KPIX KPIX 5 News Sunday Morning Edition May 17, 2015

Lor et ah sanchez that is causing a stir nationally. She does not want to talk about it. Stay tuned for that. Plus the uc campus can almost breathe a sigh of relief. Thats after a roller coaster ride of tuition spikes. Were talking everything to saving lab animals live. And lets talk about that Controversial School vaccination bill moving forward. Lets take a quick check of your weather forecast. This isa live look at the golden gate bridge, the other side of town. Mrernty of clouds in the sky plenty of clouds in the sky. Today is going to be a little cloudy, a little cooler than what we saw yesterday. But wewill see plenty of sunshine especially inland. Cool to mild temperatures. Well take a closer look at your sevenday forecast. An intense moment in oakland when a bank robbery took a hostage inside a Grocery Store last night then fled to oakland. Once inside an apartment there, the suspect took that hostage. The s. W. A. T. Team was called in. Fortunately the hostage was freed, the suspect arrested and the stolen money returned. The count down is on, thousands of runners wearing those backy costumes will take whacky costumes will take over. Take over Golden Gate Park and end 71 2 miles later at ocean beach. Beta breakers dates back to 1912. This is a look at the we saw some crazy costumes. Organizers are hoping for participants and the crowd stays calm. No backpacks are allowed on the race course making it more difficult to sneak in drugs or alcohol. Campbell Police Officers are asking for the public help this morning in finding a suspected kidnapper. This is a sketch of a man trying to abduct a girl walking yesterday. Hesdescribed as asian or latino. He had on a black and white striped beanie and long tan or brown coat with if you are on the cuffs. Now, the suspect was driving the silver car that you can see past right here on the surveillance video. Police sayhe pulled up and asked the girl for direction, then he got out of the car and tried to snatch her. Fortunately the girl managed to fight back and scare him off. We are winding down to the final three late shows with david letterman. Davids guesttomorrow night are tom hanks. Thats a look at your top stories. Back to you. An agreement to freeze tuition at all uc campuses will be made official on thursday. The renaling ends voted last year to regents voted last year to raise tuition. Thestate will pitch in 436 million to ucs pension. Its acompromise, that means in state grad tuition will remain flat for at least the next two years. The regents regents set to vote next week in San Francisco. Its interesting the tuition freeze is going to last about as long as prop 30, which is the tax. Its also interesting to note that both governor jerry brown and jeannette in a policy tan oh napolitano. Theres also a plan to Start College funds early. Well talkabout that coming up in the next halfhour. Meanwhile the state has an additional 6. 7 billion in revenue. 62 million to fight wildfires and 380 million earned income tax credit with the states working poor. Thatbudget hits a record high. Its 115. 3 billion spending plan for the 201516 fiscal year. Hes putting it into education or into what hes calling the rainy day fund, which is to help pay down the states debt. And that has his fellow democrats, theyre all upset. Theyre saying why dont we use it for social program. Hes saying theyre going to education and pay down debt. A bit of a bomb shell in the race for u. S. Senate, Laura Sanchez who represents the district in Orange County is now running for Barbara Boxers senate seat and is calling a derogatory gesture about native americans. She was telling how she recently received an invitation from someone within the Indian American communit. Im going to be its Indian American. She just made that gesture. Do you feel like you take that back . Yeah, she does not want to talk about it. As you can tell. It all happened. It happened during a gathering of the Indian American caucus. Several people in the room found it offensive and shes eventually going to have to answer that. That is a rough start to her campaign. And weare going to be talking about that campaign and the race coming up with our Political Insiders later on this halfhour. And sanchez opponents Kamala Harris was told about the gesture. And her response i dont know what to say to that except that that was thats shocking. Thatsshocking. Despite vocal protests california parents are moving closer to passing vaccinations for school kids. The state Senate Approved the vaccine last week. It calledfor almost all kinked gart nurse kindergarteners to get vaccinated. However in a compromise the bill would grandfather in 26,000 kids whose parents have claimed that exemption. The measurestill needs approved before going to governor brown. Weve already seen this water down or compromise down in order to pass. Its going to be interesting to see what happens in the assembly. Rememberparents very vocal in the red shirts. They packed the hauls literally in the capital. Theyre combing through records trying to find a batch they bought in 2011. Thatswhere that piece came from. Itbroker leer in the month near the civic center station. Something was wrong with the metal and now theres concern that more of barts tracks could break in the same way. If there were to ever be a problem on the track, the good thing is our system sends a warning signal to the control center and trains automatically slow down. Whats worst the rail problem may have been hidden from safety test because of barts bad wells. We have several issues here. Bad batch of metal and poor welding on the part of the employees. Does this sound familiar . Doesnt this sound like the bay bridge again . Instead of rails, bolts. Questions