A baby boy is recovering at the hospital after being severely mauled by the family dog. It happened inside an apartment in concorde last night. The 10monthold is recovering from bites to his head and shoulders at Childrens Hospital oakland. Investigators say he was playing with his brother when their 80pound dog turned on the baby. One of the officers was able to grab the child and run the child to paramedics. We detained the dog on the side yard. Police shot and killed the dog after it could not back down. The baby had surgery. His injuries are not life threatening. A new Community Outreach center opens today in san jose to help the victims of this weeks floods. It will be opened 9 00 to 4 00 today at the community center. As coyote creek recedes dropping ten feet, hundreds of people have been getting a first look inside their damaged homes. More dumpsters are being brought to two of the hardest hit areas so people can throw away debris. It is tough to see our neighborhood become like a dump sight. It is really hard. We have been here almost nine years. I have never seen this before. Volunteers are helping with the cleanup effort. Yesterday some 80 members of the citys Neighborhood Cleanup Program went out into the flood zone to help victims haul away that trash. In Santa Clara County this landslide is forcing the closure of a stretch of highway 9. It is shutdown from skyline boulevard to red gulch road. No word when it will reopen. In the sierra the collapsed westbound lanes are gone and a new retaining wall is being built. One lane is opened in each direction. This morning Governor Brown estimates it will cost 60 billion to refair damaged roads across california. Governor brown announced he wants to spend 437 million for infrastructure repairs like the oroville dam. 387 million comes from water bonds from voters in 2014. 50 million from the general funds. The governor believes in pay as you go. That could mean higher taxes. We have to belly up to the bar and start spending money. Will the people reject that . In many cases they will. We have to keep it at it and try to win to take care of business if we want a great california. The governor is also asking the Trump Administration for an expedited Environmental Review to deal with the urgent repairs of the oroville dam. More of your top stories now. Oakland police nailed down crack down on illegal parties like the one at the ghost ship warehouse when the deadly fire broke out in december. Officers must notify the special events unit and their commander when they spot an unpermitted gathering. They must send in an email documenting the address and what they saw. Officers responded to the ghost ship several times before last years fire that killed 37 people. Police officers never reported code violations. This order is almost identical to the one the city administrator retracted last week. The city of oakland is answering questions about charred debris from the ghost ship fire dumped next to a soccer field will Children Play and less than a hundred yards from the bay. Oaklands mayor defended the citys actions. Reporter at the time we were doing this recovery we were trying to work as quickly as we can. Rains were coming. The city is working with everyone involved to dispose the debris quickly and responsibly. Closure has begun for a family of a missing teenager. Her body was found in almeida creek this week. She disappeared a month ago when he car plunged into the creek. A man walking his dogs spotted her in the water. Authorities notified the family of the discovery. They were relieved to know we found her. They can begin their closure and begin to start healing and begin to make sense of this tragedy. Investigators recovered her body 11miles where they found her car upside down in the water last month. This week there are questions about flood damage. Many people caught in the san jose flood zone are wondering who is going to pay for the damage. As we discovered, many impacted by the flood did not have Flood Insurance. Never been this bad. Reporter while steves home narrowly escaped the flood at coyote creek he said he is overwhelmed with regret. Im thinking that may have been the worse decision you made in your whole life is to not get that Flood Insurance. Reporter hes lived here 18 years. For most of them had to have Flood Insurance. Homeowners with a high risked flood dont most mortgages are required to purchase Flood Insurance. He recently paid off his loan and owns his home outright. When it came time to decide on Flood Insurance. I dont think i need it. Reporter he is not alone. I dont have Flood Insurance. I have insurance. I have insurance but only for a fire. But not for the flood. Reporter unfortunately, a traditional policy wont cover this. The average residential flood claim 43,000. The average Flood Insurance premium, around 700 a year. While much of the affected area in san jose is a designated highrisk flood zone many of the 14,000 evacuated do not have a mortgage. Flood insurance is not required. Renters are not covered under the landlords policies. Federal or State Government will not replace your home. Reporter anyone near a waterway needs Flood Insurance even if it is not required. Now the insurance commissioner went on to tell us you definitely want to have coverage. Even areas lowrisk. 20 of the National Flood claims are in low to moderate risk areas. You can purchase Flood Insurance at any time. Many folks we spoke with say they are going to. There is a 30 day waiting period before that new Flood Insurance kicks in. Even for folks who wanted to purchase it today it will take 30 days from now to kick in. Joining us today is emily rogan from the Consumer Group united policy holders. Even though some of these folks do have Homeowners Insurance, they say this area flooded before, they didnt expect this. As we know their Homeowners Insurance wont cover damage from an act of god like this. Right. There is a common misconception in these cases i dont need it because the state or feds step in to help. Thats not necessarily the case. What resources do they have . If you do not have Flood Insurance and your home flooded youll be on the hook to pay for the repairs. There are still the state and local government are still tallying up the damage. Which would lead to a disaster declaration by the governor. In that case there might be low interest loans made available through the Small Business association. You have to pay back loans. Exactly. I. Encourage all flood victims insured and uninsured to visit the local Assistance Center set up at the community center, non profits and Government Agencies