This technically is an Atmospheric River but not as far as the bay area is concerned, we will get a 10th of an inch of rain out of this, that will put two inches of rain on the north coast where the smoke is coming from, that might be the best news. Jose martinez shows us the strategy and the pushback. Reporter take a look at those tents on the sidewalk, the residents here are definitely frustrated over this issue, and just like any mission, they are installing these planters to deter more Homeless People from moving here. It is a recurring issue for the residents of the neighborhood. Essentially sometime in june and beginning of july, we got really a big influx of people who were very different. So, i just want to make it clear, we have seen a lot of Homeless People but the influx has been homeless who really have severe mental issues, or homeless who seem to have severe drug issues. Reporter Matthew Mitchell says he knows what he is talking about, he has lived in this neighborhood for over 31 years and he has seen it all, but this is too much. Now it seems all the mentally unstable folks have moved down to the mercy terrace, now we are switching into different teams. And you know, the drug intensive folks are now on our block. Reporter the same block where he and his neighbors started installing these planters to deter more Homeless People from moving here, the neighbors have funded the project with donations. Matthew took us down growth street, take a look at these towns, entire blocks filled with shopping carts and dogs and some angry people. Thats why he says residents are fed up with the situation and decided to follow the example of what has been done in both the mission and the castro, where more planters are a part of the strategy. It is another tactic to harm unhoused folks. Reporter residents should focus this energy into helping the Homeless People instead. Instead of just helping out the people on the streets, help them find shelter, just make sure the community is kept intact. And i think making sure we are helping a system into shelter and essentially housing, we want to make sure that we are learning longterm Solutions Rather than shortterm solutions. Reporter he said the coalition is also working on collecting data from these individuals. But matthew tells me they have been patient enough with them and the situation is just out of control and they need help. It has been tense here for a while because people can immediately notice the change. It wasnt the same homeless folks before. And essentially, it is a whole community. Reporter matthew tells me hes not going anywhere, hes going to stay here fighting for his home. Neighborhood organizers say they dont need a city permit for these types of planters, they would be no more than three feet wide and three feet tall and not block industry and access. This is not a new controversy in the city, you remember this from 2019, San Francisco residents took a less aesthetic measure to deter the homeless, they placed massive boulders on the sidewalk at clinton park. That move also received a lot of pushback as well. In san jose, another pedestrian has been struck and killed by a vehicle, police blocked off fruitvale avenue west of sherman oaks. A bay area icon turned 102 years old today, she is pretty incredible, she was honored this morning at the middle school that is named for her. Students welcomed the local trailblazer with flowers and signs and wished her a happy birthday, she serves as a National Park ranger in richmond. At the age of 100, she was the oldest active ranger in america, she has been a staunch social justice advocate and lived in the east bay since 1920s. The rest of her birthday plans include a lot of pizza and cake. Its going to be a good party. Well deserved. We talk about Climate Change almost every day and how it impacts our surroundings. We are focusing on how it threatens the planets biodiversity. 1 million species may face extinction, and it is even worse, with entire groups of animals vanishing. How a small, endangered fox is teaching us all a lesson not to give up. They are learning to adapt and they are getting encouragement from some steadfast students helping them along the way. Early in the morning as the sun rises at Cal State University bakersfield, it is pretty quiet, just a few folks out walking, but when night falls, it gets a little wild. Researchers puncture a can of cat food, securing it to the ground and overnight a camera records the action, the skunks and opossums are no big surprise but these guys are, the san joaquin kit fox, they are an endangered species. We are all surprised seeing them do so well in these areas. Since the late 60s, the number of foxes has dramatically declined, in part due to habitat loss and now Climate Change threatens them even more. But, as you can see on this recent video, the foxes are multiplying like crazy. It seems like they really like school campuses. For better or for worse, our campus seems to be a little kit fox factory. Dr. Lucas hall is a conservation biologist at the university, his team made an eyeopening discovery, the fox is sharing space with other wild animals including one of their favorite foods. The california ground squirrel. It is kind of surprising when you think that you are on campus and we have ground squirrels, we have evidence using kit fox burrows, theres cats that are using those boroughs, and opossums, raccoons, skunks, its just crazy cool. Reporter but this crazy cool roommate situation has created an unusual dilemma, the number of squirrels has exploded and they are ripping up the landscape, the ground staff decided to fumigate what they thought were squirrel dens. That left the students fuming. We are the only university that has endangered kit foxes that live on it. Reporter biology students are charter members of the san joaquin kit fox society, on campus the society has gathered nearly 2000 signatures to stop the fumigation. The university has since discontinued the service again and proclaimed their unwavering support for the fox. Biodiversity is one of the greatest weapons to fight the impacts of Climate Change, the campus is now home to 70 kit fox dens with 37 foxes at last count. Theres hope, that if we do the right thing now and we work together, we can make a difference. Reporter dr. Hall is inspired to see the next generation get involved. Im going to show you the nuances of this. It is helpful to get a snapshot. This is a much more nuanced story. Let me show you why there is reason to be hopeful. If you look at where the smoke is coming from, a highresolution satellite can still see it but, its very different today than the last four days. Where this smoke is coming from, it is going the other way now. For the last four days, it was getting cooler from the pacific from the wind, and the main plume of smoke is going the other way. The problem is, there is still a lot left in the air. And i will show you what i mean. The winds have definitely changed, but if i bring this over to the last rain, you can see the streamline blowing the smoke that way. But look at the smoke that was left over the pacific, and look what happens when it gets to the bay. The leftover stuff is still getting pulled in. We just have to get through the leftovers, we are not making any new stuff , its not like there is a steady supply that is still coming, we just have to get rid of all the stuff that is still just drifting around out there. So, it is coming and watch what happens by the time we get to saturday and sunday, the overall flow comes through and we need a really strong push to really move this along. We can see where that is coming from. When we look at this chance for rain coming our way. Heres the pacific, totally reorienting itself. Now we talk about the chance for monday. The two stories are related. We have our first chance of light rain coming on monday, we will have more details on that in one second. But, this totally changes the way the atmosphere is flowing and it might even put the fire out, theres going to be enough rain coming from this, this is going be fueled by the Atmospheric River. It is not coming to us, but it is important to still recognize these features because the storm is going to bring a lot of rain to the far northwest coast. This is what it looks like as we get into sunday and monday. That is all going on the smith river complex fire. Our tail end of it, we are in the inbetween zone where the highresolution models dont go out far enough to show us the rain. We are going to lose some resolution. But, do you see what happens . We get the southern edge of it. Look at the rainfall totals on the big picture. Watch that. Just looking at the smith river complex fire, it sits up there. But if we come back to us, theres our rain and even closer inspection will show Us Santa Rosa might get some rain out of this. It will come through monday. Monday afternoon into monday evening. Some of the showers might even be very early on Tuesday Morning to be technical. The marine layer is coming back tomorrow, so itll be hazy and cloudy to start the day but the marine layer will be gone by the afternoon. With air quality that is still probably going to be unhealthy for sensitive groups tomorrow. Maybe more moderate, but still enough to be aware of it. Daytime highs tomorrow only in the mid70s. When we look at the forecast, monday stands out. We still have the first alert day, we are going to take that off, there is an air quality advisory tomorrow. But we are not calling this a first alert forecast. And you can see that chance of rain on monday for the north bay but not san jose, i dont think this rain is getting far enough south for the rain icon but the coastal communities get it as well.
