Coming up. Thank you. Investigators in philadelphia are trying to figure out why a train that derailed went twice the speed limit shedding into a curve. The engineer is named brandon bostian. He was a contract engineer for caltrain in the bay area in 2010 and 2011. The ntsb says the train was going 106 Miles Per Hour when it should have been going only 50. Theres no way in the world that he should have been going that fast. We plan to interview the engineer at the first opportunity that we can. We want to go back and look at the operation of the train. Crews are now using heavy machinery to remove the wreckage. Police in philadelphia say boston bostian refused to give a statement without a lawyer. A bill is up in the state senate that already cleared several legislative committees. Kiet do is in san jose with more on what the bill would do. Reporter the Vaccination Mandate bill cleared a hurdle and it could be voted on today. Antivaccination parents have flooded the capital in recent weeks and they say that this latest move is cheating the law making system. The authors of senate bill 277 amended it so that it wont cost anything. They got rid of the portion that would have required schools to notify parents of vaccination rates. Now, this allows the bill to skip the Appropriations Committee altogether. And fasttracking it. It would be the only third state in the company to delete the personal belief exemption for vaccines. As parents we have the right to choose whats best for our children no matter what it is. Will this bill protect the children . Will this raise the dialogue, raise awareness about the importance of vaccinations . San jose police say a 17 yearold has turned himself in being involved in a Home Invasion in the evergreen area. Fridays incident was captured by surveillance video. Police are looking for another suspect. The drought may have dried up plans for hundreds of new homes in contra costa county. The proposed development would be on 440 acres off 680 in san ramon. The city gave developers the green light but neighbors hope mandatory water restrictions will halt the project. They say with 740 new units people who live in the Housing Developments would use a lot of water and lawyers for the mount diablo group of the sierra club will send letters now about their drought concerns to the army corps of engineers and Water Quality control board. Palo alto is establishing new water restrictions with a goal of cutting water use by 24 compared to 2013. Theyre tolerant of soil conditions. They are tolerant of high winds. They are tolerant of salt spray. They perform excellent wind breaks. Reporter there are other problems though like disease. Some of the trees on the embarcadero did have [ non english language ] reporter while that may seem like its a bay away, not so fast. Reporter another reason for the palm dieoff is the fact that unlike organs, trees dont transplant well. Any damage in transport is going to be likely to kill off a tree. Reporter also, palm trees dont make good antiques. The older the tree, the more problems you will run into. The issue here is that they want to install large developed trees and it can take 60 years to reach this maturity at a maximum height. They can live 100 years. They are not necessarily in old age but not as vigorous as you can trees. Reporter he would called caltrans to see what the problem is with these trees. No response yet. We have an area of low pressure winding up off the coast and with the precipitation counter clockwise around that core of the center of the area of low pressure, well see just some bands of light rain showers on the possibility of an isolated thunderstorm then this area of low pressure goes southeast and that will be out of here by friday. Then we have to remember that we have another area of low pressure upstream that promises to bring us at least a good chance of rain monday. Futurecast, look at the precipitation in the area at lunchtime. Primarily around the trivalley lifting up in a northeast fashion. Hopefully these computer models are a little off. 71 degrees at the state capital. We are talking about 6 of snow in the highest elevations. A dramatic rescue in Northern California. Two coast guard helicopters were in the Crescent City area yesterday morning when they got a call about a hiker stuck on a cliff. The woman a tourist from sweden had been sitting all night on a small rock on the near vertical cliff. Coast guard rescuer was lowered to the woman and hooked her into a harness and both were lifted to safety.
