Light heading into San Francisco. Developing news in asia. Rescue crews in taiwan have been pulling survivors from the wreckage of a plane that crashed into a shallow river. So far, there are 13 known survivors. 19 people are dead. And another 24 are missing. A local Fire Department official says there are still people in the front of the fuselage who are probably dead. They lost contact with the plane 2 minutes after takeoff. The impact is caught on camera. Amazing video. The plane is a frenchmade atr turboprop. It clipped a freeway and then landed in in a river in taipei harbor. In this country at least 7 people are dead after a commuter train slammed into an suv. The accident happened last night about to miles north of manhattan during the evening rush hour. Investigators say the train hit a jeep stopped under a gate on the tracks triggering an explosion and fire. I saw the first car was burned and i couldnt imagine how many people died. 650 people were on board the metronorth train at the time. The driver of the suv is among the 7 confirmed dead. After 43 days without rain here in the bay area a strong storm is moving in. At the same time, a team of scientists has sailed out of San Francisco into the storms path as to study the Atmospheric River a ribbon of water vapor that stretches for thousands of miles and carries 15 times as much water as the mississippi river. They are responsible for 50 of the rain in california. The ship will monitor the Atmospheric River and launch weather balloons to study it. Californians have met governor browns call to reduce water use by 20 . In december, water use was down by 22 compared with the same month a year before. The state water board says californians may have been aided by above average rainfall which reduced the need to water lawns. A fire at a duplex in san jose. Firefighters put out the flames but are still controlling some hot spots right now. Everyone did make it out safely. Firefighters say the fire started around 2 15 this morning on the 200 block of as kara avenue. There are some downed power lines in the area. 49 customers are without power because of the fire. Prosecutors in San Francisco have decided not to file charges for now in a case involving a dismembered body. This is the man Police Arrested after a body was found stuffed in a suitcase. But late last night, mark andrews walked out of the hall of justice a free man. Prosecutors doesnt have enough evidence to charge him with murder. The public defender spoke last night. Mr. Andrews was relieved when i told him today that no charges were going to be brought. And so obviously, he wants to get home. The average in San Mateo County is nearly 10,000 more. Instead, the district here is asking maynard and others to take a cut Teachers Want an 8 raise. Its our obligation to do everything we can to find other cuts other ways. We went to the community with a request for a parcel tax and it was not supported adequately or sufficiently enough to get passage. Reporter the superintendent blames the tax defeat but others blame him. They claim mismanagement and after parents circulated a no confidence petition and he was fired at the end of the year. Reporter Silicon Valley is dealing with an old school problem. Definitely more men than women in general. We do have some female engineers. Not nearly as many asment. Reporter most of the men at jenny mortons startup in san mateo are engineers. And probably making more than most women. Joint venture sill sell found that men with bachelors degrees bring in almost 35,000 more than women with the same education, according to the joint venture Silicon Valley. And the higher the degree, the wider the income gap. We have two very different skill sets. We have men going to school and come out with engineering degrees and women going through school and coming out with some other degree. And the end result is they cant do the jobs the men are doing. And its the mens jobs that are in short supply driving up the salary. Reporter despite the number of tech analysts, now is the best time for a woman to break into the valley. Because theres a lot of people that are starting to ask the question, why dont we have more women here . And looking for ways to change that dynamic. Were always having to fight this uphill battle. First off, well have rain developing on thursday but it will be only a north bay event. The wettest days will be friday and on sunday. And we will certainly have some urban and small stream flood advisories issued especially across the north bay by friday. Right now clouds are associated with an area of low pressure upstream. What were looking at today is basically partly to mostly skies. Watch the futurecast. Heres thursday morning. Far reaches of the north bay really towards Mendocino County where we see light rain developing. Then it intensifies but you see this system really does stall out over the northern portion of the bay area on thursday. You can see the pockets of more heavy rain. Im going to do a few more stops to get the timing correct. Heres your friday morning. Again, only in the north bay. And then the system begins to get the support to sog south. By lunch hour rain in the metropolitan area. Then the system continues to dig to the south. Heres your friday p. M. This is your evening commute. We are starting to see the rain making it into the Santa Clara Valley and the santa cruz mountains. We have heavy rain all friday night. They gusty winds in excess of 60 Miles Per Hour in the highest elevations also the coastal range. Between thursday and monday easily 8 of rain highest spots of the north bay. We have been going with 10 now so when we first said nearly a foot of rain. We were pretty much right. Five inches easily in the santa cruz mountains. Easily 2. 5 across the eastern portion of the bay area. And three inches around the peninsula. Sunup this morning at 7 11. Sunset at 5 37. Temperatures 60s to 70 at tops. Its a little farther east of the altamont pass. We are seeing the heaviest delays to about north flynn which is typical for 4 50 a. M. Chp also noticed there is a dense fog advisory for the santa rosa and rohnert park areas. So they actually told caltrans to put up their warning signs if you are traveling on 101 in that area. You can see traffic moving okay on our sensors. Heres a live look at the san mateo bridge. I dont think they cleared the overnight roadwork but they moved out of the area. And once you hit the span, even though the roadwork was there from the incline to the Center Anchorage blocking the left lane, its not enough to cause a delay. You can still get into San Francisco problemfree. Really all the way down to sfo. Its looking good on 101 and you can see its clear into san mateo. Theres a lot of finger pointing after an Airline Passenger and her baby were booted off a plane. The woman was traveling alone with her 5monthold son on a Frontier Airlines flight in december. She says that she was boarding, an Airline Attendant told her she couldnt use an infant carrier during the flight. She says she struggled to get situated and the Flight Attendant kept pushing for her to respond. I said, of course im going to comply. Youre the queen of this airplane.
