Money from that will be used to offset Greenhouse Gas emissions throughout the state but a good portion itself will help finance the rail project. I dont want to pay no more than what im paying right now. Gas is gas. You still need to get it no matter what. Republicans fought the hike and some democrats wanted to delay it so they would have more time to understand the law. That effort failed. Well get a chance to understand more about the law coming up in a few minutes with state senator mark leno who has been pushing the law. I think the pain was really lessened on this hike that is just beginning because the fact that gas prices have gone down so much over the last couple of weeks. Thats right. It has been a fluid situation but well sit down and find out where the money is going what the goal of the program is and what is next. We have some good news coming out of oakland this morning. It looks like most types of crime are down. Thats right. The murder aggravate the lowest in 14 years rate is the lowest in 14 years. And that is down from 2013. That is down nine from last year and well below the 127 in 2012. Robberies took a bigger drop by almost a third. 31 . We have not had an officer involved shooting now in 19 months. Probably as happy with that stat as i am with the fact that crime is consistently now on its way down. Were encouraged. It is almost a 40 reduction over two years. That is a good sign of progress but i dont think we can take any joy in 80 murders for the year. The mayor and police chief says having more officers this year allowed them to saturate the hot spots shootings burglaries are also down but rapes, aggravated assaults are higher than last year. So are Home Invasion robberies. The it is the tale of two cities in oakland and bay area cities as well. Crime is down in some areas but property crimes tend to be going up. He is free on bail today. This has been a difficulty for some of the businesses on fisher mans court. You may have noticed gas prices inched upwards in the new year for the first time in weeks around it may be a response to cap and trade. California requires Oil Companies to buy credit to offset carbon emitted by cars and trucks and that may be prompting companies to raise prices. This is a look at the average price. 2. 83 compared to 3. 20 a month ago. In san jose it is 2. 7. Oakland, 2. 66 and vallejo 2. 52 compared to 2 even one month ago. There is a question on how long the gas prices will stay up, drop down or go higher. It is all done on a credit system. It is involved in trying to clean up the air and it dates back to a law that we passed some 10 years ago. Joining us is state senator mark leno. This was an out growth of ab32 which is to reduce california greenhouse emissions in the next few years. Drop them to 1990 levels by 2020. So what how does this help clean up the air . Cap and trade puts a cost on carbon the price of emitting more Greenhouse Gases into the atmosphere whi know changes the air. Is the idea to get people to drive less because theyre paying more. The increase as a result of the fuels under the cap. Keep in mind that Energy Producers have been under the cap for some years now. All of the job loss for the chamber of commerce never did happen and so now fuels come under it. 40 percent of all of our Greenhouse Gas emissions comes from fuel so we have to clue fuels if were going to take a chunk out of the Greenhouse Gas emissions. The cost will probably go up in the neighborhood of nine to 10 cents per gallon. Now, i am of course sensitive to my lower income who will feel it more than you or i may. I think everybody will feel it. Rather than driving 72 miles an hour on the freeway drop it down to 70, you can offset the increase of price per gallon and if you drive 55 miles an hour youll actually be saving money. But on this, data of this; that what were trying to do is reduce the emissions. Youre trying to get people to drive less. Drive more efficiently. Driving at a slightly lower speed and everybody cant invest today in a more fuel efficient car. But theyre buying new cars. Theyre buying gas guzleers again. There is an incentive for everybody. Why not do it more, if were trying to get freedom drive less. 10 cents at the pump isnt going to change peoples driving habits. Why not make it higher. Because youre afraid the public will react negatively to it. It is what well do with the money swhi so exciting and such an a maze which is so exciting and such an amazing opportunity here. In the 14 15 budget year. A billion dollars well collect. And where does the money go. It doesnt go into our general fund. It must be used to further reduce Greenhouse Gas emissions so you have a circle going up in reducing emissions. Wait. Wait. Wait. What are we going to do with the money to reduce emissions. One quarter itself is going to high speed rails. Yes. 25 . 25 . And the real question is whether that reduces greenhouse emissions. Even your legislative analysis. That will be determined in a court of law. The governor wanted 33 . We negotiated 25 . But 75 will create an on going independent source of funding for Public Transit in california. 15 goes to transportation. That is for b. A. R. T. And for ac transit and for muni and caltrain. We dont have that money now. We will as a result of the cap and trade. Additionally, another will go for Affordable Housing so low income people dont have to drive an hour to get to their low wage jobs. Does any of this go into directly cleaning up the air. Of course it does. Sprawl worsens the situation. That is great social but immediately. Does any itself go into lower. Yes it will. If it doesnt it will be challenged in court. It says these dollars must be spent in furthering reducing Greenhouse Gas emissions. My concern is for the lowest income folks. Im fighting to raise the minimum wage of californias lowest wage earners. Isnt it interesting the same business interest that are suggesting it wont go up 0. 09s theyre actually saying it will go up 0. 70 a gallon. Do we know yet . It has been discounted by everybody who looks at the numbers. They came up with the 0. 70 and gallon and theyre not shy to put that out there. As it stands right now we figure it is about 10 cents a gallon. It should. Nothing in ab32 says they must fas on to us. They probably will, but in a competitive market maybe some will only rise it a penny or 2 or 3 to get more share of the market because their competitors arecontend.
