We begin with some breaking news out of walnut creek. Firefighters are battling a two alarm fire at the 600 block of la casa via about an hour ago. Its a residential fire. So far no reports of injuries. We have a crew on the way to the scene and well have an update later in the show. A Committee Vote today on a vote aimed at requiring schoolchildren to get vaccinated t stalled in the Education Committee last week when hundreds of parents threatened to pull their children from school rather than go along with vaccinations. So now the bills principal author has made amendments aimed at satisfying complaints. Heres a look at the changes to senate bill 277. Children without vaccines would be allowed to enroll in home based private schools and those sites could serve multiple families. Kids could take part in independent study projects overseen by School Districts but dont involve time in classrooms. Oakland raiders could be a step closer to Southern California. Councilmembers in carson voted tuesday to approve plans for an nfl stadium that would be shared by both the raiders and the san diego chargers. The privately financed project would not have to go to a public vote. Oakland and Alameda County are working on coliseum city plans of keeping the raiders in oakland. San carlos on the peninsula is watering a Artificial Grass field. The city installed the fake grass at Highland Park in 2010 as a low maintenance alternative to real grass. The reason they put it in was because of lack of water. Its a big surprise to hear that theres actual watering going on. The turf is made out of organic material that does require watering. The city tells us the turf still uses less water than a field with real grass. And pleasanton water users will have to pay a big fine if they dont start conserving more. The city Council Voted last night to reinstate the fines in the city. They will be levied against customers who dont cut water use by 25 from the 2013 levels. We can only cut back so much at this point because we are already not using much. Customers who do cut their usage by 25 will pay a lower rate for water. The new system is set to take effect on may 15. Someone we know who will not be paying those water fines is roberta because youre very good at conserving. My son and i actually had a dialogue about this last night. I think thats whats really important especially with the younger generation. You need have the discussion and say its not me nagging. This is the city trying to keep us in line. We all have to deal with the drought. I really think thats important. Otherwise, he just thinks i a nag. Thats kcbs traffic. Back to you guys. A fairfield couple plans to file a formal complaint against a mother and father. The mother was placed in handcuffs. Derek shore shows us the video. [ screaming ] reporter the video picks up as Fairfield Police decide to take an emotional Suzanne Guzman to the ground. The fairfield mother had called these same officers to her home after her car was stolen from her driveway with her 8year old son brock in the back seat. Fairfield 911. Someone stole my car and my son is inside of it the cop dragged her down here around the corner where two cops slammed her to the ground and handcuffed her. Reporter brocks father paul is the one recording the incidents of his wife being restrained and cuffed. [ woman continues to scream ] reporter he says fairfield officers first insisted on searching their home. He said suzanne stopped them from doing that until paul returned to corral their dogs. We have two dogs and one of them would bite somebody that they didnt know coming into the house. Reporter with suzanne on the ground, the video shows the officer trying to explain what is standard procedure. The first thing do you anytime youre looking for somebody missing is you look where they last were first. We felt like we were being treated like we had done something to our son. Reporter eventually the suspect would abandon the car. Their son asleep in the back seat. 8yearold brock read this statement. I just want to say thank you to everyone that was looking for me. Im very happy to be home. Reporter his parents grateful he is home but planning on filing a complaint against police showing us these photos of the bruises they say were left behind. Obviously, officers need better training on how to deal with somebody that their kid just got kidnapped. Reporter in fairfield, derek shore, kpix 5. It is 4 37 now. A registered sex offender is in custody accused of Sexual Assaulting a woman while giving her a massage at a nail salon. Investigators say it happened last week at the murphy style salon on North Kingston in san mateo. She went in for a pedicure and decided to get a massage. Once she was on the table, she says 53yearold troy murphy assaulted her. I began like any other massage but shortly into the massage he began touching her inappropriately despite her saying no and stop. Police say murphy was trying to take off the victims underwear when another worker arrived and stopped him. Investigators say the salon is not licensed or permitted to give massages. Were now hearing from the San Jose Police chief about his pursuit of a murder suspect who escaped from jail. As we first reported yesterday, 26yearold hector arias is back behind bars. The pictured shows the scrapes and bruises. Arias slipped out of a holding cell on monday then flipped his handcuffed in front of him and scaled the barbed wire fence. He ran across the parking lot and straight into police chief Larry Esquivel who was driving into work. The chief describes what happened next. And i attempted to unsuccessfully tackle him. [ laughter ] and more of a kind of a forearm shiver and he kind of lost his balance and i directly lost my balance and fell on the ground got scraped up a little bit. Well, you can see what happened to the chiefs elbow and shirt. He got up, chased arias for a few blocks and then finally took him back into custody. A Southern California woman says she plans to sue the u. S. Marshal service after a Deputy Marshall smashed her cell phone. Someone across the street captured the incident on video sunday in southgate. It shows the marshal throwing the phone on the ground and then stomping on it. The woman was shooting video as Law Enforcement detained several people in her neighborhood. About 8 to 10 people being held in front of a lawn at gunpoint, um, all on their stomach with their hands behind their backs. U. S. Marshal service says its aware of the video and is reviewing what happened. Livermore is the latest bay area city to equip its Police Officers with body cameras. They have been wearing them for about a week now. Some officers say there are benefits but the cameras are not perfect. Theres only a limited field of view so the cameras dont pick up everything the officers see and hear. Video from those cameras will be stored between a year and three years for most cases. The video from homicide and Sexual Assault cases will be kept indefinitely. Happening today, more protests planned in baltimore over the death of a man in police custody. [ screaming ] these protestors organized outside the Baltimore Police department yesterday. 25yearold freddie gray suffered a fatal spinal injury under mysterious circumstances while he was handcuffed. Officers chased after gray in a well known drug area in baltimore on april 12. A week after his arrest gray died from his injuries. The department of justice is investigating his death. Take a look at video that shows the theft of a high priced musical instrument. Two suspects stole a teenaged girls 8,500 cello out of a car on april 11. It was parked at the ofarrell and stockton Street Garage in San Francisco. The woman suspect the female suspect rummaged through the car while the man acted as a lookout. San Francisco Police released these surveillance photos. The man has a shaved head, is 30 to 40 years old. The woman has dark brown hair and is 20 to 30 years old. Time now 4 41. A student was hospitalized monday with symptoms consistent with that illness. It causes inflammation of the brain. They need to own up to the responsibilities to build a replacement Soccer Facility for league and for the kids. Were trying to partner with the soccer community and city on longterm solutions. We have had several upper level disturbances that do contain moisture that do contain rain. But they are bypassing us moving inside. So we call that an inside slider but nevertheless, enhancing our marine layer and that marine layer is so deep, were seeing the drizzle along the coast and into the bay. So the rain chances again today with this next upperlevel low will be primarily around our mountain areas, especially right around the north bay mountains and also the morgan hill area. I found this very interesting. This is our futurecast. And heres your lunch hour where we do have the clearing a little bit earlier inland. But watch what happens towards the evening commute with the instability in the atmosphere and the passion of the antelopes.
