Four people are in the hospital this morning following an overnight shooting near lake merritt in oakland. Officers found a 50yearold man shot outside a liquor store on east 18th street just before 10 30 last night. They found three more victims just a few blocks away. One person is in Critical Condition. Three others in serious condition. San Francisco Police are trying to figure out who shot and killed a man in his 20s last night. Officers found the man just before 8 00 near grove and buchanan streets. The man had been shot in the stomach and the leg. He died at the hospital an hour later. The new storm hitting the bay area this morning has some people preparing for more possible flooding. Cbs 5 reporter anne makovec is in larkspur, one of the spots where 101 can see a lot of water build up. Anne. Reporter im here at lucky drive near larkspur right off of highway 101. Now, normally when it rains, we see a lot of flooding in the road here behind me. We dont see much right now. So thats the good news. The rain is coming down but is not coming down very hard. In fact, im hoping one of the vehicles here is going to drive through so you can see the big splash. But its only the rightmost lane that has the water pooling in it right now. There we go we knew we would get a splash here on live television. Want to show you the video we shot about an hour ago. This was in mill Valley Hardware store. They had sandbagged their property in case of flooding. Theres no flood warning, advisories, or watches out right now. So scenes like this might be considered overkill but, hey, better safe than sorry. There are Power Outages in the san rafael area, almost 1,000 people without power right now and pg e is working to restore that. So as far as weather drama, nothing like we saw last week. Back out here live now, youre looking at highway 101. Its the chance of hydroplaning, of course, in some areas because you have that water pooling on the roadways. So take it slow. Anne, i this thats the big concern. Its going to be the commute. Its going to be roadway puddling but no flooding from the storm system thats moving through. Still, were going to get hit hard here very shortly. You can see some of that rain make its way onshore right now. That big batch of yellow and orange will be pushing onshore with moderate to heavy rainfall. And so far, the focus has been really toward the central bay stretching from daly city, San Francisco, through oakland and walnut creek. We are seeing good rain coming down here. But otherwise, it has been fairly quiet. Thats about to change. Expect rain spreading throughout the bay area throughout the Morning Hours and then i think by the afternoon this cold front going to sag through and slide eastward and then looks like the skies will part a little bit maybe a couple of leftover showers and then we dry out. Temperatures because of the subtropical moisture will be mild. 50s at the coast, mid60s in the warmest spots inland. But this is likely it. I think this will be the last storm we see in quite some time. After this we start to dry out. This morning, very wet, making it very treacherous on the roads, gianna. It sure is. It is a very busy day for us in the traffic center. We are trying to get an update about 101 at silver, a Traffic Alert, accident blocking lanes. No word if its out of lanes. So that Traffic Alert is still in effect. Slow on 101. Reports of a new accident north 101 near hospital curve involving five vehicles blocking lanes. This accident reported about 10 minutes ago northbound 280 at alemany also blocking the road. Expect delays there. Rest bound 24 we had an earlier trouble spot. We are seeing slightly slow conditions there. Eastbound, as well. There are reports of an accident at the caldecott tunnel on the eastbound side block at least one bore. Its been a busy ride through the area anyway this morning. Also slow as you go in and out of the maze toward the bay bridge toll plaza. You can see the eastshore freeway stacked up as well all the way from highway 4. Couple of accidents causing delays. One at university on the westbound side, eastbound at gilman. Those should be over to the right shoulder at this point. North 17 at Scotts Valley road, this accident blocking lanes. Heavy delays as you work your way on that northbound side through the santa cruz mountains. 880 as well southbound at you work your way near jackson we have reports of flooding in all lanes so thats a very slow and go right through there. Northbound not seeing any delays. We are getting reports of delays on 101 and san jose. First reports of an accident as well at mckee, thats blocking lanes so busy ride out there. Thank you. Traffic is moving through devils slide again this morning. Crews did emergency work yesterday to shore up the road along the san mateo coast because of erosion caused by last weeks storms. A new tunnel is set to open next year and caltrans hopes that will mean an end to road closures in the area. In santa cruz county, officials hope to have one lane of vine hill road open today. The road off highway 17 in Scotts Valley was washed out in that weekend storm. A whole section of hillside disappeared in the storm take be the roadway with it. Work will resume at the nations largest port complex after a nineday strike. Negotiators finally reached an agreement to end the strike late last night. The details have not been released. And it still needs to be ratified by the union. Workers were frustrated about employers outsourcing jobs. The strike shut down 10 of the 14 cargo Container Terminals at the nations busiest seaport complex in l. A. Want to get cargo moved throughout this supply chain and the country and get everybody those christmas presents that they are looking for in those stores. Clerical workers who have been without a contract for two years walked out on the job more than two weeks ago and thousands of longshoremen refused to cross that picket line. The man accused of kidnapping and sexually assaulting a 16yearold at risk girl is expected to make his First Court Appearance today. 