about wells . They could have a real problem on their hands. This will be interesting to see how they test it. Yeah, and we will find out later on today just how many pieces were actually talking about. A bill to ban plastic and toiletries are up tomorrow for San Francisco. Were talking about toothpaste and facial scrubs, those beads are so small theyre not captured by waste water filters. Theyre washed down the drain and being eaten up by fish that mistake them for foo. Big fish eat little fish. Eventually that fish is on your dinner plate and youre eating that fish along with all the toxins they consumed along the way. Up to 3,000 micro beads can be found in a tube of facial scrub. There are alternatives like apricot and cocoa beans. If california passes a specific law, you have a need to create a specific product for california, that could raise everybodys cost. Heres another animal story. California could help dogs and cats who are being used for animal research. Research labs dont like it. It would require publicly funded labs using dogs and cats for research to put the healthy ones up for adoption when theyre finished with the testing rather than put them to sleep. This is the industrys dirty little secret. They dont want the public to know, especially dogs and cats, whom we share homes with are being tested on. We become more and more aware of what the true intent of the sponsor of this bill really is. Thats a spokesperson for uc researchers who told the bill is not necessary because most lab dogs already get adopted. We see a lot of beagles in that story. Theyre such sweet dogs and they take it. And, youknow, i can see the pr problem from the labs perspective if somebody ends up with a cute being will in their home and a friend comes over and says this dog used to be used for research, people are outraged for that. It will make for an interesting television if in gets approved as well because well be there with our cameras. The first in the nation tomorrow berkeley city officials will reveal how much money they collected so far and where it will be spent. This is less than a week after a similar bill went down into flames. It wouldcover the entire state covering distributors two cents per ounce. Thats a lot of money when were talking like a two liter per soda. Thats a big price. What about other factors, french fries. Its alsointeresting to note that the legislature knicks the idea of putting warning labels on sodas as well. A battle in the east bay for the direction of the democratic party. Joining us next one of the candidates for state senate. Steve glazer after this. With Kaiser Permanente youll connect with your doctor any time anywhere. Another way care and coverage together makes life easier. Become a member of Kaiser Permanente. Because together, we thrive. Bart workers are taking sides in a heated Bay Area Campaign and some are accused of crossing the line of photos of workers at a halfdozen bart stations supporting susan bonill bonilla in the senate rac. You can put bumper stickers on your car, you can wear political buttons but you cant take a position or do an activity that implies that bart has a particular position on a political issue. But many bart workers certainly do especially after Steve Glazier called for a ban on bart strikes like the one that repeatedly crippled the system in 2013. And joining us this morning is Steve Glazier who is in one of the most heated battles i have seen in some time. Thequestion, what is going on in the district . What is this whole Union Business showdown going on in the east bay . I would say its an insider versus outsider show down. Myopponents direct contribution has gone to her. So thats a clearer frame for whats happening in the contest. The direct money is going to her, but you benefited from millions of dollars from political independent expenditure committees. Youdont control them but they are the chamber of commerce and even republican money is coming from you. Theres not a lot of support from the powerful interest from someone who wants to govern from the middle. You govern from the left and right theres a lot of interest that wants to support you. So im glad theres people out there that appreciate the fact that someone like me is in the contest. A socialprogressive but fiscally conservative. And im glad that theyre engaged. Although imnot happy with all the nastyness thats going on. All the voters are tired of the mailboxes that are being stuffed with these flyers. Eachside seems to be accusing the other of every crime imaginable. What is it you hope to bring to sacramento as this interest candidate . Im trying to bring a more problematic solving approach. Republicans and democrats Work Together and they craft longer term positive resolutions. Andso thats what we want to do is solve problems, not engage in the partisan bickering that goes on. Okay. You worked as a political consultant and you worked with jerry brown in his election campaign. Youre alsomayor of orinda. So what is it that you hope to accomplish in sacramento and get along with the party that youre openly criticizing the members for. We come in without party labels. Theres not a republican or democratic pothole. We need more of that in State Government is people that are going to represent the communities where they come from, not the political parties, not the powerful interest. So iam bringing in a new approach to what i think good governing should be about in sacramento. But thats the essence of my candidacy is trying to find a level of balance, cooperation and consensus building and that would make our politics and the choices and decisions to come out of sacramento better. If we are going to be consensus building the campaign doesnt look like its building any kind of consensus. Bothsides