Reporter the proposals would not directly affect small businesses. But the 500 million bond piece would slightly raise property taxes for homeowners. Not another tax or fee for us. Reporter mayor lee has put together a roundtable of city leaders to try to come up with a different plan, one that would not raise property taxes to the tune of 250 million. Starting january 1, faucets and toilets sold here will have to use even less water. Heres an example. Bathroom faucets can use no more than 1. 2 gallons of water per minute. That is a gallon less than before. Kitchen faucets can use only 1. 8 gallons of water a minute, about half a gallon less. And the public bathroom faucets will be cut way back only a half gallon of water can be used down from the just over 2 gallons used now. Consumers are going to save a lot of money on their water bills. In fact, their bills are probably bigger than the energy bill and these rates are going up fast. The new rules affect how much water toilets and urinals use, as well. Showerheads, however, are not affected. Those water uses are capped. The Energy Commission says that these new rules will not increase the cost of the appliances. In the south bay police used deadly force on a robbery suspect. Reporter even hours later, investigators are still on the scene collecting evidence at the scene of this mornings deadly officerinvolved shooting. Even as the officers own Radio Communications give a rare glimpse into what may have triggered the shooting. Reporter it captures the moments right before [overlapping speakers reporter investigators say officers were responding to a report of a robbery at a liquor and Grocery Store on tasman road. Detectives say the suspect used a knife during the robbery. Police got to the scene quickly and cornered the suspect in an alley where the shooting occurred. Our first officer that arrived at the scene contacted the suspect in an alleyway near the business. All of a sudden you hear pow, pow, pow, pow, at least four shots. Officers will defend themselves if their lives are threatened. Police have not released the suspects name. As is customary in cases like this, the officer involved in the shooting has been placed on paid administrative leave while it is investigated. There was another deadly officerinvolved shooting this year but that was after a chase that began in santa clara and involved the Santa Clara Police officer. In sunnyvale, devin fehely, kpix 5. The city of berkeley one step closer to saying goodbye to its ambassador program. As kpix 5s ryan takeo reports, they are supposed to keep the peace but recent outcries says just the opposite is happening. Reporter this is not a part of the Downtown Berkeley ambassadors job description. Hello. Reporter this is. They are supposed to give tourists directions and clean up the downtown streets. Every once in a while they are supposed to ask the homeless to stop sleeping in front of downtown businesses. Critics say the ambassadors can create tension and turmoil instead. They point to this video of an ambassador hitting a homeless man as exhibit a. Incident that happened in march was just a tip of the iceburg. Reporter the chair of berkeleys peace and Justice Commission thinks the video shows the ambassadors are ill equipped to handle the homeless and deescalate situations. The Commission Approved a resolution ending the ambassador program. The resolution will soon be in front of the city council. But mayor tom butts thinks the program is here to stay. The overwhelming majority of the City Council Supports the ambassador program. Reporter the mayor says this was an isolated incident and says the Downtown Berkeley association fired the fighting ambassador. The resolution to end the program is expected to reach the city council this summer. In berkeley, ryan takeo, kpix 5. San Francisco Police are calling that next guy the clean cut bandit. Take a look. Police believe that this man may be responsible for three recent bank robberies. In each, surveillance photo he is wearing a shortsleeved polo shirt. Photos were taken at these three banks in San Francisco. The latest robbery happened just yesterday. Police are offering a reward for any information that will help them solve the case. Late word from sacramento, a new bill that would force most parents to vaccinate their children just passed its first senate committee. It has two more to go before heading to the assembly. Passions were running high at the capital today. The antivaccination forces rallied outside with robert f. Kennedy, jr. , as one of the leaders. We ought to have policies that encourage full vaccination, full coverage, but thats not going to happen until we have safe vaccines. The proposed legislation eliminates most vaccination exemptions for kids in school. Children with Health Problems would be the only exception. And while the antivaccination people in the red shirts were the most visible and loudest, the provaccination people who include doctors, nurses and much of the medical establishment were busy behind the scenes garnering the votes to get this moving. Where it goes from here is going to be a long and involved process. But from the looks of things, democrats in california say they have the votes to push this through although they do concede its going to take some amendments to get there. In sacramento, phil matier, kpix 5. One of the highest rates of personal belief exemptions used in the state is right here in the bay area. Marin county had a 6. 