Water agencies and farmers. Im announcing today that the department of Water Resources is adjusting its initial allocation for protected deliveries of state Water Project water from 5 to zero. This is the first time in the 54year history of the state Water Project that projected Water Supplies for both urban and agricultural users have been reduced to zero. Its a measure of how serious the drought is. The department of Water Resources supplies water to two thirds of the state. It means local water agencies will have much less water to deliver to customers and farmers will have even less access to water. City leaders in San Francisco are sounding the same alarm take. They are officially asking residents to cut back on water use. Kpix 5s anne makovec says it reaches beyond the city as well. Reporter this water system provides water to three different counties in the bay area. Now, the governor has already asked everybody to reduce their water use by 20 . That is voluntary as is todays request. But mandatory rationing could be about a month away. We are now formally requesting all of our customers to voluntarily reduce their usage by 10 . Reporter 2. 6 million customers in San Francisco, san mateo, santa clara and alameda counties use water from the hetch hetchy Regional Water system. With little rain or snow, the levels are low as the population continues to rise. This is a serious issue that we are facing and we want everyone to participate. Reporter the customers on this system have already cut usage by 17 over the past decade. Today, they are asked to cut it again by 10 . A lot of people say they are trying. I just try to cut down as much as possible, not wash the car as much, not water of the lawn as much. Its not just individuals. What im hearing from the contractors is again they come to us and ask, you know, what do you have to offer us that we can offer the customer for Water Conservation . Reporter there are others who havent yet seen the need. Actually i live in an apartment. Reporter unless usage drops or rain falls, things could get worse and soon. It wont be that long if things do not change. We will start to seriously consider higher levels and mandatory. Reporter and there are already voluntary conservation, other areas 25 rationing. Californias top water watcher says now more than ever we need to save every drop of water we can. The Sierra Snowpack is at a record low, only 12 of normal well below previous record lows. This weeks snowfall made for a good day on the slopes but it didnt put a dent in the drought. Authorities confirming a woman was struck and killed by a train in redwood city this morning. San franciscobound train hit the woman shortly after 6 00 at the jaynes avenue station. The victims identificy hasnt been released. No word why she was on the tracks. The morning commute was disrupted for hours and at last check caltrain is single tracking through that affected area. A santa clara woman is recovering this afternoon from injuries caused by a house fire. Kiet do on how the smoke alarm likely saved everyone sleeping inside. Reporter the flames were so big and the heat was so intense, the neighbors couldnt even get close enough to knock on the door to make sure everyone was okay. Residents of the house reported the fire. It was concentrated in the second story and the garage area of the house. It took us about 40 minutes to have full control. When i first looked out the window, it was a small fire right in front of the van. And then i woke my husband up to call the police and we came out, we started throwing rocks at the window but no one came out. Reporter a Smoke Detector woke up a residence and that person woke the other three adults. One woman suffered minor burns. Everyone got out okay. There was no one away to see smoke or flames so it was fully engulfed by the tomb firefighters got there. It started by the time firefighters got there. It started in a garage where there was a lot of stuff jammed inside. The house was just put on the market for sale. A program returns to San Mateo County today for the first time in two years. The program was halted in 2012 because the laser menussed to remove the tatoos broke down. Organizers raised money to buy a replacement. The program serves exgang members and victims of domestic abuse. Reporter bay area Computer ProgrammingAcademy Awards are working on a plan to appease the state after the bureau for private Postsecondary Education told them earlier this month get licensed or pay up. These coding boot camps typically charge more than 10,000 a session and could face fines up to 50,000 if they dont comply. The state ordered the boot camps to stop admitting students and give past students a refund during the approval process. The academies say this will be, quote, catastrophic to current students but getting approval wont be an issue. These schools in question have already met to work on state applications. Were all here first thing in the morning. We all hang out and chat. Reporter but the question is, are state regulations up to date to keep up with the coding industry . One regulation requires schools to seek approval for every change in its curriculum, but the coding industry sees changes almost daily. So while this rule can neatly apply to other trade and online schools, it could be a setback to coding education. Some of the people on board fell ill after an outbreak of the norovirus. We just came here because our actual location was a little bit too far to drive today. It was earlier this week when we drove north over the Golden Gate Bridge to the mountains through the redwood forest near the ocean for the latest installment of, wheres roberta . . Lets unlock the secret and see where in the bay area we are today. Welcome to Point Reyes Lighthouse, 62 miles north of San Francisco and while it is a hike to get there, it is a true treasure along our california coast. The Point Reyes Light House was built back in 1870. This became part of the National Park system in 1962 when president kennedy signed the legislation to create Point Reyes National seashore. Reporter the rocks sticking out from land to sea caused many a shipwreck. So Point Reyes Lighthouse became literally a lifesaver. The lighthouse was certainly brought here to reduce the number of shipwrecks that had occurred up to then. And even after it was built, there were still about 60 more shipwrecks that had occurred. This is the foggiest and windiest point on the west coast. Reporter if you are thinking about visiting the historic Point Reyes Lighthouse, they are not kidding here its a workout. A coal chute ran down whats now 308 stairs. And when the wooden stairs were here before concrete, there were even more. And so all night long, that coal was being shoved by the lightkeeper. Reporter and what is your favorite part of the lighthouse . The lens itself was created by augustyn who created all the lenses. This was the first order lenses which is the first of the six sizes he created. Its art thats been here since 1870. Reporter unpredictable, the changing weather.
