Io furloughed federal workers are also expressing their displeasure. D we work, we need pay families around the u. S. Are feeling the impact. Were pawns. Theyre just playing with us. Re michael cohen, the juesidents former personal attorney, will testify publicly on capitol hill next month. Im not worried about it at all. Any time your fixer is testifying before congress, you should be worried. A powerful storm is ready to roll out of texas. Its going to bring snow and ice and bitter cold to millions of people. A bus driver comes to the rescue of that baby boy found wandering on a freeway overpass. Ireena evich did a lot more than her job. Ide did the right thing. The mona lisa effect, the heeling that shes staring at you . Turns out, it is not true. Although other paintings do have that effect, the mona lisa doesnt. Experts are saying mona lisa is actually looking over your shoulder. Now we know. Now we know. Glor good evening. Im jeff glor. And this is our western edition. We are going to begin tonight with a trip to the border, and Government Shutdown about to tie a record. President trump flew to the Rio Grande Valley to push for border wall funding today. Without it, the partial Government Shutdown continues, and tomorrow, will tie the longest ever. Cbs news is told the president is laying the groundwork to declare a National Emergency to build a barrier. Federal workers protested the standoff in several cities at unionorganized rallies today. About 800,000 stand to miss paychecks tomorrow. Jerome powell, chairman of the federal reserve, said today the u. S. Economy could suffer if the shutdown lasts much longer. Major garrett begins our coverage from hidalgo, texas. H we need a barrier. Reporter President Trump surveyed the u. S. Mexico border near mcallen, and the people who protect it, part of his ongoing eompaign to portray the border fs overrun by migrants, drugs, and human trafficking. So were going to get this straightened out, hopefully. Ellfully the democrats will come to their senses. Reporter before leaving for texas, the president , frustrated by democratic opposition to wall funding, said he is seriously considering declaring a national ioergency and seizing unspent pentagon construction funds. I have the absolute right to declare a National Emergency. The lawyers have so advised me. Prm not prepared to do that yet, but if i have to, i will. Reporter president s have declared National Emergencies nearly 60 times since 1976. President bush invoked one after 9 11, and president obama declared an emergency in sesponse to a flu outbreak. Mr. Trump would use the declaration to free up billions in unallocated military construction money. But such a move would almost certainly draw a legal challenge, and some Senate Republicans cautioned mr. Trump not to sidestep congress. I dont want to see a declaration of National Emergency. I think thats an action that would be taken in the most extreme circumstances. Reporter the president today also backtracked on his Famous Campaign pledge that mexico would pay for the wall. And i never meant theyre going to write out a check. I said theyre going to pay for it. They are. They are paying for it with the incredible deal we made called the united states, mexico, and canada deal. Reporter during the campaign, mr. Trump said he would tax money sent back to mexico. His Campaign Website also said mexico could pay through a one time payment of 5 to 10 billion. There was also rhetoric like this so a lot of politicians said, you cant get mexico to pay for the wall. I said, oh, its going to be so easy. Its going to be so easy. Reporter on capitol hill today, there was no sign of dampromise. House Speaker Nancy Pelosi described yesterdays meeting at the white house, where she says the president slammed his hand on the table and stormed out, as a premeditated farce. Not only was the president unpresident ial surprise, surprise yesterday, in his , havior. I think the meeting was a setup so he could walk out, but. Ill say just that. Glor we mentioned tomorrow will tie the longest shutdown ever. How does this end . Reporter well, if the president declares a National Emergency, jeff, it ends this way. The president gets the money, survives a legal challenge, and then signs all the bills to reopen government. And its a Pressure Point on congress, telling congress, essentially, negotiate with me now, or run the risk of me getting the money and you being cut out of the process. One interesting wrinkle, jeff . The president announced today he hent attend the World Economic forum in davos, switzerland, on january 22 because of the shutdown, suggesting hes girding for up to two weeks more. Glor all right, we just heard that today. Major garrett in hidalgo, texas. Major, thanks. Federal employees deemed essential are working, but dethout pay. That includes members of Law Enforcement. As this moves forward, its only going to get worse. Reporter Thomas Oconner is the president of the f. B. I. Ocents association. How would you describe morale right now . People are nervous. Theyre upset. And theyre worried, about, when is the next paycheck going to come in . Reporter there are similar concerns within other federal Law Enforcement agencies, like the d. E. A. And a. T. F. Sources tell cbs news that morale is horrible. Commanders are having to weigh financial constraints before approving certain sensitive undercover operations. You know the old adage, crime doesnt pay, and neither does the federal government. Thats not right. Reporter veteran agents have been through other shutdowns before, but sources say this time is different, because this shutdown has dragged out longer. D e f. B. I. Agents association speaks for its members and not the bureau, which is not commenting tonight. Jeff . Glor all right, jeff pegues, thank you very much, from our fc. Bureau. Members of the coast guard arent getting paid because, though part of the military, they fall under the department of homeland security. Janet shamlian met with coast guard families in houston. Reporter an outing to the Neighborhood Park is among the few pleasures these families can indulge in right now. Pedal, pedal. Reporter the dads are active duty coast guard, the only Military Branch not receiving a saycheck during the Government Shutdown. Money is tight. What type of changes are you. Aking in your household right now, to account for the fact you may not be getting paycheck . We have just bought only the necessities when we went grocery shopping. Weve been having struggle meals, we call them, you know . Reporter whats a struggle