5 opt out rate at the end of last year. What could be a smoother commute for san jose . The city unveiled its new Transportation Management center. Take a look. Think of it as the control center for all things traffic. It brings in 10,000 sensors, 250 cameras all in real time. The biggest deal the ability to control every one of san joses traffic signals. In the past, what we would have to do is have a technician go out to the field and actually manage a traffic signal through the computer thats located at each intersection. What we have today is the ability to do that through advanced Communications Technology within the comfort and the centralization of the single location right here next to San Jose City hall. That 10 million Transportation Center was funded mostly through federal grants. Bart is planning to increase its fares. But they want riders to weigh in first. So heres the proposal. Starting january 1, it will cost 10 cents more to travel from berkeley to macarthur as well as from el cerrito to 12th street, oakland citycenter. A 15cent increase is planned for longer trips. Reporter Antioch Police interviewed the couple but did not make an arrest. But their troubles arent over. They admit their landlord is evicting them because of unpaid rent. Its jeff belles third eviction since 2009. Things happen to everybody. And just because things happen that doesnt mean youre a bad person. Reporter jeff belle won the Contra Costa County School Board Seat by just a few hundred votes in november. His troubled past surfaced during the campaign. He pleaded guilty to a felony count of cashing a bogus check. There were reports of him falsifying his credentials. His exwife also publicly called him a con man. The mask lifts off. Reporter at the time belle admitted he made mistakes related to it the bad check but said he is a bornagain christian who learned from his past mistakes. Antioch police say they will not charge jeff belle with domestic violence. They say after talking to his wife, there is not enough evidence to charge him. In antioch, im da lin, kpix 5. Belle is looking for another home in his district. He says he will not resign his seat. New push to prevent rail disasters. This one targets that highly explosive crude thats being shipped on tanker cars. Elizabeth cook is following this story for us. Liz. Reporter thats right, kenny. A bay area congressman wants tougher rules on bakken crude. He says there is a way to make sure a Railroad Accident does not become a disaster. Were not going to shut down the transport of crude oil. But by god, that crude oil is not going to be explosive if nylec hon is adopted. Reporter the congressman and the head of the federal Railroad Administration are pushing for legislation to prevent a disaster on the rails like this one in canada two summers ago. A runaway train carrying bakken crude exploded, killing 47 people. It happened again in West Virginia in february. And as we have been reporting, railcars carrying the same crude are passing through bay area communities. We might be able in a very difficult circumstances to deal with the fire. But we dont want this kind of fireball rising several hundred feet. Reporter garamendi says the solution is removing explosive vapors and volatile material before the bakken crude is shipped from oilfields in south dakota. Also this week, emergency safety recommendations on shipping crude from the National Transportation safety board. The agency calls for brandnew railcars. They would be insulated and less prone to rupture after a derailment. They would also be equipped with higher capacity valves to relieve pressure. But these are just recommendations. New federal safety rules could take years. Two years into rulemaking almost finalizing the rule is actually lightning speed when it comes to a federal regulation. Reporter thats why congressman garamendi says passing a law is so critical. He says it would be the faster way to improve safety and possibly prevent a crude explosion. Its amazing it takes two years something this critical something this dangerous to get through our federal government. Nuts. Reporter theres a lot of legislation you have to get through. Thats for sure. All right, liz, thank you. Well, heres something you dont hear much about in San Francisco, new homes being built that are affordable. Thats exactly what the Housing Development in the Hunters Point Naval Shipyard will be. Construction began today. The condos will go for about 40 to 50 below the citys average housing price. We are setting an example for the nation so that we can say it works, you can do this other places. The first units have already sold out. The Developers Want to build a total of 3500 units on this site by the year 2020. Alaska airlines apologizing for kicking that woman with cancer off the flight to san jose. Elizabeth sedway was told that she could not fly without a doctors note. She posted a video of her family being taken off the plane monday in hawaii. Sedway, who has blood cancer, ended up missing her chemotherapy appointment the next day. Alaska Airlines Says it is refunding her ticket and paying for her hotel costs. A little hint of something coming in maybe monday night to the north bay. But it wouldnt produce much and aside from that it just looks like dry weather for the next week or so. I did pick up about a foot of snow at squaw valley last night and mount rose 7, heavenly 5. In fact, squaw valley got enough snow so that they are going remain open until april 19. They have gotten almost 2 feet of snow in the last week and that will enable them to stay open for a little bit longer. Thats the good news. You want to see the bad news .