36yearold Gary Atkinson faces multiple charges including kidnapping and rape. The victim is a 16yearold girl with autism who functions as a 7yearold. This is by far one of the most sickening cases i have seen in my career as a Police Officer, that someone as mr. Atkinson can take advantage of someone of this stature. The girl walked away from a group home on coolidge avenue in oakland a week ago. Police say atkinson met her near the Fruitvale Bart station and formed her to his home in San Francisco where the assault took place. She was found on a muni bus two days later. They held him captive, threatened to kill him and made him do home repairs. Thats the story for a handyman who police say walked into an ambush in morgan hill and got himself out of the mess at a san jose gas station. 509yearold handyman was called the 50yearold handyman was called monday morning for work at a mansion in morgan hill. For six hours a man and woman allegedly attacked him and forced him to work. The victim was terrified and shaken up. He told investigators that he was just trying to do as he was told waiting for the opportunity where he could escape. That opportunity came when the suspect stopped for gas in san jose while take be the victim to do some more repairs. He called police and they caught the suspects. They are due in court tomorrow. 6 09. San Francisco Police hope a new online tool will help them track down suspectings in some of their cold cases. The feature called the lineup shows Surveillance Video from cold cases including this violent robbery on San Franciscos polk street. The lineup also includes descriptions of the crimes and the suspects and ways to Contact Police to offer up tips. That the public can basically reach out to us through social media and helping us identify who this suspect is. Police got the idea after a San Francisco giants fan smashed a bus following the world series. This widely circulated photo of vandalism finally led to an arrest. Contra costa countys board of supervisors has delayed a vote on whether to close four fire stations. If approved, stations in walnut creek, clayton, martinez and lafayette would close january 1. The countys top fire official recommended the closures, saying a loss of property taxes and a failed tax measure in november caused the district to burn through its cash reserves. A decision on whether to buy a drone for the Alameda CountySheriffs Office was sent to the Public Protection committee for further study. A couple of trouble spots on 24, westbound stalled vehicle, eastbound accident still wrapping up slow anyway through there. Off the eastshore freeway, backed up beyond highway 4. Youre going to see brake lights towards the bay bridge toll plaza. Metering lights are on by the way at the bay bridge. South 880 still seeing some slow conditions. The good news though at jackson all that flooding is on the off ramp there so not affecting the main lines. Thats a look at traffic. Its busy. I know. Probably only going to get busier as we are seeing rainfall just making its way onshore. We have heavy rain in spots. Berkeley the rain really coming down. They are still seeing rain out there right now. We are going to see moderate to heavy rainfall as the cold front pulls through town. Lets check the highdef Doppler Radar. Not expecting any major flooding from this rain. But boy, its going to be a good soaker making a mess of the commute early on. You can see that heavy batch of moisture along the coastline and the peninsula and some of that sliding in toward the east bay, as well. You have that strong line right through san leandro, San Francisco and daly city. Some moderate to heavy amounts of rainfall. So if you are traveling this morning on the roads, watch out. Likely to see some puddles and dangerous driving conditions buy think things begin to settle down toward the afternoon. We start out with some morning rain then by the afternoon skies becoming partly cloudy. Maybe leftover showers. Dry weather will return and stick around for the foreseeable future. If are traveling around the state you will see showers into the central valley. Rain at lake level and snow in the Higher Elevations about 6500 to 7,000 feet. Timing the system out now looks like the worst of it coming onshore this morning and then it looks like toward the middle of the day still some rain into the south bay but by the afternoon, things begin to settle down. And then it looks like dry weather makes a return and i think the biggest concern will be the possibility of some fog in the Morning Hours. Temperatures expected to be in the 60s in the south bay. 60s also into the east bay. 50s and 60s in along the coastline and the bay. So next couple of days things settle down.
