And some developing news down in Southern California where a wildfire that started less than 24 hours ago has stopped spreading. Reporter high winds whipped the wildfire through the San Gabriel Mountains burning close to communities 30 miles east of los angeles. Many residents could only watch in disbelief. Started off with a couple of little embers. Thought we were safe, really dont know right now. Reporter more than 700 firefighters are scrambling to put out hot spots through the 1700 acres of charred brush. The crews have stopped flames from advancing into populated neighborhoods for now. Fire Officials Say they are most concerned about the santa ana winds and flying embers. The red flag warning has been extended into at least friday evening. Flames destroyed at least five homes and damaged more than a dozen others. The fire burned around becky smiths home. Her 80yearold father and mother escaped with nothing more than the clothes on their backs. They dont have anything now. Im having a more difficult time than im showing, okay . Reporter at least 1,000 people remain under evacuation orders, including max and lisa ellison. Max decided to stay, but lisa left when the fire crept closer. We need some moisture. We need some rain. I mean, its been the driest calendar on record last year and this could be the record driest january. Unfortunately no rain in the forecast right now, just more sunshine. Those offshore winds starting to break down a little bit and thats some good news. Theres a lot of it on the bay bridge and the nimitz freeway. These seem to be two popular spots right now 4 34 this morning. Westbound on the bay bridge, the metering lights to Treasure Island the left lanes are blocked until 5 00 and northbound and southbound 880 northbound approaching downtown oakland. Various lanes blocked closed for the next 25 minutes. Southbound 880 between davis and marina left lanes closed until 5 a. M. South bay problemfree and your other East Bay Drive times are clear. A suspected serial arsonist is due in a san jose courtroom today. Police say he has a criminal history that includes setting fires. 48yearold Patrick William brennan is in Santa Clara County jail. So far he is only books on two counts of arson but he is suspected in about a dozen fires on the eastern edge of downtown san jose, all set within a fiveday period that ended sunday. The most destructive was last week on this warehouse fire at julian and 28th street causing 5 million in damage. Brennan lived in a Mobile Home Park on East San Antonio street on the same block as three of the fires where he was arrested wednesday night. Police say he was very forthcoming. At this point we are certain we have the individual responsible for the arsons in the city. Police are certain he acted alone. A rash of fires left a trail of damage and destruction. Kpix 5s betty yu spoke with a couple whose home was set on fire. Reporter there is as much heartache as relief at the place they used to call home since San Jose Police arrested and charged Patrick William brennan for a frightening arson spree. I think this person needs to be put away for a long time for creating such evil and heinous acts. I just dont understand how anybody can cause this much destruction. Reporter police dont know the motive but they are certain 48 years brennan was the firebug responsible for at least 12 fires. Evidence ties him to last weeks massive warehouse fire near julian street and highway 101. They used surveillance video, a rough sketch and Good Old Fashioned Police Work to track him down. Quite honestly the tipping points was the work of one hard working midnight sergeant. He took it upon himself to use databases to come up with a person of interest that had some priors. Reporter brennan has a long histories of starting fires and is history of starting fires and is also a registered sex offender. He lived in this trailer park on East San Antonio street where he was arrested. Neighbors were familiar with his behavior. He was out of the ordinary the stuff he was doing, you know . And he would do it like a snake all the time. Reporter betty yu, kpix 5. And because of his prior convictions, brennan is eligible for life in jail if he is convicted in the case. His history by the way includes an arrest and conviction in 2001 for molesting an underaged relative of his girlfriend in sunnyvale. Brennan was convicted of setting 16 fires in 1999. Those fires were set in the foothills around santa clara valley. A few years before that, he had a misdemeanor arson charge for setting a fire to forest debris there at the grand Canyon National park. A drug bust in the east bay is one of the biggest ever in contra costa county. Police arrested 17 people and seized more than 18 million worth of drugs. This picture here shows some of the hall which included 475 pounds of meth, cocaine, guns, and cash. Police say the suspects are connected to the norteno street gang and got the drugs from a mexican cartel. Accidents involving drivers and pedestrians are all too common in San Francisco. And sometimes jaywalking is a factor in most of those serious incidents. Kpix 5s joe vazquez tells us the police chief is determined now to do something about it. I have been at a point where i had to jump when a car almost hit me like i was like, whoa reporter failure to yield to pedestrians in the crosswalk, running red lights and stop signs, and especially speeding. On the way over here, we almost got hit twice because people are not paying attention. Reporter but when police looked at the 21 fatalities, they also found pedestrians made some mistakes. In some cases, jaywalking, crossing the street in the middle of the street proved deadly. In other cases, pedestrians crossed at the crosswalk, but didnt wait for their light. Again, as our staffing bumps up, so will the tickets. Reporter tonight at a joint meeting of the board of supervisors and police commissioner, police chief chief greg suhr said enough is enough and insists that Pedestrian Safety has become a major priority. Reporter richard barrella and his wife christine worried their daughter isnt safe at south San Francisco high after a man burst into the girls locker room monday and exposed himself to a group of cheerleaders. A naked man comes into a High School Gym . How is that allowed . Reporter thats what they and other angry parents came to ask the south San Francisco school board. We have a right to know when our children are in danger. We have a right to know when theres an active predator in our community. Reporter parents worry there are several predators prowling School Campuses here. On new years day a naked man was seen on the playground at spruce elementary and a trespasser in a trench coat showed up at a nearby Elementary School nine days later. School Board Members are are already making some changes. They built a locking fence at one of the Elementary Schools. And here at the high school, they started locking the entrance to the locker rooms as soon as school is out. We will embark on a discussion. We will put this item on our agenda. Reporter barela and other parents say they want changes now starting with placing surveillance cameras throughout this school. Cameras can tell you a lot where your eyes arent. Reporter cbs news has learned president obama plans to keep most existing surveillance programs in place when he outlines his new vision for the National Security agency. He will want to demonstrate that theres oversight of that, that there is transparency in how this is done and that it cannot be abused. Reporter white house sources say the president will allow the nsa to keep data it collects even though a review panel recommended it be stored with private companies. And the question is how to avoid that potential abuse. And one of the ways we decided it makes sense to avoid that is to take it out of the hands of government. Reporter government surveillance programs came under widespread criticism after former nsa contractor Edward Snowden revealed the sweeping extent of the practices. In response, the president is expected to call for a privacy advocate to help oversee which phone and data records of foreign nationals and suspected terrorists are looked at. But critics want more. We think this whole program is not only ineffective but its unconstitutional. Reporter as for spying overseas, the Obama Administration is now expected to require approval from a senior nsa official before anyone listens in on a phone call from a foreign head of state. And we have problems already this morning in pleasanton and its involving a gravel truck spilled rocks and gravel debris all over the roadway and now several cars are hitting some of that debris and getting some damage so this is southbound 680 in pleasanton. But it sounds like this gravel truck there may be some debris left behind from pleasanton as you head into fremont. And they are doing some sweeping right now on the westbound 580 approach to southbound 680. So we are trying to get a better location for you but obviously, in that area, there is a problem and right now, our sensors are not picking up any delay but watch out for that. Maybe causing some flat tire. No delay on the bay bridge toll plaza approaching the pay gates, approaching the toll plaza itself. But from the incline out towards Treasure Island, there may be some lanes blocked. Its scheduled until 5 00. They may have picked it up a little bit ahead of schedule. Also both directions of the nimitz freeway once again, northbound approaching your downtown oakland exits right there by oak and southbound various lanes blocked in san leandro between marina and davis. Fortunately, its still so early and its friday were not seeing a huge delay.
