In transportation, we talk about parking. We know how frustrating it can be to find a parking spot in San Francisco. Well look at that for the summer. First, the weather. The clouds in the sky. Thats the roof cam looking at the bay bridge. Right now, temperatures in the 50s all across the bay area. Its going to be a pretty warm day ahead, taking a look at your headlines, we have the fog and those clouds, but this afternoon, its going to be sunny. For most areas. And brief warming trend coming up. Well, ann, this morning, in berkeley, firefighters are looking at the cause of a huge warehouse fire. Caused a spectacular sight for drivers. Fortunately, no one was hurt and the building housed several businesses that were destroyed including the wooden duck wood working shop. The body of a woman who disappeared while hiking two weeks ago has now been found on mount pyatt. Search teams found the body of 3yearold saturday morning down a steep slope in a drainage area. Now police say theres no indication that the womans death was anything other than an accident. Theyre now waiting for autopsy results. New details on that deadly freeway disaster about a hundred miles north of sacramento. Kpix 5s brian webb with what the cash scene evidence is revealing. The two biggest points we learned, first of all, investigators dont think the driver of the fedex truck ever even hit the brakes and two, even though there were seat belts on board the brand new tour bus, several people were thrown from it falling to their death. Federal investigators looked at it again, killed 5 students on the way to campus. Theyll do toxicology tests on both drivers, study data equipment on board the bus and take a look at the trucks transmission possibly to determine its gear and speed. But again, they found no tire track evidence that the fedex driver tried to swerve or stop. It was clearly reaction on the part of the bus driver. We can differentiate that from the truck driver where we see no marks. Reporter theres still only one person who reported seeing the fedex truck on fire before the crash. New this morning, more in the meantime said he will plead not guilty to all charges during a Court Appearance on tuesday. Now, state senator leland gee has been suspended from his job in sacramento, but theres not going to be a special election to replace him. So in the meantime, his constituents are without the representation up in sacramento. And some voters are basically feeling abandoned. Kpix 5s Mike Sugerman tells us it comes on a lot of important issues come up in sacramento. Reporter hes been suspended by other state senators, not the ones that voted for him. Between leland lee and other senators who have been suspended, roughly a quarter million californians have no voice in the state senate. Its kind of amazing and unprecedented that we have three senators suspended and all of their constituents have to sort of sit there and wait. Wait for the next election, says kpix 5 political analyst, Melissa Griffin gain. Big issues before the senate, rent control taxes schools, no one has the interest at heart and also arbitrary. Look at the way the districts are designed. The red is district 8 in San Francisco and the gray here is district 9 and look at the difference. Sometimes, its literally blocked by a block and sometimes in the middle of a block. If im over here, im in district nine. Thats mark lenos district. Right here, im no district. Mark leno, im represented. There cant be a special election to replace these guys until theyre officially out of office. Reporter Mike Sugerman, kpix 5. In the meantime, the state senate is providing the staff of leland lee out there in case a constituent has a complaint or needs some state service but as far as votes go, theyre three down and not going to have sign of changing anytime soon. That is unfortunate. What about the new federal indictments that were expecting . The feds filed a paper saying they get ready because there could be more charges. After a five year investigation like this with a lot of undercover operations in such a vast network, there are chances that theres going to be more charges leveled against and possibly new defendants brought in. The people i talked to dont expect big names to come in. Usually they lead with leland yee and anything else we see is cleanup. Nancy pelosi said washington isnt what it used to be. I spoke to her at an event on friday and said shes frustrated with republicans blocking the president. Washington is a different place right now because obstruction is the, shall we say, the mantra, of one of the parties there and destructing the president is how they measure the success. Ive never seen anything like it. But you know what . You have to leapfrog over that and keep fighting. One of her main goals this year, immigration reform. She said shes never seen anything like it when it comes to the defunction in d. C. Is that true . No. Weve been seeing that for quite a few years right now. Lets get honest about it. Why dont you come out and close the stadium . It would be a great way to say goodbye. Talks were ongoing and in the middle of it, found out that 49ers stadium has also been in talks with mccartneys people about him playing down there at the new stadium rather than at the old stick. Why not play at the stick . That was the plan. That was the plan but apparently they talk to the 49ers whose new facility is much more stateoftheart. Theres been a lot of cooperation talk between San Francisco and santa clara about sharing things, but it looks like when the big show comes, it looks like the 49ers wanted their new place. Candle stick needs to have some sort of farewell. Theyre planning it. Doesnt look like its going to be this one. Coming up, limited parking is about to get more scarce. We are wanting to talk about money because bart is turning to outside help and hire a consultant to come in and try to prevent the problems that plague labor contract negotiations. Its a 225,000 contract and joining me now is bart director joel keller who heads operations. People out there ask this question why do you need to spend upwards of a quarter of a Million Dollars to tell you whats wrong. Isnt it obvious, you just didnt agree on anything. I think thats a legitimate question and weve taken a hard look at what were doing internally. I think an independent voice, a look at the whole process will let credibility to the ultimate outcome. So the contract up to 225,000 and its we look at all the practices. What went wrong, what we should do in the future and how we can Work Together with labor and management to try to avoid future strikes. You seem to be an a collision course. This time you hit and bounced back, but were there any structural changes that are going to prevent the issues of pensions, the issues of raises, the issue of health costs that are becoming increasingly difficult for systems like bart to afford. Was there any significant change made in that . I think youre right. Going forward, issues get harder and harder, more difficult. Because were looking at the need to keep down costs so that we can ensure an affordable ride for our riders and be fair and equitable to employees and the expense of the economy in the bay area, we