This morning. That monsoonal cloud cover beginning to move a little further. 60s and 70s inside the bay. You will still see some warm 80s for the valleys. A lot of clouds out toward the coastline. And temperatures there in the low 60s. It is mostly clear over san jose this morning. A temperature of 57 degrees. Its 58 in livermore. And 59 in oakland. As we look toward the afternoon, up into the 80s in many of the valleys. 86 toward livermore. The temperatures about 73 degrees in fremont and about 64 degrees in San Francisco. Thats the latest forecast, guys. Back to you. Lets continue this theme. The drought is having an impact on wildlife in the south bay. Kpix 5s kiet do is in san jose with more on the Emergency Action there and why some animals will likely die as a result of the drought. Kiet. Reporter good morning. The Santa Clara Valley Water District has cut the flow to the Los Gatos Creek by up to 60 . This is all in after effort to save what little water there is left. The source of the water is the lexington reservoir and that now sits at less than 20 capacity. Some parts it looks more like a dust bowl. They hope to avoid a situation where the water level drops below the intake. Then the ecosystem could die. The fish in that part of the creek are not going to survive. Were hoping that by keeping part of the creek wet, that fish upstream will survive. Reporter in the next couple of days, Los Gatos Creek is expected to start drying up near downtown san jose. I think gradually drying up all the way through most of campbell. Fish will begin to die as seen into these photos from alamedos and ross creek. It shows dead fish in back water areas leaving dead fish exposed to predators. The district is asking you to voluntary cut water use by 20 . Absolutely. But, you know, that dam was artificially created in around 1952. There used to be towns there, the town of lexington and the town of alma. And, in fact, at very low water levels you can actually see the skeleton of the old town rise out of the reservoir. Can you see any of that this morning . Reporter right now, no. Were at the Santa Clara Valley Water District. But in the past, when they drain the reservoir, yes, you can see a lot of those remnants, a lot of the artifacts from days gone by. You will find a backup where the metering lights are turned on, on the bay bridge. Stall on the incline. The tow crews are working to clear it from the incline. And again this is pretty typical stuff with the metering lights turned on just about 15 minutes ago on the nose and its backing up to the overcrossing. Also, a fatal accident happened overnight in san jose. Crews are still on scene. Police as well directing traffic around santa teresa boulevard and miyuki drive. The driver of that car was killed when his car hit a tree and died. No word when they will reopen the roads. In the meantime heres a live look at our sensors on the peninsula. 101 and 280 all green. All right. Thank you, elizabeth. An alleged prostitute is due in court today facing charges in the death of a tech executive on the a luxury yacht. Kpix 5s anne makovec is live in the newsroom with more on this bizarre case. Anne. Reporter it is a salacious story, michelle. Her name is alix tichleman. She will make her First Court Appearance at 8 15 this morning. Police say she killed her client on his luxury yacht. She is a 26yearold model and prostitute. The man killed, a 51yearold google executive and married father of five living in santa cruz. His name was Forrest Hayes. They met on the website seeking arrangement. Com. Police said they had a plan of sex and drugs on the yacht in Santa Cruz Harbor in november but she then injected him with a lethal dose of heroin. And as her victim died, they say she leashly cleaned up. She was so callous, she stepped over the victims body to retrieve her glass of wine and finish the glass of wine as the victim is laying there dying at her feet. Reporter months after his death, detectives caught up with tichleman by arranging a fake date online. That was july 4. They promised to pay her 1,000. She arrived at the designated resort in santa cruz and was arrested. In an Interview Police said she showed mow remorse and she wasnt shy about her business. They also found some disturbing posts on her facebook page. More on that in the next half hour. Anne makovec, kpix 5. Tichleman was arrested friday on suspicion of Second Degree murder, destruction of evidence and transporting and providing narcotics. A cell phone robbery turns deadly. A Southern California girl runs after the thief and is thrown from the getaway car. This is the sketch of the suspect Police Believe snatched 15 years ruby rubios phone in santa ana. When he jumped into a waiting getaway car, rubio chased him down and managed to grab on to the trunk. Thats when the driver swerved and the girl fell to the pavement. She hit her head and died saturday, two days after the incident. President obama is visiting texas today. It was originally intended just as a fundraising trip. But he will meet with governor rick perry in dallas to discuss the illegal Immigration Crisis in texas. Perry urged president obama to visit the mexican board your but so far, the president has refused. The Obama Administration has asked congress for emergency funds to help control the border crisis. Since october, more than 52,000 children have come into the u. S. Illegally from south and central america. The president says its a humanitarian crisis and 3. 