And certain people were photographing the suspect with their cell phones. Is there any Surveillance Video . Police revealed any of that yet . Reporter the police have not revealed that but last night when we were out here the police were asking anyone to might have had Surveillance Video to bring that in to try to figure out what happened maybe put together a timeline of exactly how he got to pier 14 how he interacted with kate because a lot of the witnesses are very shaken up as he said they offered up their photos to the San FranciscoPolice Department but other than that we are having trouble explaining exactly what happened. A spokesman said they are saddened by the tragedy and their thoughts are with her family. A school whistleblower says millions of dollars is being miss spent robbing taxpayers and kids. Only on 5 our da lin talked to that whistleblower who says the waste is still happening today. Reporter its a longtime district employee an accountant who says the numbers dont add up. According to his math, he believes the district mismanaged more than 1 billion and he thinks someone is pocking some of that money. Pocketing some of that money. Its dangerous to come forward. You can lose your job. Reporter after 11 years as an accountant for the west Contra Costa Unified School district, dennis clay says he could no longer stay silent. I followed the money. Reporter he says in just the last six months, the district did not accurately record where 60 million went. And he claims the district grossly overpaid for renovating and rebuilding schools. One of the things we do is when architects have errors, we dont charge them for the errors even though thats legal and normal. Reporter instead the district paid contractors and architects to fix their mistakes and even picked up the tab for contractors phones, laptors and other claims that add up to millions of taxpayers dollars wasted. A grand jury report also questions how the district spends money claiming the cost of School Construction here is three times the state average. Its up to the school board to decide how and how much to spend. Dennis says many funding issues were decided in private not public meetings. I have looked at districts comparable to ours located near fault line and inner bay but i have yet to see evidence to see we are spending more than they are. Reporter the new School Board President says it may be higher than normal but because they are building high quality schools. We are not spending the money in a foolish way that i can see. Its not just a whistle blower and grand jury prying into the districts finances. The district is now the subject of a federal probe. The securities and Exchange Commission is investigating the bond program. I do think money went sideways somehow . I think so. Reporter as the federal investigation continues, so does district spending. The grand jury report points out that the district will likely run out of the bond money before all of the schools can be rebuilt. Live in richmond, im da lin, kpix 5. The district is also hiring an independent forensic auditor to look into the whistle blowers allegations. A judge made a key decision in the criminal investigation of that deadly balcony collapse in berkeley. Allen martin joins us now with a look at todays ruling. Reporter yeah, ken. The Alameda County judge is saying that the builder of that balcony and the apartment complex is not going to be allowed to look at evidence during the investigation. Segue construction wanted to be involved when the District Attorney examined those broken balconies. The attorneys say evidence has already been tampered with and they dont want that to happen again. Removing the balconies from Library Gardens was a forensic investigation which removed any right that we had or any chance that we had in determining the source of the water into the balcony. Reporter but the judge denied segues request and Alameda CountyDistrict Attorneys office says segue will get its chance to look at all that evidence. We certainly will give other parties an opportunity to observe such evidence. We do that all the time. But at this critical point in investigating they want to participate in the investigation. That is to be done by those who have the authority and thats the District Attorneys office. The fourth story balcony collapsed last month killing six people including five Exchange Students from ireland. Seven other people were seriously hurt. The preliminary investigation showed the balcony beams had extensive dry rot causing them to fail and that caused the collapse. Thank you. Oakland police discovered a massive cache of illegal fireworks worth about 50,000. Officers and bomb squad officials removed the fireworks one box at a time. They were stockpiled in this east oakland basement. People have been coming by for days now buying fireworks. Came by in trucks and in cars and walking and buying fireworks. They been shooting them for the last week. Two men were arrested. Because each package of fireworks is considered a Felony Police say both suspects will be charged with hundreds of felonies. Its happened again. A drone got in the way of a u. S. Forest service plane flying over wildfires near redding monday. The plane had to land because of safety risks. Fire crews are worried the drones will collide with their planes so they cleared the scene when a drone is spotted. This is the third time in less than a week that this has happened. While most of the property tax money is already allocated, local elected officials will have some decisions to make about where to spend the extra money. Even though the 49ers are in the off season, thats not stopping the faithful from taking in the sights of levis stadium. But most people have never really considered how much this place is worth from a property tax standpoint. So we asked them to take a guess. Probably 50 million . But over like 1 billion. I dont know. 1. 2 san jose. Reporter kyle elvin was close. According to the Santa Clara County assessor, levis stadium has an assessed value of 1. 4 billion. Thats billion with a b. Thats 1. 1 billion in the building, the stadium, and land, and about 318 million in what we call business property. Thats computers, machinery, equipment. Reporter but levis stadium is not the only driver of the tax windfall. The total assessed value of the property in Santa Clara County is over 400 billion. Topping that milestone number for the very first time and up nearly 9 from last year. Its been a quick turnaround. During the great recession, we had 136,000 properties almost a quarter of the properties in the county assessed below purchase price. Reporter a vast majority of property tax money, about 45 , goes directly to Public Schools and the county itself and individual cities get a cut and it will be up to elected leaders to decide how to spend that money. The general consensus of these fans and taxpayers, stick to the basics. Definitely education. I mean, pay more pay teachers more definitely. Transportation. Streets. Poverty. Kids. Schooling. For socalled high usage customers, they face an unspecified super user electric surcharge. This plan was put forth by two Administrative Law judges. The plan is 383 pages long, released late on wednesday for a vote on friday. Critics immediately blasted it. The sierra club said, its hard to view this move as anything other than yet another gift to the utilities when nobody is watching. The puc has shown it continues to take orders from the utilities at the expense of the public. The sierra club is calling on the puc to approve a plan by its own commissioner.
