Hey hey, ho ho, tuition hikes have got to go reporter you can hear students are not happy about the move. Governor brown and napolitano plan to form a twoperson committee to agree on how much state funding the system should receive in order to avoid that tuition hike. San mateo authorities announced they have successfully extradited the man they think is responsible for two cold case murders on the peninsula. 66yearold was moved from oregon state prison to san mateo county. He is charged with two counts of murder in 1976. Five young women were found murdered. The last victim found in pacifica. The District Attorney says his dna has been linked to two of the cold case murders. Halbower is accused of raping and murdering 17yearold paula baxter and veronica casillo. They are happy to see someone brought to justice. When the murders were happening in 1976 i was a resident of the county and intern in the District Attorneys office and i remember the fear throughout our community. Halbower could potentially face life in jail. The Death Penalty does not qualify for his case because it wasnt enacted during the time of the alleged crimes. He will be arraigned in redwood city this afternoon. The Oakland Police department is getting high praise from a federal monitor but it still has plenty of work left to do. In 2003 a court forced the oakland pd to reform itself after a Police Brutality scandal. The federal report shows the department has completed 19 of 22 tasks. The only thing is to find out why Police Officers get lesser punishments for infractions and other issues. Two pit bulls bit a woman yesterday morning after escaping from their backyard. A landscaper used a leafblower to protect himself. When the dogs headed toward a school, a officer ran them over with his patrol car. He used his patrol screen struck the two dogs. One was killed instantly. One was knocked to the ground, regained its balance and ran home. Police say the owners are cooperating with the investigation. No word though on whether the owners could face charges. Demonstrators are expected at a bart Board Meeting this evening. Outraged about criminal charges that some of their own are now facing because of this. [ screaming ] 14 protestors chained themselves to a bart train on black friday to protest a decision to not charge Police Officers in recent killings of black suspects. This happened on the platform at the west oakland station disrupting service through the transbay tube. There have been calls for the 14 to pay 70,000 in restitution for stopping bart service. But supporters started an online petition to put pressure bart and the District Attorneys office. It has more than 10,000 signatures calling for those charges to be dropped completely. Elizabeth cook shows us how the major quake inspired this weeks jefferson award winner to train people to save each other when tragedy strikes. Reporter october 17, 1989, art shanks had just driven over the cypress freeway like he did every day when he felt the earthquake. That was a doubledecker freeway back in the day, and it was down. So i immediately went back over to see if i could offer my services. Reporter art and his brother both work in construction and were certified in searchandrescue. Right away, they started crawling through the fallen girders looking for survivors. They saved 6 lives that day. And out of that tragedy, art created the cypress mandela project to train people in construction to rebuild the cypress freeway. They wanted the Training Program here for those Community People to go to work back on this project if it was going to be rebuilt. Reporter the freeway was never rebuilt. But with arts guidance, the program grew. We were into pg e. We are into Environmental Protection agency. Were also integrated into the Building Trades and all the different components that go with construction. Reporter the 16week Program Takes men and women from all walks of life, veterans, recent high school graduates, even criminals, and trains them so they can work on almost any construction job. Rachel bryan graduated in 1996. I was looking for opportunity. I was someone who had recently been released from jail after spending 40 days there. My lawyer gave me a crushing shock that i could no longer pursue a career in nursing, that i would have to think outside of the box. Reporter rachel now works for the international brotherhhood of electrical workers as a journeyman electrician. This is one of the classrooms for the cypress mandela training centers. You can see this is a carpentry class. But the students who graduate from this program dont just graduate with great job skills. They come out of here with life skills.
