And in some neighborhoods, we have picked up over 7 inches of rain in 24 hours. The Santa Cruz MountainsBoulder Creek with 5 inches of rain. Its continuing to rain for 24 hours. Fog is setting in over the bay area. Look at these very impressive 24hour rail totals we have so many warnings to walk you through, napa river at saint helena receding a bit but at napa moderate flooding. Russia river should crest tonight. Meanwhile, in southwest napa county, napa, saint helena, yountville, calistoga, deer park, all with flash flooding occurring right now. Authorities asking people to move to Higher Ground. Flash Flood Warning in effect for 1 45 for eastcentral san mateo and northwestern santa clara counties. We are talking about the san quito creek, stanford, menlo park all with flash flooding now. The Santa Cruz Mountains, well see inundation because it continues to rain there. We do have the flooding right now at salton grove, paradise park, flash flooding occurring in those locations. Authorities have asked residents to move to Higher Ground. A raging creek overflowed into homes. Kpix 5s emily turner is live in the thick of the mess. Emily . Reporter michelle, im sitting now in a canoe, obviously. This is the primary [chuckling] form of transportation for all the folks who live in this neighborhood. Its a little more shallow here than it was earlier this morning. But around 8 00 between 8 and 10 a. M. , it was deep enough to get a jet ski in here. It was very deep. In fact, take a look at this video we shot earlier this morning. Floodwater was up to the doors of this car just a block from the creek. Water rescue teams on jet skis went door to door to check on people who lived here making sure they were okay. One woman and her son floated up to talk to us. They were out here to make sure other people were okay. They used their kayak to make it to dry land. Starting from 8 00 it was just the water was just like i mean up our street up to the very top. The basement is under. The lawn is under. Our kayaks are all floating. So [ laughter ] reporter authorities are now warning people to stay way from this flooded creek because of some of the dangers that could be under the surface. The water is moving very fast. Its cold. There are a lot of strainers, meaning objects in the rivers that could basically entangle you if you end up in the water so our Water Rescue Team is on standby. They made a number of rescues this morning. They probably made about half a dozen arrests [sic] by the time we talk to them this morning. Emily turner, kpix 5. The storm has triggered a fresh round of mudslides and freeway flooding, as well. Kpix 5s anne makovec is live at one of the worst spots near San Franciscos alemany boulevard except off 280. Reporter yeah. If you have been driving around this morning, you have probably run into very deep puddles on the roads. This is at the alameda boulevard exhibit off 280 and its commonly flooding. You can see right now this intersection around a foot or more of water and we have seen trouble all over the peninsula so far today. The ground gave way on highway 84. Road was closed to traffic in the la honda area. Crews will continue to work to shore up this hillside above 84. We have had a series of slides happen on this stretch of roadway so they need to be cautious and slow down and Pay Attention to not only the Traffic Signals that we have here but also the flaggers that are going to be out here helping us clean up this slide. Reporter they had to pause their work earlier in the day because the ground continued to move. This is a problem well see more of in the days to come. Speaking of trouble, caltrans is having trouble keeping people off flooded roads like this behind me. They have barriers up so people dont take this exit. But people were going around the barriers. They had to back up because its too deep to go through. Never underestimate the stupidity of some drivers. Thank you. That wet weather is causing a mess on the roads. Kpix 5s roqui theus is keeping an eye on the delays in our traffic center. Roqui . Thank you so much. Yeah, all lanes are back open now on eastbound 580 going towards the Richmond San Rafael bridge. Thats after heavy winds caused this big rig with an empty trailer to overturn earlier this morning. Lanes were closed for about an hour while crews worked to get it uprighted and chp officials are advising other big rigs with empty trailers to avoid crossing the bridge for now. Okay. Lets get to the south bay now. We have a problem here northbound 17 vine hill road. Its closed due to a mudslide so chp is diverting traffic off at Granite Creek road to get people off the roadway. Theres no our good way from Scotts Valley to san jose. Back to