including yourself are nailing things down. You forexample are saying bart strikes should be band. My opponentdoesnt believe that. Why isthat such a critical test . Well, id say its a symbol of other issues. Its a symbol of where entrenched power says these workers have the right to shut down the barrier that inconvenience people. And soyou have politicians that respect that power and arent willing to call it out. So yesits aan exam its an example for me. But we have more examples that happen in sacramento and the choices that are made there. So its a symbol of an elective leader whos willing to stand up to powerful interest. Okay. Im going to ask you a couple quick questions. Sodatax, are you for or against it. I think weve been taxing too many things these days a whole level of issues, im reluctant to do anymore taxing. What about environmental regulations . Housing developsor sports stadiums . I think fast track is an indication of acknowledgment of a problem where you have Lawsuit Abuse and so only for the big high profile issues do you say lets find a pathway forward so they dont get blocked that way. You need to look at that in a broader way for how to always stand up to the environment but not allow this abuse to holdup for the projects. You made youre buck thing system youre bucking the Labor Coalition up there. If i vote for you and im from the east bay how do i know youre not going to wind up in a closet somewhere . I think its about Building Coalition and representing the people where you come from. Andcertainly if people think im not doing that, they should throw me out of office. But iam trying to have a different approach to this campaign and different attitude about what it means to be a representative of the east bay of sacramento. Check out my web page, look at all the newspaper editorials, theyve all endorsed me. Andmake a judgment about whether im a good fit. I think i fit the sweet spot of the district and the attitudes there. Okay. Final question, 7 million for this race, both sides are going to wind up having spent at the end. Its obscene. So throw that stuff out in the mailbox, dont listen to the tv or radio and make a thoughtful judgment. Look at our web pages, look at the newspapers and youll make a good choice. Right now were going to take a look at the weather. First lets take a live look at the dublin cam this morning where it is a cloudy start. Actually were seeing this around a lot of the bay area to start off our sunday. Plenty ofmorning low clouds. Partly tomostly cloudy later on today. And below average temperatures. These are going to continue today and on into the workweek. Lets take a look at our eyes today. In fact were lets take a look at our highs today. 65 palo alto. 65, union city. Were going to take a full look at our forecast coming up in just a bit. First well go to the race to replace senator Barbara Boxer is in full swing. Loretta sanchez represents Orange County. She and attorney Kamala Harris. We asked our Political Insiders if Loretta Sanchez has a shot at that seat. Shes from the south. Shesgot some demographic positive numbers down the south. Shesgot shes latina. She hastremendous National Security experience. Shes a legislature. Being in the house allows her to raise National Money right from the gitgo; correct . Absolutely. Except kamalaharris has a whole slew of people who are already there that are supporting her. And ihave to believe that the Democratic Campaign committee had envisioned being supportive of Kamala Harris at the outset, now they have to go back and retool. And there is also one more thing, Loretta Sanchez is a very, very hard worker. Its24 7 for her. So Kamala Harris is meeting a match here. No, its not her match as such. I dont think you should automatic to pit it that way. Im in the pitting business. I pit fights to get there. Youre on the other side commenting on them. I think that the contest may very well elevate the level of dialogue about what it takes to be a u. S. Senator and its going to take Kamala Harris an opportunity and platform to be able to match the kind of credentials that were just what can loretta bring . Isshe going to raise questions about the obama Foreign Policy and such like that . I think look, the senate has a special set of responsibilities in the constitution. It ratifies trade agreements including arms agreements that i got ratified through the senate in 2010. Ithas a lot of foreign policies, National Security issues and it is a prime legislative body for the national government. Soyou know, these are certain things that are very important to do the job. These are things that loretta is doing, and these are things that are not necessarily in kamalas wheelhouse presently, but she certainly is enormously talented. So this is about it should be about a debate of ideas. It should be about where california fits in and the skill set you need to do the job. And in view of how we set things in california now, for people to run, we may not be bothered to run with any republican in the fall. Thats right. Stay tuned, well show you welcome back to kpix 5, this morning. Immaterial we have a lot to get to in the next 30 minutes. Steve glazier, his opponent Assembly Woman susan bow knee ah is going bonilla is standing by. Also, whats with all this republican money . Plus the nfl meeting in San Francisco this week and they may give us a clue about whats next for the Oakland Raiders. Questions have been dragging on for way too long. Plus california is better off financially than we thought. Our Political Insider is going to break down the winner, the loser. Lets take a quick check on your weather forecast. Startingwith a live look right there in san jose. You can see plenty of clouds in the sky. Temperaturesin the lowtomid 50s all aroun