meal . S you take whatever is in the fridge and whatevers in the pantry, and throw it in a hrsserole, and thats a meal. Yup. Reporter each with two wildren, coast guard wives vienna, erin, and ashley say their families live paycheckto paycheck. If you dont get a paycheck next week, ashley, what goes unpaid . So, build the wall, dont build the wall, but pay our husbands. Reporter the price of service for these military families, now even higher. Janet shamlian, cbs news, bacliff, texas. Glor we learned today President Trumps former personal Attorney Michael Cohen will testify publicly before a Congressional Committee four weeks from today. Cohen was sentenced last month to three years in prison for lying to congress. He implicated the president in a plan to make hush money payments to women during the 2016 campaign. S a statement today, cohen said hes looking forward to providing the American People. Ith answers. A criminal defense attorney representing r. Kelly responded today to Sexual Assault tlegations that resurfaced in a new documentary series about the famous singer. In Jericka Duncan reports tonight, r. Kelly was out celebrating last night. I dont give a bleep what is going on tonight. Reporter this is singer r. Kelly in public, since Sexual Misconduct allegations reemerged. Er reporter kelly, who celebrated his 52nd birthday at a club in chicago, seemed unconcerned about the docuseries surviving r. Kelly, in which multiple women accused the rireetime grammy winner of sexual and domestic abuse. Its very painful to have to selk about it again. Its a bunch of disgruntled people who are looking for their 15 minutes of tmz fame. Reporter today i spoke to kellys attorney, steve greenberg. Do you believe all of these women are lying . T of course. An, eporter i mean, in this era of me too, we now know that a lot of people have not come forward about Sexual Assault or Sexual Misconduct allegations for years. I believe that all of these women did exactly what they wanted to do, and because there is now some hashtag, thats not t ing to change. Reporht, prosecutors from at least two igunties, one in illinois where wolly is from, and one in aorgia, say they are asking alleged victims to come forward. In cook county, illinois, the States Attorneys Office tells mas news they have received calls related to this matter. Have you had any contact with the district attorneys offices that are looking into alleged victims . I havent heard from a ffosecutors office. I have never heard from an attorney for a victim or an alleged victim. I havent heard from anyone, because there is no facts to back up these claims. Reporter greenberg also says r. Kelly is disappointed other musicians are now distancing themselves from him. Lady gaga announced shes removing the song she collaborated with r. Kelly on from streaming music platforms everywhere. Jeff . Glor okay, Jerika Duncan veth the latest on the r. Kelly case. Jerika, thanks. Gois week the 116th congress got to work, despite the Government Shutdown. One new member has unique perspectives. Illinoiss Lauren Underwood hoke from the house floor for the first time yesterday. She is a former federal employee who was furloughed during a shutdown in 2013. At 32, underwos acn ev elected to congress. In tonights eye on america, ed okeefe follows her, as an idealistic freshman meets the real world of congress. Good morning. Its lauren. Its about 6 45 a. M. On friday. Today is the last day of orientation. Reporter one of Lauren Underwoods first orders of business . Selecting an office. I am here at room lottery selection. And you can hear all the noise in the room. Its pretty incredible. Ms. Underwood. Reporter getting a space large enough for her new staff is a total game of chance. All 85 new members literally draw numbers out of a box. The lower the number, the better the office. Ms. Underwood drew number 70. We got number 70. Reporter so. Do you even bother looking, or you just. . Oh, no, of course i mean, we want to see. Reporter new members always come into washington convinced they can change the place. Can you hold the elevator . Reporter and underwood is no llranger to these halls. This is very stately. I can envision myself here. Reporter she was a congressional intern just 13 years ago. So this is like the intern desk. Reporter and shes a former Obama Administration official. Can i get behind you . Sure. Reporter . Who helped implement the Affordable Care act. Ca good luck. Thank you. Reporter as a registered nurse and someone with a preexisting condition, healthcare, the topic at the top of most voters minds, is also on hers. What are some of your shortterm goals once you get here . So, its very clear sealthcare is the numberone issue in this election, driven nrimarily around affordability. And i think that we need to quickly show the American People plat we are serious about fixing the healthcare system. I didnt come to be a back bencher. You get two years to have an impact, fight for families. Thats what im hoping to do here in congress. Reporter the sheer number of new, young, mostly female lawmakers we did it, girl s reporter is injecting a new level of energy and intensity into washington. I am in a car on my way, like, rushing late to the capitol. We have to pick up our voting srds, our special member pins, and get, basically, lined up, so that we can be on the floor of the house for the new convening. When our new members take the oath, our congress will be refreshed and our democracy will be strengthened by their optimism, idealism, and patriotism. Nd reporter but the hope and optimism of these new freshman, who usually dont have much peay, is tempered by reality. I am proud to shut down the government for border security. Its up to the democrats, so its really the democrats shutdown. It is the role of the congress, it is the role of the president , to keep government functioning. President trump has shut down this government. Reporter walking through the basement of the capitol, underwood told us about being a furloughed federal employee. Back in 2013, she was forced to stay home for about three weeks without pay. So you know what a lot of people are going through. W i absolutely know, and i know how unacceptable it. This is the nuclear option. Reporter so if anything, it only fires you up more . Yeah, im mad. Are you kidding . Its ridiculous. Reporter minutes after being sworn in, underwood took time to greet supporters in her new office. She isnt letting the harsh realities of washington get to her. Hi, renee, its me. Itn i give you a hug . Reporter at least, not yet.