you. Thank you. All right, roqui. Thank you. A redwood city Mobile Home Park is flooded this afternoon. The Fire Department posted this photo on instagram. This is a combination of heavy rains and high tides. They say the good news is the high tides are beginning to recede. This usually busy intersection in Sonoma County looks more like a lake right now. Overnight, the heavy rain left this road on highway 121 near highway 12 flooded and it is shut down right now. The schellville Fire Department had to rescue 6 people from three cars that got stuck in the water around midnight last night. Two of the cars remain stuck in that water. This isnt the first time this type of flooding happened here. Just last month, it happened it was also causing a major headache for all the locals last month. The heavy rain was too much for storm sewers in the vacaville neighborhood. The street in the area more like a small lake. No one risking the drive through this water. And saturated hillsides not standing up to this latest storm. This is one of many mudslides reported in marin county this morning. Mud and tree branches covering olema road in fairfax. A look at warnings posted in the sierra, track the storm using the hidef Doppler Radar at cbssf. Com. Now turning to president trumps first 100 days in office. A contentious confirmation vote in the senate. Betsy devos has been confirmed as the president s secretary of education just a short while ago. Senate democrats debated all night trying to derail the confirmation but the vote in the senate ended with a 50 50 tie with Vice President mike pence breaking the tie. He is the first Vice President to resolve a deadlocked vote on a cabinet nomination. Also today a federal Appeals Court in San Francisco will hear arguments from the Justice Department in two states over president trumps immigration and travel ban. The same court refused to immediately reinstate the ban yesterday after the Justice Department filed paperwork in defense of the order. The Trump Administration maintains blocking the ban Endangers National Security and violates the separate of powers. The panel of three judges hearing the case includes one judge appointed by president carter, another judge named by president george w. Bush and one chosen by president obama. The major north bay intersection closed off this afternoon due to downed trees. Plus, the rain is bringing snow to the sierra. The warning and closures next. Crews are working to clean up a large slide thats full of mud, rocks and branches. And its not yet clear when the roadway will reopen. And the conditions arent much better in Pleasant Hill where the floodwaters are continuing to rise. The windshield wipers werent doing much to help one of our kpix 5 editors, who was caught in the massive flooding this morning. Several Pleasant Hill locations are now offering sandbags to their residents. The rain and wind are too much for this tree in berkeley. It came crashing down this morning in the claremont neighborhood and you can see how it tour up the sidewalk as it femme. That one green bin will not be enough for the cleanup. Also in the east bay niles canyon road closed this afternoon due to a mudslide in that area. And take a look at this flooding on the college of marin campus in kentville. One of the parking lots there is under water. The Corte Madera Creek flows through that campus and in this shot the water is right up to a retaining wall. And we just checked with pg e. More than 5,000 customers are without power in the north bay. In the south bay, nearly 1900 outages. The south bay has 1700 outages and more than 1300 customers in the peninsula are in the dark. And San Francisco has nearly 200 outages. The sierra about to get hit hard already, an avalanche warning had been posted and allowed to expire. The Sierra Avalanche Center says that more heavy wet snow however, is expected to dump tonight. That paired with Hurricane Force winds and whiteout conditions are forcing at closures at several different ski resorts. Lets go back to robert in the weather lets go back to roberta in the Weather Center. We have an aerial Flood Warning in effect for the greater lake tahoe area. Its even raining in the highest elevations. Our live hidef Doppler Radar is picking up some light precipitation around the Santa Cruz Mountains. Were all breathing a little sigh of relief but its been raining for over 24 hours straight in the Santa Cruz Mountains. Also in the southeastern portion of the Santa Clara County we now have a Flood Warning until 4 00 this afternoon for the upper coyote creek, above coyote reservoir, we do have flooding occurring at this time. Southcentral Alameda County we were just mentioning the scene in the niles canyon area. A friend told me that the water is actually overtaking the roadway there. So move to Higher Ground if you are there. Well continue with the Flood Warning at the napa at saint helena thats going to recede. But at napa river in napa, we are seeing moderate flooding occurring. Russia river at guerneville expecting the warning to go into effect tonight. The visibility has been down due to the fog in the area. The temperatures are very balmy in the 50s and cingulars. The winds are finally beginning to dial back after reaching 45 to 50mileperhour wind speeds at sfo now at 15. 