Now a woman is dead after an faint road age incident in east oakland. She was shot and killed just after noon yesterday near rossmore and 98th avenue. The victim was the passenger in the seat of the passenger side as her husband drove them home from the Grocery Store. And this is video of their black 1998 toyota camry. Husband immediately drove home after his wife was hit by a bullet. Police members and family members tried to cpr but it was just too late to revive her. Victim was 30yearold perla avina. She had four children and the youngest just a year and a half years old. Police are still trying to find witnesses who may be able to help them find her killer. Somebody may have seen something. Suspect description, suspect vehicle, how many suspects. We are interviewing the family. We are interviewing witnesses who were out there and we are looking for more information. Police now offering a 20,000 reward for any information that might lead up to an arrest. The suspect in last weeks murders of two Northern California law officers had twice been deported to mexico because of criminal activity. 34yearold Marcelo Marquez was arrested friday in auburn. These drive times are not budging, its this earlier accident all cleared out of lanes now southbound 242. It was approaching clayton road but the delays are on to highway 4 already. So expect those delays on highway 4 in concord and continuing southbound 242 use 680 instead. In the meantime just seeing your usual slow traffic right now. Heading to the dublin interchange and a look at the drive times you can see the bumming of the traffic light there through the bulk of the traffic right there through Livermore Valley to vasco road. And through the Livermore Valley thats also heavy. 35 minutes between the altamonte pass and dublin. Also quick note this accident in concord on 242 southbound is now clear. Three sheriffs deputies have been punished over the death of a patient at San Francisco general hospital. Lynn spalding disappeared at the hospital in september of last year. Two weeks later her body was found in an emergency stairwell. One Sheriffs Department staff member has been fired and two others were suspended. Disciplinary actions against three others are pending. Oakland police have a reward for anyone who can help them find an apparent road rage killer. At 30yearold mother of four was shot to death in the passenger seat of her husbands car. It happened just after noon yesterday as the couple drove home from a Grocery Store in east oakland. Police are now hoping witnesses saw the couple and their black 1998 camry. Also westbound 580 kcbs sky one fly over and said the biggest delays are from north greenville to the dublin interchange and you can see the drive time jump to almost 36 minutes between the altamonte pass and the dublin interchange. Of course it remains really heavy on southbound 680 at one point we had four separate incidents. Accidents or stalls between pleasanton and the sue knoll grade and it is going to take a while so things for to recover even though all the accidents are now out of lanes. Temperatures going to be warming up and 70 in the Central Valley and 75 sacramento and 74 in fresno and 68 degrees in the monterey bay. Skies going to be mostly clear today although we may have a couple of high clouds drift overhead but that will be the worst of it. And then maybe tomorrow morning, we see a couple of patches of fog return to the beaches. Otherwise, these temperatures are looking good. 72 in san jose. About 37 in the napa valley and 69 degrees in San Francisco. Looking out over the next few days though, here we go a lot of sunshine these temperatures may be as much as ten degrees above the average by thursday. Kind of hard to miss, political analyst Melissa Griffin caen here to explain what the measures are actually all ability. Getting close. Reporter thats a tall order. Good morning guys. We have a buck 30. Youre on the clock go. I got my giants orange on today. But im here to talk about green. And that is the mothers milling of all politics of course money. Last thursday, all groups raising money for and against state ballot measures had to come clean. And heres what we learned. Now proposition one is a water bond we know proposition two is a rainy day fund. These have been sort of advertised as a package deal. You probably seen ads featuring both of them and governor jerry brown. Who incidentally has given some of his own Campaign Money to the prop the the two propositions. Together the two share a bucket of a 70 million to propose them. Theres not so much on the other side yet. Ranchers and farmers in stockton have raised about 70,000 to oppose proposition one. And there was no money listed so far in oppositions to prop two. Proposition 45 now, this is a law that would give the insurance commissioner the power to approve medical insurance rates. Now supporters have raised some 17 million with major funding from the California Nurses Association and the Group Consumer watchdog. Now opponents of prop 45 have raised 56 million and 49 million of that is from three health care companies. Well point, kaiser and blue shield. Clearly, clearly weve got an issue with consumers on one side and Health Care Insurance companies on the other. The proposition 46 raises a cap on medical malpractice lawsuits and requires drug testing for doctors and hospitals and uses a enforces the use of a statewide drug data base. This is a straight up lawyers versus doctors proposition. Proponents a lot of lawyers have raised almost 12 million. Largely from consumer groups and individuals. On the other side are hundreds of dollars and other medical businesses. You can see there doctors have raised almost 58 million. To oppose this. Proposition 47 reduces criminal penalties for certainly non Violent Crimes and supporters have raised over 7 million. Major founding is from the aclu and similar crime reform organizations. Opponents of prop 47 mostly consist of Law Enforcement groups and only raised about 430,000. Finally, proposition 48 would allow the north fork indian tripe to build a casino outside of their designated tribal land. Now the tribe of course and its developer really want this to pass as they are the main contributors to the pro prop 48 side. Now opponents no surprisingly are the northeastern casinos nearby casinos. They have raised together more than 16 million. You can see those guys, those neighbors, not having any of this new casino for sure. A lot of people are raising a lot of money and what are they spending on this money . Reporter well you know not me sadly. No the absentee ballots go out 30 days before election day and the campaigns have to fund raise like never ever before. Like we said here indead of one election day they now have 30. Which requires more flyers and most importantly ads on the internet and television to get voters attention. Consultants i spoke to say that Television Advertising is still the biggest expension of any campaign. As you see in every commercial break. On this news station. We get the books and at lough ohm a lot of people sadly never find out what everything is about. So do the ads and all that money translate into success . Is it working . Reporter i mean they can and we believe tail seen in a actually seen in a couple of the wait a minute measures the more manana ballot measures the more money that pours in you can see opinions change. However remember back in 2012 there was a proposition that would have changed the states Auto Insurance and it was put on the ballot by billionaire who runs an autoinsurance company. He spent only 17 million of his own money to pass the law but the law still lost. The opposition in that case didnt even come close to raising 1 million. So money helps, but a good cause helps even more. And californians are not ones to really enjoy feeling like theyre being bought. So we have to be careful there. All right. Melissa thank you.