7 billion are needed. And that money would be used to expand detention facilities, hire more judges to expedite deportation hearings, and it would fund a task force to work with central and south american governments to disrupt smuggling rings. What we would Like Congress to do is act promptly to consider this proposal and hopefully move on it in a bipartisan fashion. What disappoints me so much with the president s request, he is asking for a blank check 3. 7 billion but no reform. Some in congress insist the emergency funds need to be offset with cuts to other parts of the budget. A top official with the Veterans Affairs Department Says he is sorry the va employees have suffered retaliation for being whistle blowers. A federal agency is investigating 67 claims of retaliation against those who complained about poor patient care, long wait times and other problems. The complaints were filed in 28 states at 45 separate facilities. Free pot for the poor is a done deal in berkeley. Medical cannabis clubs will be required to give away 2 of the pot they sell each year to patients who cant afford it. The City Council Unanimously gave final approval last night. Some of the worst damage was in Central New York. Four people were killed there when a possible tornado hit. It was insane. The National Weather Service Investigators are headed to the area to see whether it was in fact a tornado that touched down. There was also one death in maryland where a falling tree killed a camper. Some neighbors are hoping to stop or shrink a Massive Development planned for san ramon. The plan would build on 400 acres near crow canyon road and interstate 680. The development would put 740 homes on a ridge above san ramon valley. One group would be developed onethird of the property and the rest would be open space. Some worry about the impact of thousands moving into an area already affected by heavy traffic. When were doing something that no voter ever intended to be done. Other concerns are the Environmental Impact and the possibility of landslides. The city council is expected to vote on this within a month. If you cross the Golden Gate Bridge, we can see cars this morning not quite as thick southbound 101 from sausalito into San Francisco. It is a very quick drive time. Its san rafael from the Golden Gate Bridge toll plaza only 14 minutes. Bay bridge they cleared the stall from the incline. All lanes are open. We are just seeing the usual delays here as well at the bay bridge toll plaza. They turned the metering lights on this morning at 5 48 as you can see from kcbs traffics latest tweet so it is backing towards the foot of the maze. A stronger sea breeze kicking in, in fact, through the delta we are seeing some of the winds gusting over 30 Miles Per Hour. So that sea breeze is going to help cool us down. Still becoming mostly sunny this afternoon. And the cooling trend likely to continue over the next few days as High Pressure is weakening now and sliding back toward the desert southwest. It will be breezy outside as we are going to see those winds kicking up but throughout the day today and into tomorrow, the good news is the air quality, yeah, it is looking very good. Take a nice deep breath and enjoy those winds, that sea breeze helping to clear things out. Looks like the next few days the air quality will be super. Temperatures in the Central Valley hot inland. Youre looking at 103 in fresno. High country still a slight chance you could see some thunderstorms there so watch out for that. But the clouds gathering along the coastline just beginning to move onshore this morning. I think pulling back to the coastline into the afternoon and then tonight again surging further onshore for tomorrow. So a slow burnoff the next couple of days and cooler temperatures on tap. Numbers in the south bay should be mostly sunny 79 in san jose. 73 in fremont. East bay numbers up in the 80s in many spots. As you make your way inside the bay 64 in San Francisco. 81 in santa rosa. This is a story of two golf courses. Castlewood and callippe preserve. In one city, pleasanton, one county alameda, but the big difference is, the amount of Water Conservation each golf course has undertaken. Let me explain. First off we head to castlewood golf course a private golf course and they are under 10 water reduction and you know what . They are doing a great job. Its mandatory. And all the members are helping out with conserving water in all of their facilities there. But meanwhile just a stones throw away, about a mile and a half, is callippe preserve, its 9 years old and they are under 25 cut back. Whats the difference . Castlewood is under the hetch hetchy Water District. Now, here at callippe, they are under zone 7, which means bigger cutbacks and now you can definitely see the difference as we are now into the throes of the summer months. Very dry conditions. The golf members here are telling me, hey, its okay, brown is the new green at the golf course here, doing a great job of conserving water here at callippe but also using recycled water making a difference in keeping the fairways up. They havent lost business as a result and want everybody to come out. The members say they are a true leader in the community. You know what . Its really interesting now as we enter these summer months that we are seeing the difference at home how we live with the drought but also now where we play.