have to try to be responsive, but those are the kinds of things that create the tension that existed six months ago. So going forward, my idea has been to try to find a way to engage in that kind of dialogue to let the emotions surface, but to avoid strikes. I dont want the riders to be in a position to have to suffer because management and labor cant agree on wages and benefits. Lets take a look at that word, strike. For most people, when something goes on strike, workers walk out, replacement workers come in and you have a thing called a strike. Its a labor fight. This is a walkout. The labors leave, the system shuts down and the labors know that when the strike is over, they get to come back. No matter what. It seems like a onesided fight. And youre right. The rules, which historically have been in place for 40 years, make it very difficult to bring in is this consultant talking about changing those rules i would hope the consultant would look at all aspects of the labor negotiations and what changes need to occur even if they require legislative action. Speaking of legislative action, one of the biggest tools the union had in this was the political backing of many elected officials, especially state officials that came, state senators and assembly feel and put pressure on the directors. Some showing up at doorsteps and saying we want you to work this out. Thats right. A bart negotiator is a high profile negotiation in the bay area and legislators do come in, historically, theyve done that. Four years ago, when we were successful in our labor negotiations, we effectively fought off the state representation, but this time, there was so much interest that it was difficult to keep them out of the room and they did come and put pressure on the board. I wonder if the consultant is going to be talking about that as well. I would hope they would look at all aspects. Its one of the most interesting thing about the reports are the questions asked or the questions that arent asked. Youve been doing this for a long time. Ive been around the block. Ive got this one yesterday, the Cherry Blossom festival in japan town is a good one to go to. Cloudy start, patchy sun. Afternoon sun comes out and it will be warmer today than yesterday and staying dry now for the time being as we go into the workweek. So 65 degrees in San Francisco, 62 in pacifica. 72 in santa rosa and 76 in livermore are our highs for today and the next days, dry for the first days into the workweek and as we head into the end of the week, we see some clouds rolling in. When we talk transportation, the word share is being used more and more. Car sharing is another big one and its looking to expand this summer right here in San Francisco and that means there could be even fewer parking spots in the city where we all know parking is a dog eat dog sport. The fact is that car sharing has an environmental and social benefit and the more we can expand it and serve more people, the better it will be. And that growth could be just around the corner for car share ceo rick hutchinson. Could lease 400 of the 8,000 valuable on Street Parking spaces exclusively to ride share cars. Our goal is to make sure that the bay area is a better place to live. Whether or not to expand the Car Sharing Services is going to go through several public hearings but people we talk to seem to like it. Yes, i agree with it. You use it . I do use city car share. I think its a good idea. Kind of like the popular bike share program, but for cars. Ride shares allow drivers to rent a car on the fly for a quick hour long errand or day long trip. Using those services actually helps reduce the number of cars that people have to buy. But what if a parking space outside of your apartment converted into a ride share only spot . Could get frustrating. Ride share promised to take up no more than 2 spots per city block. In total, less than 1 of the blocks. Finer points like how green the cars must be, thats still being worked out. Still, hutchinson has an ambitious road map. 20,000 fewer personal cars and more car shares on bay area roads in the next 6 years. We look at anything we can do to make sure that transportation and transit is more effective in San Francisco but around the bay area as well. So zip car, car share, getaround are all the Companies Part of this pilot program. We have to wait until it gets through the public hearings and start. Lets not forget, we had the bikes out there, the bike share. Theyre taking away Parking Spaces because you have to have a place. Faces are vanishing everywhere you go. New ideas of getting around. Thats not a bad thing. We have meter parking on sundays, but mayor lee is working on it. Still pushing to get it taken off the table. Inpaid parking in San Francisco. Thats getting resistance, however, hes holding firm. Very interesting. One of the ideas they had is well keep it in place, just wont send meter people out there to enforce it. The question follows Hillary Clinton wherever he goes. The former secretary of state was in the bay area for another round of paid speaking engagement. It showed a new side of the potential president ial candidate. Thats right, we sat down with the chronicle and said, whats up with hillary 2. 0 versus the last time . What we saw Hillary Clinton in San Francisco was the woman who handled tech, politics, and future in bigger detail than weve heard. And managed to avoid a shoe in las vegas and came back with a comeback that was amazing. The republicans should be afraid, very afraid of what theyre seeing with the Hillary Clinton tour. Particularly, if she continues in this vain because suddenly, shes no longer viewed by the press as something potentially awful. Shes actually viewed as a positive force. Shes been smart, shes been clever, and shes been non president ial. What was her key flaw in her last president ial run and can it be corrected . Her flaw in the first one was rejecting her husband. Until she accepted bill clinton in early february of 2008, she didnt have a good operation. Once she had a good operation, she swamped obama but it was too late. Hillary clinton, in the past, she was being criticized for not answering questions to the press, being a candidate that came up, showed up, collected money, left. Shes doing that again. Why the difference . Why the different treatment now . Why the difference . I think she gets it. In San Francisco, she sat down and answered questions and really seemed to speak from the heart. Thats a big difference from the very controlled candidate we saw last time around. You speak in prefebruary 08. If you recall, when she began to cry in the first, she became a quality candidate in the eyes of the press and she has continued in that vane to the president day. Major. I think Hillary Clinton is going to be the first legitimate woman candidate provided she runs for president. She is going to run as a woman. She is going to run as a symbol for women. Shes going to run, just as obama ran, on the block side, shes going to do the same thing on the female side. Wait until you see the Junior High School girls and the collection of people in all the little organizations that are totally i. E. , not political, but suddenly all wearing hillary buttons.
