over the weekend. Rail Service Begins later next year. But you will start seeing trains moving along as crews test the tracks. The smart train will eventually connect larkspur to cloverdale. But the first phase of the project will run from san rafael to santa rosa. Eventually the plan is to connect the rail system to Larkspur Landing and golden gate ferry service. Todays bay area storm brought slick roads for the crowded commute. This big rig jackknifed on 680 in fremont. It backed up traffic through the sunol grade. Cars could feel strong winds on the bay bridge, as well. High Wind Warnings were issued on the four bridges crossing the bay. Because of the drought, it is important to save whatever rain we get. Reporter Anjali Hemphill on how some californians are capturing that water oo will so its not wasted. Its my water i can do what i want with it. Reporter he is watering his plants the day before a big storm with rainwater he collected weeks ago. Its a big deal when it rains now. Reporter he built his rain system himself with piping that collects rainwater from the roof and this pump helps direct it through his garden hose. Its incredible amount of water we get from the rain. I mean, its like 18,000 gallons off my roof alone this year and we have only had two storms. Reporter he says it only takes half inch of rain to fill up his 1100gallon tank overnight. Theres a lot of water. And when you start seeing it for your own eyes then you know how much were wasting. I expect these barrels to fill again and have water here to water this irrigation zone for the next few months. Reporter clyde says the rain doesnt put a damper on his Online Business blue barrel systems where he sells do it yourself rain barrel kids. He says sales have shot up since Governor Brown ordered a 25 mandatory cut in water use. The phone has been ringing and the emails have been coming and the sales have been going. Reporter even a small storm brings in big business. Particularly when theres a forecast of rain, sort of a feeding frenzy, can i get these barrels today . Reporter for moni tj o, he is already ahead of the game as he continues to prove even a little rain goes a long way. I can use water whenever i want. I can use it to do all kinds of things with it, you know, and most people here cant. Okay. So thats he is harvesting rainwater. Yes. What i did is i hooked up a system to recover the greywater at my house. This is just stuff thats coming out of the shower and the bathtub. I have a 330gallon tank that fills up in four days. Wow. I mean, thats enough to water my entire property for over an hour once a week. Thats fantastic. I will not this summer have to turn on any tap water for any landscaping in my place. Was it difficult to do though its not difficult to do. I did it in about a day and a half and it cost about 200. Anybody can do it. Youre a handyman. I dont think i can do it. Ken can do it for me. This is the alternative to tearing out your landscaping t can be done. Ill put something on facebook. Rainwater, as well. Yeah. Plenty of water going down the drain. That is for sure. Once i said i need to do plumbing i never did it. Ken said im coming over this weekend. I know how to do it. He knows how to do it. Its a good idea. Around san jose we had clouds then sun. As we look over what used to be called Santa Clara County, now silicon valley, but boy, we had some good winds out there, too. As you can see, though, finally toward the end of this loop the sun coming out and when you get the sun sinking in the wes, there is a beautiful rainbow which we had when we shot from our roof cam 90 minutes ago and its all because all the action is heading out toward the Central Valley where they really got pounded today by the way. How it looks now, nice and clear for the most part. Were looking at to where they still have a few showers out there in the far east but for us we have sun in the city and 54, 54 concord. San jose 57. Willow glen, theres a little bit of rain coming down now. North of the Altamont Pass, as you head east on 580, theres a little cell out there. But the major action was out in the Central Valley and continues to be true. Rainfall totals we did fairly well. Pretty much as forecast. 1. 5 in the Santa Cruz Mountains at ben lomond. In the city twothirds of an inch. In redwood city, almost an inch. And livermore about a a half inch of rain. Hailstorm at 3 15 this afternoon in napa. Heres whats happening in the mountains. Winter storm warnings posted through midnight with snow levels down to 2500 feet now. Cold air behind this snowfall about two feet above 7,000 by tomorrow. And winds up there to about 30 miles an hour. So they will get a good dusting tonight. Out the door tomorrow morning, theres still a chance of a lingering shower or two, bring an umbrella but then youre not going to need it after noon. Temperatures start cool and finish in the upper 50s to mid 60s. We have clearing skies for tomorrow afternoon. Headlines now as we look live over san jose, showers linger tonight and then clearing up tomorrow and thats about it for any more rain that we can see for the next seven days or so of the so sunshine returns to the bay area mild temperatures after a fairly chilly reading tonight. 40 at napa and 43 degrees overnight low in fairfield. In the south bay tomorrow mid 60s will do it with increasing sunshine but a few showers tonight. And up in the north bay a few showers tonight. And then by tomorrow well be in the mid60s. Extended forecast shows that lingering shower chance wednesday morning and then thursday all the way through the workweek next week we have sunshine and numbers will be back in the 70s. It will be time to, you know, break out the umbrellas for sunshine instead of rain. Ken is going to come over this weekend. He has to set up our water saving. Well take care of it. Dont worry.