13 pleasanton. 11 san rafael. We still have delays at sfo up to 2 hours and 47 minutes. Fairfield with the wind up to 23 miles per hour. Wind advisory remains in effect until 1 00 this afternoon. Then well see if theres another extension of it. Satellite and radar this is the Atmospheric River again. What we have is a lot of subtropical moisture being tapped into this right there. Moisture out of the tropics. And its just funneling into the bay area. Hitandmiss scattered showers around the Santa Cruz Mountains. Widely scattered showers for tomorrow mornings commute through the afternoon then there is that big bad boy for thursday, more heavy rain, with up to two inches of rain expected in many locations. Heres how much more rain to go. But friday morning nearly 3 inches to the east to the south, to the north, two inches in San Francisco. Temperatures if it makes a difference today pretty much in the 60s across the board. Your sunset is at 5 40. Not going to see it. Extended forecast, sure, we still have the light rain in the Santa Cruz Mountains. A scattered shower wednesday, heavier rain on thursday, lingering showers on friday, High Pressure finally builds in over the weekend drying us out and boy, well all be assessing the damage done at that particular time so it doesnt need to be raining right now to see the damage. We are starting to see the saturation of the soil and the mudslides, downed power lines and downed trees. It doesnt take long. It doesnt. And it will occur all afternoon into the evening hours. Reporter im at the creek that runs through downtown mill valley. Now, this water is coming off of the mount tam watershed running through mill valley. It runs parallel to miller avenue right behind the safeway near the high school here. You can see how fast this creek is running here. And then im going to turn and show you, it runs right behind these houses and then goes on down in the distance youre going to see there, the bridge, that is where it goes underneath camino alto and on out into richardson bay. This creek is high, close to the fences of these houses, the backyards. Right now it looks like its fast enough you could actually kayak this thing and get a pretty good workout. I have seen all kinds of trash coming down through here, some logs and bottles and actually saw an old halloween pumpkin float through here but this creek is really moving these folks in these houses back here they are of course going to be keeping an eye on it throughout the afternoon and the evening. If it starts to rain again, they are going to be really concerned. [ music ] and here is another look at the hidef doppler. It might look like things are clearing up, but we are expecting more rain later today. Jackie ward joins us live from the Manzanita Park ride. Reporter michelle, were right along highway 1 now and weve driven all over marin county today. Its not hard to find flooding. But this is one of the hasheddest hit areas for sure. Take a look behind me. Thats traffic at noon right now along 101 southbound, that looks worse than rush hour traffic. So thats because there are three lanes closed at highway at the marin city sausalito exit right now due to flooding some of the worst we saw all day but earlier we were crossing the Golden Gate Bridge as we were heading to marin and this is what it look like visibility pretty bad and drivers had to take it slower than usual in order to get across safely and as we worked our way up 101, more flooding. The ducks are loving it. They had plenty of room to swim. But man, getting around here today has been difficult. Live in marin county, jackie ward, kpix 5. As we look at our live hidef doppler its overshooting a lot of moisture because you can see the hazy conditions right now with the drizzle. We have seen up to over 7 inches of rain in the bay area in the last 24 hours, high wind advisory remains in effect. Thank you. Marin county heavy backup here two problems. Southbound 101 before spencer avenue that rollover crash is cleared but you have residual backups and in combination flooding in multiple lanes in that backup so traffic is brutal from tamalpais drive to sausalito.