will be there to offer assistance. Generally speaking people without Flood Insurance are on their own. Homeowners insurance doesnt cover damage from floods. What does Flood Insurance cover and what doesnt it cover . We were running into people saying i didnt realize the contents of my home wasnt covered. Only the physical structure. What is covered . Most people have Flood Insurance through the national Flood Insurance program. If you have suffered a loss we urge you to get a copy of your policy you know how much and what is covered. Typically through the national Flood Insurance program you are covered up to 250,000 for your structure. Which will help you repair the damage on the interior and exterior of your home. There are a lot of exclusions. Content coverage is additional. You had to make a specific purchase for that. Thats only for actual cash valley. Value. If youing you bought your tv years ago you will not get the actual price. A lot of people didnt realize they needed a separate policy. The average policy is 700. Lower in a lowrisk area. Adding content coverage is not as expensive. It is not. If you work with your local agent to make sure your risks are covered, you should ask for it. Make sure you have a conversation and say i want to be covered for flood for my home and contents. Okay. As i mentioned earlier, 20 of the National Claims are in moderate to lowrisk areas. In this case it was a highrisk area. Most of them are lowrisk. Who should be getting Flood Insurance . If you are in a highrisk area it makes sense. But who do you think should get Flood Insurance if they are not in a highrisk area . Our guidance to make an educated decision is to log in and look at your flood map. See what kind of area you are in. If it makes sense financially, absolutely tack on Flood Insurance. Water damage is part of the homeowner policy where there is limited coverage. We are looking at a map here. This is the fema flood map. Coming up well see the area in pink is the high risk flood zone. The area in purple was evacuated during the flood. The folks in the highrisk flood zone, many of them if they have a mortgage they would have insurance. The insurance commissioner noted fluctuating extreme weather patterns are leading to areas that dont traditionally fluctuation. There is the aging fluctuation, dams and levees and concerns with the Insurance Industry there may be more catastrophic weather events. Is the industry worried theyll have to pay out more . Flood is the costliest and most common disaster in the united states. We are seeing an increase in the amount of options people have. Not just the Flood Insurance program but other private insurers. Talk to your Insurance Agent and get a national quote and a private company. Compare coverage and cost. You get as much protection from a private company. The national Flood Insurance Program Policies are bare bone. It might be more coverage if you go with a private insurer. It might be more expensive. Officials say the wet weather has inundated San Francisco bay with raw sewage. Storm runoff overwhelms waste Water Treatment systems. As a result millions of gallons of partially treated waste water have overflowed into the bay and the tributaries. Thats creating pollution and health concerns. I dont want to use scare tactics. When the concentrations of these pollutants are high enough they can cause life threatening illnesses. This is a Major Public Health impact. San Francisco Bay keeper says there have been 62 more sanitary sewer overflows this rainy season than last year. Storm cleanup continues this morning. This picture shows the progress to repairs in the sierras. One lane is getting through in each direction. This was the road a week ago at bridal vail falls. The westbound lanes buckled and collapsed. The damage lanes have been removed. They are working on building a retaining wall as part of the fix. The wet weather is something to celebrate when it comes to historic fiveyear drought. Hundreds of acres of almond trees and wine grapes are under water because of the heavy rains. Staff there spent 50,000 to try to patch up that private levee and prevent the work to. The work to didnt stop water from gushing over orchards destroying profit potential. You want to start growing, if they are still under water the roots cant breathe and the plant cant breathe. Theyll eventually drown. They 100 up using 80 truckloads of gravel to patch of the levee. The effort still failed. Staff can not plan repairs until the water recedes. We can definitely use dry weather. The water levels continue to rise. We have flood concerns in the sacramento valley. We are not seeing them due to rain in the bay area. As you can see doppler right now is dry. The showers we are going to get will be light in nature. Outside temperatures mild. We are hovering around 40 degrees. Further north we are looking at temperatures topping out in the 40s for the cooler spots like lake port and clear lake. Extended forecast shows some welcomed changes on the horizon. Recent storm damage across the bay area may make homeowners easy prey. Reporter from flooding to leaky roofs winter storms have contractors in high demand. Up 70 from normal. Reporter chad is one of dozens of bay area contractor who is say they are swamped. Most booked out for weeks and months. We are all busy. Reporter years of dry weather prompted people to postpone work. I have people calling me now who i bid six months ago. Reporter the urgency is triggering a warning from the stately sensing board. Dont rush in with the first contractor that promises to make your nightmare go away. It could lead to a bigger nightmare. Reporter when legitimate license contractor get busy desperate homeowners become easy targets. Unlicensed individuals can show up. A homeowner in the rush to get the work done will go with the first person that shows up. Reporter rushing in could cost you. Before hiring anyone check their license on the website and confirm they have workers comp on every employee. Also, remember it is illegal for a contractor to accept a down payment of more than 10 or a thousand dollars, whichever is less. A request for more should be a red flag. Dont be one of those people that makes a bad decision and figures it out when it is too late. Reporter the state board warns be cautious of contractors who ask to work on behalf of your Insurance Company or ask for insurance checks directly to them. These people are busy. Dont try to go for the first bid. Thats really important. A lot of folks are saying they are booked so far out, taking the first person available you want at at least three bids.
